Job Description

Doctors with Africa CUAMM has been operating in Sierra Leone since 2012. Its mission is to strengthen health systems and improve access to primary and secondary health care, with specific attention to maternal and child health. Its interventions include prevention, screening, and treatment programmes; strengthening of referral systems at the community level; training of health staff; field research, and management support and technical assistance to local health institutions.

 

Job title: Data Manager

   

Duty Station: Two work locations, one main location at the Ministry of Health, 4th and 5th Floor Youyi Building, Freetown, and one at the Coordination Office of Doctors with Africa CUAMM, established according to the supervisor’s indications.

Project: S.K.I.L.L.E.D – Strategic Knowledge and Inclusive Learning in Health Sector for Youth Employment and Development (AID 013244/04/2)

Supervisor: Project Manager of Doctors with Africa CUAMM (first responsible), Country Manager of Doctors with Africa CUAMM (second responsible)

Contract type: Fixed-term contract (06 months), with 3-month probation period, renewable based on performance evaluation and the achievement of the expected results

Days of work: Monday to Friday, from 8:00 am to 5:00 pm. 1 Hour lunch, 12:00-1:00 pm

 

PURPOSE OF THE ROLE:

Doctors with Africa CUAMM is implementing the project “S.K.I.L.L.E.D” – AID 013244/04/2, supported by the Ministry of Foreign Affairs and International Cooperation through the Italian Agency for Cooperation and Development, with the overall objective of contributing to sustainable, inclusive, and decent employment in the healthcare sector and related services for skilled young people in Sierra Leone.

Within the initiative, technical assistance is provided to the Directorate of Human Resources for Health (DHRH) of the Ministry of Health (MoH) for the development of digitalised systems for more efficient and effective healthcare human resources planning and management.

The Data Manager is assigned to the DHRH and will work in close collaboration with the National Digital Health Coordination Unit established at the Directorate of Policy, Planning and Information (DPPI).

The Data Manager is responsible for managing the software Integrated Human Resources Information System (iHRIS) to support the digital recording, planning, and recruitment of healthcare personnel. The role involves providing technical assistance on the use of the software, entering data, performing data analysis and interpretation, as well as training ministerial and district staff on the use of the software and the interpretation of the data.

EXPECTED RESULTS:

The end-of-project objective is to have a functioning iHRIS software, containing up-to-date and accurate quantitative and qualitative data on the number, qualifications and assignments of the healthcare personnel employed, as well as used for monitoring and planning the workforce needs at short, medium and long term.

The work involves different steps to be carried out over the course of the project. By the end of the first six months, the following results must be achieved:

  1. Priorities and use of iHRIS software defined with the MoH
  2. Functional iHRIS software populated with data obtained through a comprehensive data collection across the country
  3. MoH staff trained on the functioning, usage and operations of  iHRIS database
  4. Training plan on the use of the iHRIS database for district-level staff designed


RESPONSABILITIES AND TASKS:

The activities of the Data Manager will be jointly defined by the HRHD and Doctors with Africa CUAMM though a quarterly work plan. The main duties are:

 

  1. iHRIS Software Management

 

  • Plan and manage the necessary steps and activities to accomplish the implementation of iHRIS
  • Coordinate, oversee, and monitor iHRIS data entry activities, ensuring data accuracy and integrity
  • Directly conduct data entry and provide guidance to ministerial staff in perform it
  • Identify gaps or inconsistencies in data and suggest and support corrective actions
  • Produce data reports and data analysis on healthcare employed personnel

 

  1. Technical Assistance

 

  • Provide technical assistance to the MoH on the use, operation and customization of iHRIS
  • Support the DHRH in identifying and establishing priorities for iHRIS use and types of data to be entered
  • Support the DHRH in assessing the establishment of a digital staff attendance and verification system
  • Develop strategies to integrate iHRIS with data from training institutions to facilitate the recruitment of newly graduated qualified professionals and to plan healthcare system’s absorption capacity 
  1. Training and Capacity Building

 

  • Train MoH staff on iHRIS software functioning, usage and operations
  • Identify district-level staff to be trained and design customized training for them
  • Supervise students of the Certificate in Data Health Management during their internship at the DHRH, ensuring a supportive learning environment
  1. Participation in multi-level coordination platforms
  • Participate in Technical Working Groups, sectoral tables, and other coordination platforms, presenting accurate data on healthcare personnel, recruitment prospects, workforce projections, and potential absorption capacity, coordinating actions with the Ministry of Finance, Ministry of Education, Ministry of Labor, in line with project objectives

 

The collaborator is expected to demonstrate flexibility and adaptability, due to the specific nature of the role, jointly managed by two partners, and in response to changes or additions to activities that may arise based on local or project needs.

 

Position Requirements:

 

  • Master’s Degree in Computer Science, Information Systems, Human Resources, Statics, Public Health or related fields
  • Minimum 10 years of experience in data collection, analysis and management
  • Minimum 10 years of experience of implementation of digital software
  • Previous experience in the use of human resources information system (HRIS)
  • Previous experience in health data management
  • Familiar with national health care system and its organization
  • Excellent communication, writing and analytical skills
  • Good interpersonal skills, with the ability to coordinate with multiple teams and stakeholders
  • Interest in capacity building and knowledge development
  • Proficient in Microsoft Excel.
  • Fluency in English
