1.) Health Manager, UN Clinic Physician

Background

As in many program countries, UN field personnel in Sierra Leone are exposed to various health and security hazards that may result in disease, psychological trauma, and life-threatening injuries. Dedicated, effective primary health, occupational health, and emergency medical services may mitigate negative outcomes of trauma, injuries, and health complications and provide better chances for saving lives as well as faster and better recovery.

The Health Manager, UN Clinic Physician, is part of the UN common services of the UN country team in Sierra Leone and administered by UNDP. In that context UNCT, after long consultation and evaluation of health conditions in Sierra Leone, decided to recruit a national Physician.

The incumbent will attend to the UN Clinic on a full time basis and provide medical services to staff members and their dependents. Also, s/he will facilitate medical evacuations and cooperate with headquarters offices on all related matters. The incumbent is responsible for the day to day running of the UN Clinic and manages the UN Clinic staff and physical assets (equipment and inventories), ensures consistent delivery of high quality medical services to UN staff. The incumbent will also be responsible for medical examinations of staff: a responsibility s/he will share with other designated UN Physicians.

Position Purpose

The incumbent will be under the overall supervision of the UNDP DRR P&O and/or her/his delegate with regards to administrative matters and under the general supervision of the UN Medical Director with regards to technical matters. The incumbent will provide clinical services, including medical consultations and emergency care, and supervise the overall work of the UN Clinic medical staff (nurses, lab technicians, administrative staff, and support staff). The incumbent will promote proactive occupational health policies, best practices, and procedures in the medical services in conjunction with the administration. This will include outreach to staff and dependents in the areas of preventative health. The incumbent is expected to take part in the HIV work in the UN workplace as outlined in UN Cares and UN Plus. S/he is part of the emergency response team and will, as such, work closely with DSS in implementing Casevac and mass casualty response. As per UN standards for full-time positions, and especially given the expectation that the UN doctor be available to handle emergencies outside of working hours, the incumbent is not permitted to take on additional private work outside of this contract.

S/he is expected to be located in Freetown, Sierra Leone, but travel in-country to monitor health conditions of staff and medical facilities in the UN field offices elsewhere in the country. Assessments of medical facilities/hospitals outside Sierra Leone to be used for referrals might be required.

Key Duties and Accountabilities

Within delegated authority, the Medical Officer will be responsible for the following duties::

  •  Clinical Services Management;
  •  Medical Administration;
  •  Supervisory;
  •  Advisory, liaison, and representation;
  •  Emergency medical response.

1. Clinic Service Management:

  •  Attend the United Nations Clinic on a full-time basis;
  •  Respond to acute emergencies in line with international protocols such as advanced trauma life support management and advanced cardiac life support. or pre-hospital trauma life support;
  •  Be able to do triage and primary stabilization;
  •  Undertake day-to-day clinical duties, e.g. walk-in clinic, pre-placement and periodic medical examinations and immunizations;
  •  Provide health education;
  •  Participate in addressing work environment and occupational health issues;
  •  Undertake medical examinations for UN Agencies' international and local staff and dependents;
  •  Diagnose and recommend treatment to all staff visiting the Clinic on a daily basis, during normal business hours;
  •  Be on call during and outside office hours to observe and treat emergencies in the UN Clinic and undertake house calls when required;
  •  Responsible for entry and periodic medical examinations for United Nations staff members who choose to use the UN Clinic for their examinations;
  •  In case of mass casualty and emergency situations, keep the clinic functional 24/7.

2. Medical Administration:

  •  Liaise with other dispensaries, host-nation medical facilities and medical facilities abroad to coordinate medical evacuations;
  •  Follow the United Nations' established policies and procedures regarding medical clearances, sick leave and medical evacuations;
  •  Recommend medical evacuation when required to Resident Representative of the involved Agency, fund or program (act as the medical expert and submit the evacuation request the advice of the UN Medical Director) and facilitate medical evacuations authorized by the UN Medical Director;
  •  Responsible for all paperwork and reporting procedures for medical evacuations in line with UN Rules and procedures;
  •  Ensure proper follow-up on all cases;
  •  Application of terms of reference in UNDP Program and Operations Policies and Procedures (POPP) for rules and regulations regarding UN Clinic operations;
  •  Responsible for establishing good relations with reliable hospitals, private medical facilities and blood banks and local physicians, including UN Examining Physicians, if available;
  •  Keep constant contact with the United Nations Designated Examining Physicians to facilitate their availability as and when required;
  •  Ensure that proper medical records are kept in a strictly confidential manner;
  •  Maintain emergency medical supplies and equipment to be used in case of emergency situation;
  •  Replenish first aid kits and other essential medical supplies kept in other duty stations within the country;
  •  Recommend procurement of vaccines, medical supplies and equipment, and ensure that inventory is kept updated;
  •  Maintain medical records of all United Nations personnel and advise health precautionary steps to new staff members;
  •  Prepare and send periodic (quarterly) reports of functions, visits, medical evacuations and treatments at the UN Clinic to the United Nations Medical Service;
  •  Advice on health precautionary steps to be undertaken at the duty station, and perform any other duties as considered necessary by the United Nations Medical Director and/or the UN Resident Coordinator;
  • Responsible to provide training in UN administrative rules and procedures to the roster of pre-qualified relief doctors to stand in for the UN doctor during his/her illness and leave.

3. Supervisory Administration:

  •  Lead and manage the medical service team, including clinical and administrative staff;
  •  Ensures the development, generation, and reporting of relevant key performance indicators documenting health support performance, including responses to audit requests on health performance;
  •  Ensures timely recruiting and training of all new staff and effective performance management;
  •  Ensures effective, continuous professional development of staff and their career management;
  •  Ensure compliance with UN healthcare facilities' standards, implementing training programs to maintain and develop medical capabilities;
  •  Perform annual planning and budget preparation and manage the EarthMed medical record system;
  •  Manage day-to-day mission medical support operations by ensuring availability of supplies and proper functioning of medical equipment;
  •  Ensure that appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g., health education, HIV/AIDS prevention, first aid and CPR);
  •  Responsible for regular reporting on clinic activities, medical facilities available locally, and other statistical information as may be required.

4. Advisory, liaison and representation:

Required Skills and Experience

Education:

  •  A first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB, or equivalent) and current unrestricted registration with the medical licensing authority of one of the Member States of the United Nations is required;

Experience, Knowledge and Skills:

  •  Valid certification in Advanced Trauma Life support, Advanced cardiac Life support, OR Prehospital trauma life support is required;

2.) Biodiversity Finance Analyst

In recent decades, biodiversity finance tools and solutions have demonstrated their importance for achieving biodiversity goals and broader sustainable development objectives. Improved choice, design and implementation of effective, well-tailored finance solutions will strengthen countries' chances of achieving national and global biodiversity targets. Biodiversity Finance Plans have become increasingly recognized as a relevant tool to help countries to identify and fill the biodiversity finance gap, including through the work of the Biodiversity Finance Initiative www.biofin.org. In December 2022, parties to the Convention on Biological Diversity adopted the Montreal-Kunming Global Biodiversity Framework. This included numerous targets with relevance for financing. Target 19 on resource mobilization includes reference for countries to design and implement national biodiversity finance plans.

The GEF created a global programme to support countries to design a national Biodiversity Finance Plan. A Biodiversity Finance Plan includes a systems analysis of a country's economy including to map existing financing mechanisms, subsidies with potential harmful impacts on nature, drivers of biodiversity loss and gain, public and private expenditures committed towards biodiversity objectives and a country's national financial needs for biodiversity. The biodiversity finance plan itself consists of a series of actions with the aim to significantly scale up available funding, green or phase out harmful finance flows and improve the effectiveness of available expenditures. The programme allows for active sharing of experiences across countries and includes a knowledge sharing platform and the provision of continuous technical support to country teams.

The implementation of the project in Sierra Leone falls under the GEF8 Umbrella programme for the development of the first National Biodiversity Finance Plan. The overall implementation of the project will be led by the Project Lead/Sustainable Finance Specialist with the support of a technical team and in coordination to a government project director and the National Steering Committee.

For the implementation of the GEF8-BFP Umbrella program at the national level, UNDP is recruiting a national team composed of a Project Lead, a Project Support Associate, a Policy Expert and a Biodiversity Finance Analyst.

The Biodiversity Finance Analyst will lead the production of the Biodiversity Expenditure Review, the Financial Needs Assessment and support the development of the Biodiversity Finance Plan.

Scope of Work

Under the over-all guidance of the Sustainable Finance Specialist (Project Lead), the Biodiversity Finance Analyst (‘the Analyst ) is expected to lead the production of the Biodiversity Expenditure Review (BER), the Financial Needs Assessment (FNA) and support the development of the Biodiversity Finance Plan (BFP) following the guidance provided by the latest version of the BIOFIN Workbook and with detailed data.

The Biodiversity Finance Analyst will also, as much as possible, provide input to all other national outputs, including the Policy and Institutional Review. The Biodiversity Finance Analyst could also contribute to the assessment and development of detailed feasibility studies for priority finance mechanisms in the BFP and the production of summary for Policy Makers. The Analyst should provide input to the feedback on the BIOFIN methodological framework.

The Analyst will collect, explore and work on national and subnational level budgeting data and biodiversity expenditures of different organizations, agencies, ministries, NGOs and private sector actors for the production of the BER. For the Finance Needs Assessment (FNA) the Analyst will produce a detailed realistic costing of key biodiversity policies and plans - generally focused on the National Biodiversity Strategy and Action Plan (NBSAP).

The Biodiversity Finance Analyst will produce drafts and analyses that will be reviewed and ultimately validated by the Project Lead and the BIOFIN Global Team.

Duties and Responsibilities

Contribute to the Policy and Institutional Review (PIR)

  •  Support the Policy expert in developing an inventory of existing Biodiversity Financing Mechanisms in the country;
  •  Support the Policy expert in reviewing of existing economic valuation studies relevant to the BIOFIN process;
  •  Support to Investigate how other sectors (e.g., agriculture, forestry, fisheries, energy, and urban planning) incorporate biodiversity considerations and sustainability principles;
  •  Support the alignment with global biodiversity frameworks like the Convention on Biological Diversity (CBD), Aichi Targets, and post-2020 Global Biodiversity Framework.

Development of the Biodiversity Expenditure Review (BER)

  •  Carry out a desk review to map existing studies/information/databases on biodiversity expenditures, including an overview of earlier environmental expenditure reviews;
  •  Develop a proposed national definition for “biodiversity expenditures”, based on the BIOFIN methodology or other methodologies;
  •  Develop a workplan for the Biodiversity Expenditure Review for discussion with the national BFP programme team and GPMTSU;
  •  Determine a target list of organizations to include in the analysis based on the PIR work;
  •  Collect data for the desk review to map existing studies/information/ databases on biodiversity expenditures, including an overview of earlier environmental expenditure reviews;
  •  Establish, with the support of the Sustainable Finance Specialist (Project Lead), a system to tag biodiversity expenses into categories (GBF targets, BIOFIN categories, NBSAP themes, etc.) and a system of coefficients/attribution to estimate the contribution of mixed actions towards biodiversity;
  •  Gather data from the targeted organizations to conduct the expenditure review on budgets and expenditures. Follow existing methodologies for guidance (includes mapping of sources of funding, subsidies, and biodiversity-based revenues, etc.);
  •  Develop tools or Excel tool to analyze the total biodiversity-related expenditures filtered by major strategy groups using existing methodology (or national categories such as in the NBSAP);
  •  Coordinate the compilation of relevant data and liaise with relevant Ministries and partners as required and complete all BIOFIN data entry sheets for the BER;
  •  Support the Organization of bilateral consultation meetings/interviews/ discussions with national level stakeholders to define and then validate the attribution of biodiversity significance in all relevant expenditures;
  •  Applying budget projections and other assumptions, estimate future funding baseline under a “Business-As-Usual Scenario”: an analysis of projected estimated funding in the future;
  •  Based on best international practices and the BIOFIN methodology or other methodologies, work closely with the Senior Finance Expert (Project Lead) to develop and implement a specific strategy for data collection of the private sector and organize dedicated consultation meetings with private sector stakeholders (e.g. chamber of commerce, multinationals) on tracking biodiversity expenditures;
  •  Based on results from the research, analysis and the national consultation workshop, develop, with the support of the Senior Finance Expert (Project Lead), the draft BIOFIN Biodiversity Expenditure Review for review by the GPMTSU (Global Project Management and Technical Support Unit);
  •  Develop the final Biodiversity Expenditure Review, with the support of the Sustainable Finance Specialist (Project Lead), for review by the GPMTSU and present at the validation workshop.

Coordinate the Biodiversity Finance Needs Assessment (FNA)

  •  Review the available methodologies, examples from other countries, the latest NBSAP and the National Biodiversity Reports to develop an initial workplan and outline for the FNA;
  •  Consult with the NBSAP team and government entities responsible for NBSAP implementation to obtain background information about NBSAP activities and government budgeting processes;
  •  Work with the Sustainable Finance Specialist (Project Lead) to review the scope of the NBSAP, its alignment with other national policies, and identify policy areas and activities that are not covered by the existing NBSAP;
  •  Review the activities listed in the NBSAP and other key strategic documents to assess if they are detailed and quantified enough for their budgets to be estimated in detail. If not, work with the NBSAP national focal points and other relevant stakeholders to define clearly the NBSAP actions so that they can be budgeted;
  •  Coordinate the compilation of relevant data and liaise with relevant Ministries and partners as required and organize a national consultation workshop to define the financial needs of all major biodiversity programmes;
  •  Develop detailed calculations and complete all datasheets related to the national biodiversity finance needs;
  •  Organize a workshop to validate the cost assumptions and models and refine the analysis through additional meetings as needed;
  •  Support the comparison of the results of the BER future projections with the FNA in as great detail as the categories allow and produce an estimate of the financing gap;
  •  Lead the development (with support from the team) of a draft report for the Biodiversity Finance Needs Assessment for discussion at the validation workshop and review by the project national team and GPMTSU;
  •  Support the Production of the final report of the Biodiversity Finance Needs Assessment.

Support preparation of the Biodiversity Finance Plan (BFP)

  •  Support the Sustainable Finance Specialist (Project Lead) in the conception and preparation of the BFP;
  •  Support detailed feasibility analyses on a range of financing mechanisms depending on knowledge and experience;
  •  Support the training on financial management, fundraising techniques, and monitoring and evaluation of biodiversity finance mechanisms;
  •  Preparation of workshops, meetings, networking and presentations as required, to complete the Biodiversity Expenditure Review, the Financial Needs Assessment and engage stakeholders;
  •  Provide substantive comments and feedback on how to improve the existing methodologies;
  •  Facilitate community meetings or town halls to raise awareness about the project, solicit feedback, and ensure transparency;
  •  Assess the feedback collected from surveys, consultations, and public interactions to refine communication strategies and improve outreach.

Facilitate the Knowledge Management and Reporting

  •  Document decisions and assumptions made while completing the Biodiversity Expenditure Review and the Biodiversity Finance Needs Assessment;
  •  Document lessons learned from conducting the BFP project ranging from institutional considerations to technical issues;
  •  Prepare reports and case studies, as required, for submission to global meetings (e.g. CBD COP);
  •  The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

  •  Minimum of 2 years' (with master's degree) or 4 years' (with bachelor's degree) of relevant experience in environmental finance, accounting, economics, management or related field is required.

Required skills

  •  Proven experience in collaborating with international and national experts and institutions;
  •  Proven knowledge of key software packages (MS Office);
  •  Proven previous experience in drafting reports on environment related policies;
  •  Proven ability to prepare publications, reports and presentations;
  •  Demonstrated ability to work with a multidisciplinary and multicultural team.

Desired skills in addition to the competencies covered in the Competencies section

  •  Exposure to environmental issues or biodiversity;
  •  Previous experience with expenditure reviews would be an asset;
  •  Familiarity with the government is strongly desired;
  •  Familiarity with accounting or financial management software (e.g., QuickBooks, SAP, Oracle, or specialized tools used in NGOs and environmental projects) would be an asset.

Required Language(s)

  •  Fluency in spoken and written English is required.
