JOB DESCRIPTION: Climate WASH Officer  

JOB LOCATION: Freetown 

REPORT TO: Project Manager  

CONTRACT TYPE: Fixed Term (One Year) 

JOB SUMMARY:

The principal responsibility of this position is to support the Enhanced community resilience and livelihood security  through community driven climate action project to make well informed decisions to support the project, support  field staff and volunteers (WHI + SP) and engage community members in order to establish robust project  implementation strategies and ensure project success, effectiveness and efficiency achievement of goals and  objectives, with a specific focus on climate adaptation and resilience, and WASH .

Main Duties and Responsibilities of the Climate Resilience and WASH Officer will include:

1. Provide guidance to local partner (Skills Pool), field staff and volunteers, stakeholder and affected communities on the latest techniques and information related to Climate: mitigation, adaptation, and resilience.
2. Advice the EWB Project Manager and partners in the design, appraisal, and implementation support of investment operation in the field of Climate.
3. To ensure Climate Resilience project objectives and results are fully accomplished.
4. Help formulate long-term Climate Resilience plans for the communities.
5. Aid in design and implementation of systems of monitoring and evaluation, report of the impacts of Climate Resilience projects.
6. Analyze the constraints and opportunities of the Climate Resilience project with emphasis on the support services.
7. Conduct regular field visits to program sites to provide hands on assistance to climate community groups and to monitor program activities.
8. Facilitate and attend workshops and seminars in core areas related to the Climate Resilience sector. 9. Keep updated and promote strong collaboration with FCC on climate change adaptation activities. 10. Work with the project manager to assist donor partners (EWB project manager) interacting with national

and regional research bodies, for enhancing the collaboration and stimulating global research towards WHI goals.

11. Prepare clear and concise reports in line with the requirements of WHI and partners.
12. Support engagement and mobilization of local community in project activities.
13. Supervise WASH facilities construction to ensure the work adheres to the Sierra Leone standard guidelines and are resilient to projected climate change.

14. Procurement of local materials and facilitate transport to jobsite.
15. Day-to-day inspection of materials and workmanship (Quality Control)
16. Payment of laborers
17. Provide safety instructions to workers and enforce them to protect workers and the public. 18. Ensure jobsites are kept tidy and all unused materials and debris are promptly removed upon completion  of the construction.
18. Report poor behavior of construction workers to the WHI Project Manager/Engineer. 20. Submit timely and accurate status reports and technical reports from the field to the office in line with the  requirements of WHI and partners.
19. Training of facilities management committees and Climate Resilience Committee (CRC) in operation and  maintenance of new facilities
20. Mobilization of community to support care and maintenance of facilities.
21. Perform other related duties as required.

Education/Experience & Desirables:

• First degree in Environmental Sciences, Project management, Agriculture, Economics, Commerce,  Development Studies, or its equivalent.
• A master’s or any other relevant postgraduate degree will be an added advantage.
• A minimum of 3 years’ experience working in Agriculture/livelihood and Climate related activities in  INGO/UN development work.
• Current/previous experience coordinating participatory community-based implementation of projects  with INGOs in an urban and rural context.
• Current/previous field-based work experience.

• Empathy with the Climate Resilience sector
• Proficiency and knowledge in project management: coordination and implementation. • Strong budget development and management skills and experience
• Experience in participatory monitoring and evaluation, training, and facilitation.
• Strong communicative skills – both oral and written
• Good analytical skills with highly developed communication skills both written and verbal to establish  effective relationships with a wide variety of internal and external audiences.
• Familiarity with implementation of donor projects and liaising with external agencies.

Knowledge 

• Experience and knowledge in project management cycle, log frame approaches, and survey research  methodologies.
• Experience with typical best practices for climate change adaptation/mitigation and knowledge of best  available climate change data and most up-to-date scientific consensus on climate change models and  projections
• Proven competencies of the use of computer software applications – spread sheet, database  management (Excel, SPSS, and others).
• Experience collecting and analyzing qualitative data is desirable.
