TITLE: Monitoring, Evaluation, Accountability and Learning Officer
TEAM/PROJECT: PDQ. Sierra Leone Coastal Resilience Project (SLCRP)
GRADE: Four (4)
CONTRACT LENGTH: 12 Months with possible extension depending on performance.
CHILD SAFEGUARDING: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
BACKGROUND and ROLE PURPOSE: Save the Children is recruiting a MEAL Officer to contribute to the implementation of MEAL processes/procedures for the Sierra Leone Coastal Resilience Project (SLCRP)
This project will be one of the largest community-based adaptation projects ever delivered in West Africa. Mainly funded by the Green Climate Fund (GCF), it has been designed to improve the climate resilience of communities across 5 coastal districts of Sierra Leone. It will increase communities' resilience to climate variability, extremes and change, and build the adaptive capacity required to ensure communities can maintain a good quality of life in the face of climate change. The project will do this by:
- Community mainstreaming of climate change adaptation through governance, partnerships, education and training,
- Enhancing climate resilience of food production systems and value chains to secure food and livelihoods, especially for women, youth and children
- Delivering ecosystems-based adaptation for coastal protection and natural resources
The project is extremely ambitious in scope. It will intervene in five districts and 75 coastal communities; and covers several thematic areas, including: Governance; WASH; education; livelihoods; climate change adaptation; and ecosystems rehabilitation, with the key focus on livelihoods, and ecosystems rehabilitation. Due to this broad focus, experience working across multiple sectoral areas would be an advantage for the MEAL Officer role.
The SLCRP is a partnership between the Government of Sierra Leone through the Environmental Protection Agency (EPA), and Save the Children International Sierra Leone, supported by four other NGO implementing partners. The project will be managed by a Project Implementation Unit (PIU) which will sit within the Save the Children International Sierra Leone office, overseeing staff within the EPA and the other NGO partners.
The MEAL Officers will be based in Pujehun/Bonthe with frequent travel and overnight stays in project communities. They will be responsible for implementing project activities in their designated project community, and in close collaboration with the project officers, in order to achieve the overall project objectives; and will report to the Senior MEAL Manager. They will work in collaboration with government, NGOs, local partners, and other project stakeholders; and with all other SCI staff from other departments and offices. In the event of a major humanitarian emergency, the role holders will be expected to work outside the normal role profile and be able to vary working hours accordingly.
The project will be implemented in 60 months period (5 years) starting from 2024 and will run until 2029.
The MEAL Officers will contribute to the implementation of the MEAL plan, systems and processes for the project, including accountability and feedback mechanisms, and all learning, review and evaluation activities of the project. The MEAL Officers will work under line management of the Senior MEAL Manager and with all other departments as relevant.

Role Dimensions: Extensive engagement and communication with wide range of stakeholder including beneficiaries within the district and at community level.
KEY AREAS OF ACCOUNTABILITY:
- With support from CO MEAL Team, ensure compliance to SCI MEAL standards and procedures.
- Ensure that a MEAL package, data collection, analysis and reporting tools, systems, and procedures are developed and approved for the project.
- Ensure that all project staff and partners are trained on all MEAL tools, systems and processes; and provide ongoing technical support, mentoring, and coaching.
- Ensure that all MEAL data collection and analysis systems are properly utilised, and that accurate, reliable, valid, relevant and timely data is produced and shared on monthly or quarterly basis.
- Maintain accurate project database that captures all activities and other relevant data including qualitative data.
- Ensure evidences are collected for all activities implemented and documented in shared folders.
- Help facilitate regular reviews and roundtable meetings using project data to discuss outcomes and results that are anticipated and un-anticipated.
- Support project teams to adapt project accordingly, in line with guidance from the Head of MEAL and Technical Specialists.
- Support the project team to ensure that all project documentation, including reports, case studies, and other materials contain accurate data and is prepared in line with SCI/donor policies & protocols.
- Organise and/or provide technical support and training for partners to strengthen their MEAL systems, collection, analysis and use of data to inform programme planning.
- Conduct regular monitoring visits to project activities, including those implemented by partners, which will include planned visits and spot checks.
- Ensure that the project activities are monitored using validated quality benchmarks and action plans from gaps reported for effective implementation for the enhancement of project quality.
- Help organise all project-related learning, quarterly review, and assessments, including baseline, lessons learned sessions, mid-term reviews, final evaluations, and other activities as needed. If such activities are led by an external consultant/firm, help to oversee/support the process.
- Help track project outcomes through effective engagement with direct beneficiaries.
- Implement accountability mechanisms at field level, e.g. complaints and feedback response mechanisms; and ensure that feedback is collected, collated, analysed and responded to in a timely manner. Help ensure that sensitive issues (such as fraud, child safeguarding, etc.) are reported & referred immediately.
- Support the project teams and partner staff to ensure that projects are carried out with effective participation from all community members (including children), that information, project results, and feedback is regularly shared with beneficiary communities, including children, on a regular basis.
- In line with emergency response activities, help ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
- Help ensure that project MEAL activities and learning are coordinated with efforts of other agencies and government, as relevant and appropriate.
- Administer consent forms and conduct risk assessment for MEAL activities involving children.
- Participate in project launch/ kick-off, closeout at national and district levels.
- Prepare and submit regular weekly/monthly plans and reports of activities.

- Participate in and represent Save the Children in external events/meetings as requested.
- Undertake any training required to meet the objectives of the post or as relevant to SCI.
- Comply with all relevant Save the Children policies and procedures, including, but not limited to: fraud and anti-bribery, child safeguarding and code of conduct, sexual harassment and gender equality, safety and security, finance, procurement, and human resources.

QUALIFICATIONS: Undergraduate degree in social sciences or related fields ( such as economics, mathematic/statistics, development studies or Social work) with a minimum of 3 years' experience- substantive and proven experience in related field with Higher National Diploma may be considered.
EXPERIENCE AND SKILLS
- At least three years of relevant MEAL/M&E experience, preferably in an INGO setting, and demonstrating a diverse range of skills beyond data entry and analysis.
- Experience facilitating or assisting with project reviews, baselines, and/or evaluations. Experience with research is an added advantage.
- Experience developing M&E tools using both quantitative and qualitative approaches, and in training others how to use these tools.
- Thorough understanding of logical frameworks and/ results frameworks, and experience in developing monitoring systems to assess progress against these.
- Experience in working with data collection and analysis software applications (e.g. KoboToolbox, Commcare, excel, Microsoft power BI etc.) is a plus.
- Experience working in projects that address complex social issues, attitude and behaviour change.
- Experience working directly with children and/or adolescents.
- Experience in developing and/or using data collection and monitoring tools in communities (where documentation is generally non-existent) as well as with formal service providers.
- Experience with project/beneficiary accountability and feedback mechanisms.
- Fluency in written and spoken English; excellent documentation and report-writing skills.
- Excellent interpersonal, communication and presentation skills, and training/facilitation skills.
- Experience in working with local/national civil society partners with capacity building approaches.
