1.) Senior Management Team Associate

 

Reports to: Executive Director, Partners In Health Sierra Leone

Location: Sierra Leone

Our Work in Sierra Leone

Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola

epidemic in October 2014. Recognizing the large need for continued investments in the health system

after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of

Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work

around the world: public sector accompaniment, integrated and comprehensive services, social justice,

nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In

Sierra Leone, PIH’s programs support health facilities in Kono District and Freetown. Aligned with

national priorities determined by Sierra Leone’s MOHS, PIH is pursuing an ambitious strategy to address

the high rates of infectious diseases (HIV/TB and malaria among others), NCDs, mental health disorders,

maternal mortality and under-five morbidity and mortality. In Kono District, Wellbody Clinic and Koidu

Government Hospital (KGH) together with an ambitious plan of expansion to Community health centres

serve as the hubs for PIH’s comprehensive approach to these complex public health crises. In Freetown,

PIH is working to bolster the country’s first ever MDR TB treatment program at Lakka Teaching hospital

and the national mental health programs at the Sierra Leone Psychiatric Teaching Hospital in Kissy.

PIH currently provides comprehensive, community-based HIV and TB treatment; primary health care at

public clinics that have BEmONC and CEmONC level care, prenatal, delivery, and postnatal services for

pregnant women and new mothers; and pediatrics, neonatal and malnutrition services for under five

care. We have also expanded both within Kono and nationals, internal medicine, infectious diseases, and

non-communicable disease services in collaboration with the MOHS. Mental health programs have

been developed at a central level but also in a district model that works at the facility and community

through CHWs. Emergency medicine and Surgical services are strong programs that PIH is supporting to

develop KGH as the model of secondary/tertiary care in the districts of Sierra Leone.

Health care provider training, referral systems strengthening, and monitoring and evaluation efforts are

crucial components to ensure we meet our goal of long-term, systemic improvements for patients in

Kono District, Freetown facilities and at a central level with MoHS. PIH Sierra Leone also supports

social support in Port Loko and Kono Districts, as well as at the national level. Clinical services in both





Districts are complimented by our social protection programs, which aim to increase the socioeconomic

mobility of patients with their relatives and other vulnerable populations.

Our work has grown in depth and breadth since 2014, and PIH SL is now viewed as a trusted health

organization by the Ministry of Health and Sanitation, and citizens of the country. In 2021 we will break

ground on the Maternal Center of Excellence (MCOE), an expansion of Koidu Government Hospital’s

campus that will increase access to quality health care to women and children across the nation, and will

serve as a world class training institute for the next generation of West African health professionals.

The Senior Management Team Associate is the first line of support for the Executive Director and the

Senior Management Team.

Our organization in Sierra Leone employs 530 staff, 96% of whom are Sierra Leonean.

Position Overview

The Senior Management Team Associate will provide high level administrative support and coordination

to the new Executive Director and Senior Management Team of Partners In Health Sierra Leone,

including scheduling meetings, planning trips, briefing the ED in advance of meetings, and prioritizing

requests. Working closely with the Senior Management Team, the Senior Management Team Associate

will facilitate an efficient Executive Office. This role is a great fit for someone with exceptional

interpersonal skills, superior attention to detail, and organizational skills who would like to learn more

about organizational management and help ensure the strategic priorities of the Executive Office are

carried out successfully. This role will also be an excellent opportunity for someone who enjoys

coordinating administrative tasks, is a talented writer, and who is skilled at managing schedules and

priorities.

Responsibilities

Monitor and track projects and tasks, ensuring attention to time-sensitive issues and longer-

term initiatives, and providing succinct background information as needed.

Disseminate decisions made and facilitate implementation to key stakeholders.

Meet daily to coordinate priorities, urgencies, and other vital activities.

Provide other general administrative support as needed.

Create thorough briefings and background documents for meetings when needed.

Manage the ED’s calendar and support in coordination of schedules.

Support in writing, editing, and presentation materials for the ED and SMT

Support in liaising between the Executive Director, Senior Management Team, PIH Sierra Leone

team, and PIH-supported sites in other countries

Executive Assistant to the Executive Director

Manage the ED’s calendar, supporting in time management and prioritization of meetings/time

Support ED in ensuring follow up to emails and requests by maintaining organized lists of action

items and follow through of longer-term initiatives





Track requests made of the ED and provide succinct briefings and summaries as needed

Draft official and unofficial correspondence for the Executive Director’s review.

Anticipate needs required of the ED in various contexts and routinely provide prep materials for

meetings, including drafting talking points, presentations, background research

Leadership Team Accompaniment

Assist in the preparation, execution, and follow up of Leadership Team meetings, including

creating agendas, preparing thorough briefings, providing relevant documents including minutes

and reports, and monitoring and tracking next steps and outcomes.

Work with SMT and the Communications Specialist to ensure important decisions are

communicated to the broader team and support improved internal communication

Working with the COO, CMO, Communications Specialist, and Administrative Team, provide

support with cross team collaboration and coordination to promote effective communication

and efficiency.

Qualifications

Bachelor’s Degree required.

Professional experience (2 years minimum) providing administrative support in fast-paced office

setting; experience with budgeting, grant writing, and/or coordinating international travel

preferred.

Demonstrated competence in assessing priorities and managing a variety of activities in a time-

sensitive environment and meeting deadlines with attention to detail and quality.

Ability to use sound judgement and strategic thinking in ambiguous contexts with limited

information

Strong ability to anticipate needs and take initiative to provide support as necessary

Ability to be resourceful and work with little to no supervision

Strong communicator both orally and written.

Exceptional interpersonal skills including ability to interact professionally and respectfully with

culturally diverse staff and partners.

Superior organizational skills and attention to detail.

Demonstrated interest in global health and social justice.

Demonstrated maturity, flexibility, judgment and diplomacy.

Must be proficient in Microsoft Office, PowerPoint, and Outlook.

Willingness to live in a resource-limited setting and to travel to remote locations as needed.

Ability to live in Sierra Leone full-time.

2.) Regional Advisor on Prevention of Sexual Exploitation, Abuse and Harassment/Safeguarding

 

Description

Position Title: Regional Advisor on Prevention of Sexual Exploitation, Abuse and Harassment/Safeguarding
Reports to: PIH General Counsel
Location: Monrovia, Liberia or Freetown, Sierra Leone
Position Type: full-time (may include evenings and weekends), travel required

Position Overview

We recognize the inherent power imbalance this creates, and we understand that such an imbalance of power can lead to sexual exploitation, abuse and sexual harassment. We are committed to ensuring that our staff and those who benefit from our work - including our patients, families and community members – are treated with dignity and respect and protected from sexual exploitation, abuse and sexual harassment.

PIH is seeking an experienced regional advisor on prevention of sexual exploitation, abuse and harassment and safeguarding who will be responsible for working with PSEAH focal points at PIH care delivery sites to implement PIH’s PSEAH program. This position will be situated at and provide support and mentoring for PIH’s care delivery sites in Liberia, Sierra Leone, Rwanda, Malawi and Lesotho, and the Advisor also will be asked to assist at other PIH care delivery sites as requested. The Advisor will ensure that focal points at care delivery sites are trained and prepared to respond to reports of SEAH, lead the development of and assist with providing appropriate training for staff, assist with designing and consultation on community complaints mechanisms, provide support and coaching on safe recruitment procedures, and assist with mapping survivor support resources. The Advisor will serve as the lead investigator for the region and also will be required to handle investigations as needed. The Advisor will need to have demonstrated experience with PSEAH program support and implementation with sensitivity, accountability and urgency; an understanding of best practices for NGOs; and willingness and ability to understand PIH’s model of accompaniment and support in the countries where we work. Because this is a regional role, the Advisor must be willing and able to travel to remote and rural care delivery sites.





Responsibilities

  • Oversee, track progress and support implementation of PSEAH program at PIH care delivery sites, with focus on Liberia, Sierra Leone, Lesotho, Malawi and Rwanda. Provide support and assistance to additional PIH sites.
  • Provide capacity building and mentorship to PSEAH focal points
  • Develop training curriculum for PIH staff at care delivery sites, and assist with providing training
  • Support community consultation and development of effective community complaint mechanisms
  • Support and provide capacity building on safe recruitment procedures
  • Support mapping of survivor resources
  • Serve as lead investigator and also conduct investigations as needed
  • Facilitate focal point community of practice meetings and resources
  • Monitor best practices in the field and support updates to PIH PSEAH policy and manual
  • Support establishment of safe environment for victims to make complaints safely and in confidence. Understand local cultural norms and context that may impede victims from coming forward and assist with developing processes that encourage victims to come forward.

Qualifications

  • Bachelor’s degree in a relevant field
  • 3-5 years of safeguarding/PSEAH experience
  • Demonstrated experience in implementing PSEAH programs
  • Demonstrated experience in leading and conducting PSEAH investigations
  • Knowledge of standards and best practices for PSEAH for NGOs
  • Experience working in complex environments and situations
  • Prior project management experience in complex, fast-paced environment
  • Ability to work independently and effectively and handle multiple tasks simultaneously
  • Exceptional communication and interpersonal skills and ability to build strong professional relationships with a range of stakeholders in a challenging environment
  • Ability to exhibit a professional, positive attitude, empathy, and strong work ethic
