Background:

The EpiC GHS Project supports the strengthening of Global Health Security systems in a post-mpox response context, aligned with the Department of States  priorities and national  country strategies. The project contributes to Global Health Security through interventions in outbreak detection and response, zoonotic disease surveillance, laboratory systems strengthening, and evidence-based public health messaging and community engagement (EMCE), using a One Health approach.

The project is designed to align with key global frameworks including the International Health Regulations (IHR 2005), Global Health Security Agenda (GHSA), and national Integrated Disease Surveillance and Response (IDSR) systems.

Job Purpose

The Technical Outreach   Officer will provide technical and operational support for the effective implementation of project activities, ensuring compliance with donor regulations, performance monitoring requirements, and high-quality program delivery. The position will support coordination with the relevant Ministries, Departments and Agencies (MDA), implementing partners, and communities to strengthen sustainable and integrated disease surveillance and response systems.

Key Responsibilities

Project Implementation and Coordination

  • Support implementation of project activities in line with approved work plans, budgets, and donor guidelines.
  • Assist in the development and tracking of annual work plans (AWPs) and activity-based budgets.
  • Ensure effective coordination with Ministries of Health, Environment & Climate Change, Agriculture & Food Security, and National Public Health Agency to operationalize a One Health approach.
  • Assist with partner coordination meetings, technical working groups, and stakeholders’ engagement.

Outbreak Detection and Response

  • Support strengthening of event-based and indicator-based surveillance systems for early outbreak detection.
  • Contribute to preparedness planning, simulation exercises, and after-action reviews (AARs).
  • Support documentation of best practices and lessons learned for adaptive management.

Zoonotic Disease Surveillance (One Health)

  • Support integration of human, animal, and environmental health surveillance systems in line with One Health principles.
  • Assist in implementation of zoonotic disease and wildlife surveillance activities.
  • Facilitate multisectoral coordination between veterinary, wildlife, and public health stakeholders.

Evidence -Based Public Health Messaging and Community Engagement (EMCE)

  • Participate in the design and dissemination of evidence-based risk communication materials.
  • Assist with the facilitation of community engagement activities to promote behavior change and trust in public health interventions.
  • Work the project team to implement  strategies to address misinformation and improve community feedback mechanisms.

Monitoring, Evaluation, and Learning (MEL)

  • Support routine monitoring of project indicators in alignment with the project’s Performance Monitoring Plan (PMP).
  • Assist in data collection, validation, analysis, and reporting.
  • Contribute to preparation of high-quality reports (weekly, monthly, quarterly, and annual) in accordance with project requirements.
  • Support learning activities, including documentation of success stories, best practices, and program adaptations.

Capacity Strengthening and Technical Assistance

  • Support capacity-building initiatives for Government  and community stakeholders.
  • Provide on-the-job technical assistance and mentorship to  partners.
  • Support sustainability planning and transition of capacities to local systems.

Qualifications and Experience

  • Bachelor’s degree in Public Health, Epidemiology, Veterinary Medicine, Environmental Health, or a related field; Master’s degree preferred.
  • Minimum of 3–5 years of progressively responsible experience in public health programs, preferably in United States Government  or donor-funded projects.
  • Demonstrated experience in Global Health Security, outbreak response, or surveillance systems strengthening.
  • Experience working within One Health frameworks and zoonotic disease programs is highly desirable.
  • Familiarity with project operating context

Skills and Competencies

  • Strong understanding of  program cycle, compliance, and reporting requirements.
  • Knowledge of IDSR, IHR (2005), and GHSA frameworks.

PSI Sierra Leone is implementing the U.S. Department of State (DOS)‑funded Epidemic Control (EPiC) Project, supporting the Government of Sierra Leone to strengthen community‑and facility‑based prevention, detection, and response to public health threats. The project focuses on Malaria, Maternal, Newborn and Child Health (MNCH), and Global Health Security (GHS), with particular emphasis on strengthening digital health systems, surveillance, and timely, accurate reporting to support evidence‑based action and donor accountability.

PSI Sierra Leone seeks Digital Health Officers to provide hands on field support for digital health systems used by CHWs, Peer Supervisors, and health facilities. The role ensures reliable data capture, system adoption, and accurate flow of community and facility data into DHIS2. The DHO reports to the Digital Health Manager and serves as the first line of digital system support at field level.

Your contribution

The person will:

  • Support the rollout and routine use of SPICE, COMMeMR, and other approved digital health tools at community and facility levels
  • Provide hands-on coaching and day-to-day support to Community Health Workers (CHWs) and facility staff on correct use of digital systems
  • Troubleshoot device, connectivity, data-syncing, and user-related issues, resolving problems at field level where possible
  • Clearly document and escalate system-level issues to the Digital Health Manager in a timely and structured manner
  • Support routine validation of digital records against paper registers and other source documents
  • Identify and address incomplete, inconsistent, or duplicate records to improve data accuracy and reliability
  • Support data reconciliation activities ahead of reporting deadlines and performance review meetings
  • Maintain regular communication with the Digital Health Manager using simple issue logs, summaries, and updates
  • Work closely with District Health Management Teams (DHMTs) and project field teams to support digital workflows and reporting

What are we looking for?

We are looking for a motivated and detail-oriented professional with a passion for strengthening digital health systems and supporting frontline health workers. The ideal candidate is comfortable working in field settings, able to troubleshoot practical challenges, and committed to improving data quality and system adoption in support of malaria, MNCH, and global health security outcomes. Qualifications and Experience

  • Diploma or bachelor’s degree in public health, Health Information Systems, Information Technology, or a related field
  • At least 2 years of hands-on experience supporting digital health systems or routine health data systems in field settings
  • Practical experience using DHIS2 and/or mobile health applications
  • Experience working directly with Community Health Workers (CHWs), supervisors, and/or health facilities, including field-based support and supervision
  • Practical experience supporting the use of SPICE, COMMeMR, DHIS2, or similar digital health platforms
  • Ability to identify and resolve field device, connectivity, and data‑syncing issues in challenging field environments

The person will:

  • Coordinate the Ministry of Health – Directorate of Policy, Planning and Information / Directorate of Primary Health Care, the Community Health Workers Hub, the District Health Management Teams, and consortium partners on indicators, reporting calendars, and escalation paths; maintain a responsibility matrix and shared action log.

  • Operationalize Community‑Based Surveillance alert thresholds and rapid verification and document DHMT actions and outcomes
  • Enforce data protection: Role‑Based Access Control (RBAC), Personal Identification Number (PIN) policies, remote lock/wipe, minimal Personally Identifiable Information (PII); manage incidents and safeguarding referrals
  • In liaison with the M&E Manager and the technical program lead, institutionalize monthly chiefdom validations and quarterly district reviews using dashboards, ensuring publication of one‑page briefs.

Summary of the Position (JANITOR):

SUPPORT PROGRAM, FINANCE AND ADMINISTRATION TEAMS

  • Assist the receptionist with the circulation of information and correspondence.
  • Support the setting up of meetings to ensure that they have what is required -stationery, refreshments and equipment both within and outside of the office
  • Help with the office photocopying ensuring formal requests are received and use is tracked and requested
  • Support the receptionist to maintain the reception area, if need be received, and record visitors/staff entry and exit and ensure visitors are assisted promptly
  • Support the Administration staff in purchasing items as requested, providing receipts for anything purchased.
  • Support the team through the running of errands as requested

MAINTAIN THE OFFICE PREMISES, BOTH IN AND OUT

  • Ensure that all aspects of the building and surroundings are always clean and safe. Careful not to damage delicate equipment
  • Report all repairs and maintenance issues to the receptionist in a timely and clear way. Follow up where necessary
  • Ensure that there are enough and correct cleaning materials available, informing the receptionist on time what materials are needed well before they run out
  • Ensure the building is properly secured at the end of the day and open at the beginning of the day
  • Ensure that the rubbish is correctly stored prior to disposal, and then disposed of in safe way

RUN AND MAINTAIN THE GENERATOR

  • Ensure that the generator is running when there is no national grid (EDSA), reverting to national grid (EDSA) when available
  • Track the use of the generator and the amount of fuel and oil used each week and report to the receptionist.
  • Support the receptionist to ensure there is continuous fuel and oil supply for the generator
  • Report on all repairs/maintenance needs of the generator to the receptionist
  • Support the receptionist to prepare in advance routine service documentation
  • Keep the generator secure, safe and clean always

OTHER DUTIES

  • Keep the receptionist informed and updated on all office related issues
  • Undertake other duties related to your position
