Partners In Health Sierra Leone (PIHSL) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview

PIH is seeking an experienced medical officer to work as pediatrician to help manage clinical programs at PIH-supported healthcare facilities in Sierra Leone. The Medical Officer- Pediatrician will be based and work at the Koidu Government Hospital (KGH) in Kono District. He or she will work closely with the Sierra Leone Ministry of Health and Sanitation on the development and implementation of work plans, medical education initiatives, and improving the quality of care. This individual will provide support to the medical lead and other PIH leadership and advance PIH’s core mission of health systems strengthening in Sierra Leone.

Essential Duties and Responsibilities: 

Clinical Responsibilities:

  • Serve as Koidu Government Hospital (KGH) Pediatric Medical Officer within the Pediatric Department.
  • Daily rounds on pediatric, emergency/resuscitation, nutrition ward, Under Five clinic and Neonatal Unit at KGH. This position will be supported by more senior PIH Pediatric consultant to develop expertise and knowledge in pediatrics.
  • Supervision of the CHOs in pediatric ward including provision of clinical mentorship in collaboration with the PIH Pediatric consultant.
  • Management of pediatric cases according to national and international clinical guidelines.
  • Work with the PIH HIV/TB Clinical Officer to provide supportive supervision to MOHS health workers for HIV/TB services in Pediatric Ward, Nutrition Unit and Under 5 clinics (including case detection, counseling and testing, pediatric ART, pediatric HIV case management, and early infant diagnosis according to national guidelines).
  • Clinical oversight of the inpatient therapeutic feeding center and outpatient therapeutic feeding program.
  • Participation in district hospitals, outpatient clinics, community health clinics case reviews, and other activities that may increase the knowledge and expertise in Clinical Medicine with special interest in Pediatrics, as required.
  • The Medical Officer is also expected to actively participate in and support, PIH program systems, such as the MEQ data collection systems and feedback loops, the KPI presentations and discussions besides other general systems that will help support the General clinical outcomes and the Pediatric Clinical Outcomes in particular.
  • The Medical Officer at the Pediatric Department at KGH, in collaboration with the PIH Pediatric consultant is also expected to actively make inputs to the clinical trainings curriculum for other cadres of clinical staff at KGH.
  • Interest in Clinical and Academic personal development. The candidate will be supported to join the National Post graduate training program for Pediatrics at MoHS after this posting.
  • Be willing to work in any other department as needed but within your capability, and required by the PIH Clinical leadership.
  • Clinical work:
    • Pediatric ward and Outpatient clinic, Nutrition Wards, Emergency/Resuscitation Unit, Under 5 clinic, Neonatal Unit and Maternity Neonatal Ward
    • Collaboration with CHO rounds
    • Provide support to nurses and social workers, in conjunction with nursing department.
  • As the KGH Pediatric Medical Officer, serve as the point of contact for the following:
  • Support of the National programs for children: malaria, TB, HIV, nutrition, vaccination etc. under the supervision of the PIH Pediatric consultant
  • Referral team – collaborate with the Nursing & Social Work Program Manager as needed for pediatric patients requiring referral for diagnostic or specialty services
  • Administration
    • Work closely with the PIH Pediatric consultant, Chief Medical Officer, clinical team and Kono Leadership team on strategic planning and budgeting for our pediatrics and malnutrition work.
    • Attend daily morning briefing/meeting at KGH

Qualifications/Requirements

 

Qualifications: 

  • Medical Officer Certification according to the Sierra Leone training program.
  • Experience in HIV/TB, Malnutrition and Neonatal care preferred.
  • A strong commitment to social justice and health as a human right is essential in all aspects of the leadership and management
  • Ability to be flexible and effective in the face of unexpected challenges.
  • Exemplary interpersonal communication skills, verbal and written, required to effectively engage with senior leadership, partners, and clinicians on sensitive political and confidential issues.
  • Proven ability to exercise good judgment, demonstrate political astuteness, and tact.
  • Sense of humor and flexible disposition very helpful.
  • Willingness to live in Kono district full-time.
  • Computer basic skills: Office, Internet and data base systems.

 

Additional skills/ knowledge/experience preferred:

  • HIV/TB clinical and program management strongly preferred
  • Experience in treating malaria and other tropical diseases with vaccination program expertise
  • Experience in malnutrition management strongly preferred
  • Experience in Neonatal care highly appreciated

Position Overview

A Community Health Clinical Officer generally applies his/her medical knowledge and skills to the diagnosis, prevention and management of patients that flows into any of PIH supported facilities and any of the Wellbody Alliance/Partners in Health affiliated health facility.

He/she does this thoroughly following the principles of inspection, palpation, percussion and auscultation where ever applicable to find out the actual cause of disease, and also utilizing the appropriate laboratory work. He/she should consult the medical officers for discussion on patient’s care plans in some critical cases, respecting patient’s privacy and confidentiality as much as possible.

Essential Duties and Responsibilities: 

  • Responding to medical/health problems presented by patients including proper history taking, investigations, diagnosis, treatment and referral as appropriate.
  • Maintaining confidentiality and impartiality.
  • Promoting continuous medical education amongst other junior clinical staff.
  • Admitting patients requiring special care followed by investigations and treatment.
  • Carrying out specific procedures, e.g. Specific surgical procedures and specialist investigations as when necessary as the case may be, with the help of the nursing staff.
  • Liaising with other medical and non-medical staff in the hospital to ensure quality treatment is giving to the patients, and also promotes health education.
  • Ensures that all emergency cases are prioritized and seen appropriately regardless of the time of the day.
  • Be willing to work long and unpredictable hours dictated by the needs of the patients.
  • Perform other duties related to the role, department or project as may be required by the Medical Director or Clinician In- Charge
  • Develop a work plan of training and mentorship activities across the PHU CHC sites, and ensure that progress of the activities is tracked
  • Develop clinical trainings and mentorship tools in collaboration with the PHU clinical leadership team for the use of the PHU expansion program
  • Develop and maintain clinical guidelines and protocols, and ensure that best work practices are harmonized across the various PHU sites.
  • Ensures robust data collection in all the cross-sites, monitoring of data quality, and the use of data to drive clinical and programmatic decision making.
  • Perform regular quality of care audits, and share findings with the PHU clinical team
  • Work closely with the Strategic Health Information Systems (SHIS) team and the Director of primary care to identify areas of quality improvement areas and research.
  • Willing to work in the PHU’s outside Koidu City to bring quality health care services to the community

Qualifications/Requirements

  • BSc in Clinical Sciences or BSc in Community Medicine and Clinical Sciences from a recognized college or university.
  • Experience in HIV/TB and tropical medicine management preferred.
  • At least three years of clinical practice experience in a low-resource health care setting
  • Candidate must have basic computer skills on Windows, Word, Excel and Power point.
  • Must not hold dual employment
