WHO works closely with the Ministry of Health, other UN agencies and partners to improve the health outcomes for the people of Sierra Leone. The country has a number of pressing health challenges, including high rates of maternal and child mortality. The Ministry has declared zero tolerance for both maternal and child mortality hence accelerated reduction of the high burden of maternal and child mortality is a priority. The MOH’s Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) Policy and Strategy provides strategic direction to end preventable mortality and enhance the health and wellbeing of women, newborns, children, and adolescents in Sierra Leone. The RH/FP programme, in conjunction with the Quality Management Unit in MOH lead on improving sexual and reproductive health outcomes and the quality and experience of care. There have been significant advances in efforts to strengthen MDSR, EmONC training and mentoring, and initiate Obstetric triage assessment and treatment in selected high-volume facilities, but access to and utilization of many SRH cost-effective interventions remain limited. The nursing and midwifery workforce constitutes the largest workforce for health and is central to attaining the ambitious targets of RMNCAH Strategy, but challenges remain with respect to nursing and midwifery education, scope of practice and regulation The RMNCAH strategy promotes a range of interventions that should be further facilitated and describes those remaining barriers and bottlenecks which should be urgently addressed to end preventable mortality and enhance the health of women, newborns, children, and adolescents in Sierra Leone. The National Nursing and Midwifery Strategic Plan 2019- 2023 aims to assess the context-specific needs in nursing and midwifery within the wider remit of the relevant policies of the Ministry of Health (MOH), and to translate these into strategies for the improved provision of services

DESCRIPTION OF DUTIES

Under the supervision of the ULC Cluster and RMNCAH unit lead, the National Professional Officer, (Sexual & Reproductive Health) will:

  •  Work closely with other RMNCAH team members and with MOH colleagues at central and district level to develop and implement strategies to improve Sexual Reproductive Health within RMNCAH, including liaising with stakeholders in the Reproductive and Child Health (RCH) Directorate, the Nursing & Midwifery Directorate, and the Quality Management programme
  •  Participate in the Review of the Sierra Leone National Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) Strategy to assess performance against health systems capacity to deliver SRH interventions and make recommendations to address bottlenecks and gaps
  •  Support the translation and implementation of the Sierra Leone Quality and Patient Safety Roadmap, as it applies to sexual reproductive & maternal health.   •  Support the implementation of the National Nursing and Midwifery Strategic Plan, and activities to commemorate and document the Sierra Leone International Year of the Nurse and the Midwife
  •  Coordinate TWG engagements and forums in order to plan and prioritize for the most effective coordinated delivery of technical assistance. This will be done through reviewing and familiarizing with national RMNCAH health policies, strategies, programmes, and related legislation, major players.
  •  Work with other Nursing & Midwifery HRH partners to build the capacity of Nursing and Midwifery Faculty to deliver quality competency-based education
  •  Build the capacity of the Nurses and Midwives Board to regulate the nursing and midwifery workforce and pre-service education
  •  Collaborate in the facilitation and supervision of central and district level RMNCAH in-service and on-the-job trainings, with follow up on quality supportive supervision, mentorship, and corrective actions, in order to ensure that trainings are more effective and result in sustained positive changes in knowledge, competencies, attitudes and practices. And where relevant support preservice curriculum development and training
  •  Prepare monthly donor progress reports against agreed detailed work plan milestones, and quarterly technical reports. Assist MOH in preparing concept notes and budgets for activities, and their reporting on these.
  •  Collaborate with the WHO Regional Office for Africa and Headquarters and support global and regional initiatives through joint planning and missions with a specific focus on the development and implementation of SRH priorities including to global and regional declarations and mandates, and

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine, Midwifery, or other Clinical discipline

Desirable: Postgraduate degree in Clinical Sciences and/or Public Health with specialization in SRH or equivalent from a recognized University or College Experience

Experience

Essential: At least 5 years of relevant post qualification experience including clinical practice

Desirable: Experience working on scaling up the delivery of public health programmes at decentralized levels. Experience in pre-service medical education/clinical instruction of health professionals, (doctors, midwives, other)

Skills

Strong technical skills and knowledge in the area of Reproductive and Child Health Skills and ability to timely synthesize key components and working group outputs. REMUNERATION

Under the overall direction of the WR and under the direct supervision of the Operations Officer and under the technical supervision of the AFRO Regional Field Security Officer, the Local Security Assistant assists in the implementation of security operations and all matters related to the management of the safety and security of WHO personnel and assets across the country.

Background

Security activities need to be improved within our Office. Currently, we have several pending reports, including the theft of the laptops just over a year ago, the bus crash report, the 2022 safety audit update and updating the accident information into the Track Point system.

In addition, there is a need to improve the management of our Security Risk Management Measures (SRMM) which contains several activities that are not up to date. The current focal point is overwhelmed with other responsibilities and will not be able to properly manage the security aspect that is very important to our office. The number of staff in country office is growing daily with new staff that and visitors who need regular security briefing. After a working session with FSO/AFRO in the SRMM (Security Risk Management Measures) system, he urged recruiting a security assistant in collaboration with the local UNDSS office to help the office to manage and follow up all security aspects. We are suggesting can recruiting the security assistant for a period of 12 months with an SSA contract at grade G6 of 6 months, The estimated salary for the six months is: 4328.26 USD (6 months). Concern Worldwide, along with its Consortium partners has bid for a funding opportunity from FCDO – Saving Lives (Phase III) as part of an NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The Safeguarding manager will be the focal point for coordinating the implementation of Concerns safeguarding policies and procedures within the Saving Lives consortium. The Safeguarding manager will be the first point of contact for the management of safeguarding incidents in relation to the Saving Lives programme with the support of the Consortium Director, Country Director and Directorate of Protection and Safeguarding in Dublin.

Main duties & 

Responsibilities:

Reports and investigation

  • Maintain up to date and accurate database of all reported incidents registers, documents and assesses all adult and asset safeguarding in line with Concerns policies and maintaining confidentiality.
  • Assist consortium members to consult and engage with all relevant stakeholders during the program inception in order to ensure support, high-level commitment, sustainability, and community trust and ownership especially with regards to CRM.
  • Liaises with the Protection and Safeguarding directorate for support in terms of;
    • Coordinate with Concern internal audit and investigations unit and investigating officers as needed following any report.
    • Support Consortium coordination unit and consortium leadership board in planning and reporting on investigations.
  • Update and maintain service directory for operational districts to improve referral for survivor care.

Training and capacity building

  • Assist in organizing and facilitation of child safeguarding induction for newly recruited project staff, volunteers, beneficiaries, stakeholders and partners.
  • Compile partners’ activity documents, analyze partners risk assessment result and support on identified gap.
  • Conduct initial and refresher training for consortium partners.
  • Periodically review all consortium partners, to ensure clearly defines policies on safeguarding including; Code of Conduct,  Child Safeguarding Policy and Anti trafficking in persons policy are in place and in use.

  • Lead on the updated mapping of response and support services in collaboration with consortium partners, district MoH and Ministry of Gender and children’s affairs.
  • Assessment of training and capacity building needs within Health facilities and district health management teams paying particular attention to survivor centred approaches.
  • In collaboration with Hired consultant, FCDO, Consortium director and Government of Sierra Leone develop a standardized learning pathway and training needs analysis, training programme, and plan to train trainers.
  • Document and present to MoH policy recommendations for consideration in the development of a National Health care Safeguarding policy.
  • In collaboration with the consortium director and Protection and safeguarding directorate recommend prioritized interventions to increase immediate patient safety as well as long term capacity strengthening to produce improved practice and patient safety.
  • Compile and develop monthly safeguarding report including; training data/activity, coordination with partners and collaboration/ coordination with Government.
  • Provide technical guidance on safeguarding to partners, volunteers, Concern staff and other key stakeholders including consultants.

Person specification:

Essential: 

  • University degree (or equivalent evidenced experience) in Human Resources Management, Management, Social work, Social sciences, Law, Psychology, Organizational psychology, or related Master’s degree in one of the above fields preferable
  • 4+ years of experience of safeguarding, working with children, young people and/or adults who are vulnerable.

Position Overview
The Safeguarding Manager is a key member of the Human Resources Department working closely with the HR Director, the Regional PSEAH/Safeguarding Advisor, the Executive Director, and other relevant departments to promote safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH).

The role facilitates the development of safeguarding capacities for our staff, and our patients, beneficiaries, families and community members that PIH interacts with in the course of their work. The safeguarding Manager will work to ensure all staff and stakeholders understand the policies and standards as well as develop resources to support PSEAH programs with readily accessible reporting and redress mechanisms for reported cases whether by staff or community members

 

Essential Duties and Responsibilities
The position will primarily work to create and promote a safe and healthy working environment and culture that promotes a healthy work environment that prevents and condemns any form of abuse including sexual exploitation, abuse and harassment in all its forms within or outside the organization.

The role reports to the HR Director and work closely with the OnePIH Regional Safeguarding Advisor to support the following key deliverables: –

  • Support HR in implementation of PIH’s PSEAH policy standards and code conduct:
  • Work with the HR team to ensure that all aspects of HR policy and procedure are supportive of good safeguarding practice that promote safe recruitment.
  • Work with Directors and Managers to implement safeguarding standards highlighted in annual site Dashboard and report progress
  • Ensure mainstreaming of safeguarding and PSEAH measures in all programs budgets activities, procedures and organizational policies
  • Activate focal points in each site and department’s and build their capacity both for staff and community.
  • Conduct risk assessments and manage a risk register for tracking and mitigating PSEAH risks in each PIH programs
  • Work with HR and management to ensure PSEAH policy commitments are embedded in all polices and contracts e.g. HR manual, transport policy, IT policy, communications policy, vendor contracts & MOU with Partners etc.
  • Implement survivor-centered support services including strengthening referral networks
  • Work with management to ensure availability of sufficient resources for responding to survivors of SEAH and other safeguarding incidents
  • Manage and respond to reported cases in collaboration with HR, PSEAH focal point, PSEAH Regional Advisor and leadership.
  • Work with Regional PSEAH Advisor, HR and leadership in responding appropriately to safeguarding complaints.
  • Supporting investigations relating to safeguarding incidents, providing professional advice and support to investigators, HR and leadership while maintaining high levels of case confidentiality and professionalism.
  • Identify survivor support referral services in community and district level and ensure timely linkage to care and follow-up.
  • Support PIH Sierra Leone to establish and manage culturally and contextually appropriate safeguarding reporting channels at all levels.
  • Compile periodic case trackers statistical information on SEA cases received during the quarter and year and analysis on key trends for actions
  • Build capacity and awareness of staff and partners in Safeguarding and PSEAH
  • Work with Regional Advisor to develop PSEAH training content and roll out trainings across PIH staff and partners
  • Conduct periodic trainings for existing staff members and induction for new staff, volunteers, interns and community health workers to raise awareness of safeguarding and PSEAH
  • Conduct tailored trainings for key PIH associates including vendors, contractors, partners and visitors on PSEAH policy.

3.Build strategic partnerships to strengthen safeguarding across PIH’s networks and locations

  • Work closely with PIH policy and Partnership staff to advocate for safeguarding reforms externally with Government, donors and relevant networks
  • Participate and support liaison between PIH and any relevant safeguarding and PSEAH stakeholders, local authorities, national and international partners
  • Participate in protection, child protection, case management, SGBV networks /bilateral meetings and represent PIH Sierra Leone in relevant forums.
  • Community Reporting and Feedback Mechanisms, Monitoring and Learning.
  • Design and help roll-out a safe and survivor centered reporting and feedback mechanisms in accordance with PIH safeguarding policies

Education and Work Experience Requirements

CONTEXT OF THE CONSULTANCY 

We Are Purposeful is looking for a dedicated and dynamic Consultant to serve as Facility  Coordinator as Purposeful moves into a new Movement Building Hub in Freetown. The  building will be a home for the Purposeful team and bring together girls, allies, and  movement allies. The consultant will work closely with the Operations Manager to oversee  the facilities of the building, and its equipment and ensure that it is safe and functional.  The duties include working with service providers, inspecting facilities to meet safety  regulations, and coordinating renovations and updates.

  • Manage and upkeep the different office spaces within the building. ● Manage the running of the conference hall for all Purposeful and external events and activities.

Job Location: Freetown Sierra Leone with frequent visits to consortium members’ offices and programme areas.

Job Purpose: The Safeguarding manager will be the focal point for coordinating the implementation of Concerns safeguarding policies and procedures within the Saving Lives consortium. He/she will be responsible for promoting good practice and helping the Concern and our partners reach the highest safeguarding standards by our staff, volunteers, related personnel, program participants, visitors, researchers, suppliers and contractors, as well as for the communities where we work.

He /She will also be responsible for development and implementation of agreed safeguarding activities, initiatives and training with regard to the Saving Lives phase 3 programme.

The safeguarding Manager will support partner to link users of the Consortium CRM line to appropriate identified services when appropriate and will (with support) lead on capacity building and advocacy efforts.

The Safeguarding manager will be the first point of contact for the management of safeguarding incidents in relation to the Saving Lives programme with the support of the Consortium Director, Country Director and Directorate of Protection and Safeguarding in Dublin.

Main duties & 

Responsibilities:

Reports and investigation

  • Maintain up to date and accurate database of all reported incidents registers, documents and assesses all adult and asset safeguarding in line with Concerns policies and maintaining confidentiality.
  • Assist consortium members to consult and engage with all relevant stakeholders during the program inception in order to ensure support, high-level commitment, sustainability, and community trust and ownership especially with regards to CRM.
  • Liaises with the Protection and Safeguarding directorate for support in terms of;
    • Coordinate with Concern internal audit and investigations unit and investigating officers as needed following any report.
    • Support Consortium coordination unit and consortium leadership board in planning and reporting on investigations.
  • Update and maintain service directory for operational districts to improve referral for survivor care.

Training and capacity building

  • Assist in organising and facilitation of child safeguarding induction for newly recruited project staff, volunteers, beneficiaries, stakeholders and partners.
  • Compile partners’ activity documents, analyse partners risk assessment result and support on identified gap.
  • Conduct initial and refresher training for consortium partners.
  • Periodically review all consortium partners, to ensure clearly defines policies on safeguarding including; Code of Conduct,  Child Safeguarding Policy and Anti trafficking in persons policy are in place and in use.

Job Purpose: Responsible for ensuring the books and records for all bank and cash transactions in Sierra Leone, including reviewing all supporting documentation for payment requests to ensure Concern policies and procedures are being complied with consistently.  He/she will also be responsible for all Freetown bank payments, checking of supporting documentation,  monitoring bank/cash balances in each account and in the office safes and notifying the CFC on a timely basis when a transfer between accounts or from Dublin is required.
Main duties & 

Responsibilities:

Cash/Bank Management

  • Monitor cash levels in the petty cash box and office safe and request cash transfers on a timely basis from the CFC to ensure that there are always sufficient funds in the office.
  • Monitor the bank balance and notify the CFC on a timely basis when a transfer from Dublin is required.
  • Ensure bank transfers/cheques /cash payments are made within Concern’s limits and that all required documentation and authorisation procedures for the payment have been followed.
  • Ensure timely preparation of bank transfers/cheques for authorisation.
  • Document any findings from the review of the bank and cash books and include any further comments from the CFC Direct Reports / CFC before communicating it to the cashiers.
  • Monitor issues as they arise on the bank and cash book reviews to ensure they do not continue to occur.
  • Raise repeat issues with the CFC Direct Reports / CFC and work with the cashiers to resolve the issues.
  • Liaise with the Field Finance Officers to arrange the preparation of large cheques and liaise with programme / systems staff / suppliers regarding pick up or delivery of payments.

  • Review all hard copies of Freetown payment documents and a sample of field payment documents on a monthly basis to ensure correct supporting documentation is attached and Concern policies & procedures are being followed properly.

Month end account closure 

  • Prepare the monthly phone bill journal and the amount charged to each project.
  • Prepare the monthly payroll journal.
  • Maintain the balance sheet reconciliations of the staff debtors and make monthly deductions from payroll as required.

  • Maintain the bank & cash accounts on the balance sheet reconciliations.

Payroll

  • Prepare monthly salary, overtime and allowance calculations for national staff and make the required payments.

  • Produce the monthly payslips for national staff and send to HR staff in each location to distribute.

Financial Reporting, Budget and Audit

  • Ensure all documents requested by auditors are presented to the auditors in a timely and orderly way and returned to the files / archive correctly.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

The Energizing Development Programme Sierra Leone is an energy access programme with the objective of increasing access to affordable modern energy services in Liberia, Guinea, and Sierra Leone. It is a global initiative in more than 20 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom. EnDev has been active in Liberia since 2012; in 2014, the project activities were expanded to the neighboring countries of Sierra Leone and Guinea. EnDev cooperates with government institutions, national and local non-governmental organization, donors, and the private sector.

 

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems and mini-grids and b) access to improved cooking energy systems through energy-efficient cookstoves, sustainable biomass production.

Project Leadership & Coordination
