Background

Sierra Leone Animal Welfare Society (SLAWS) is a local Non-Governmental Organization (NGO) with its headquarters in Freetown. SLAWS primarily focuses on Animal welfare, livestock production, and productivity sectors with an emphasis on primary health care delivery and operational health research. The organization also collaborates with other sectors, including Agriculture, Health, and Education.

SLAWS, with funding from the USAID’s Localize Global Health Security (LGHS) program, aims to address critical gaps in health security at the subnational level, utilizing a One Health approach that integrates human, animal, and environmental health. The project will focus on prevention, detection, and notification of suspected Prioritized Zoonotic Diseases through risk communication and community engagement (RCCE), community-based surveillance (CBS), and workforce development over a two-year period, subject to the availability of funding.

SLAWS received a grant to implement Global Health Security (GHS) activities in one or more of the identified technical focus areas. In addition, the LGHS Sierra Leone Country Team will provide technical assistance in organizational capacity strengthening and learning opportunities to support grantee effectiveness and improve the reach of their programs.

To successfully implement this project, SLAWS is looking for suitably qualified Sierra Leoneans to fill the following positions:

1.) Project Manager (Disease Surveillance)

Job Title: Project Manager (Disease Surveillance)
Reports To: Program Manager
No. of Position: One (1)
Contract Type: Fixed Term of One Year
Job Location: Freetown with Frequent Travels to Project Communities
Supervises: Disease Surveillance Project Officer
Start Date: Immediately

Essential Duties and Responsibilities

  • Develop guidelines, tools, and indicators to strengthen zoonotic disease surveillance.
  • Collaborate with line ministries and TWGs for detection, prevention, and control programs.
  • Supervise project officers and program staff.
  • Coordinate activities with district and community stakeholders.
  • Facilitate implementation of International Health Regulations (IHR).
  • Manage program budgets and ensure efficient allocation.
  • Provide technical guidance for unified information systems.
  • Regular field visits for project assessments and reporting.

Essential Skills and Experience

  • Six years of project management experience.
  • Previous experience with USAID-funded projects.
  • Strong analytical and planning skills.
  • Master’s degree in agriculture/environmental science preferred.

Essential Duties and Responsibilities

  • Implement project work plans and track progress.
  • Liaise with community stakeholders and beneficiaries.
  • Provide technical assistance and support outbreak response.
  • Conduct training for CAHWs and farmers.
  • Develop simulation tools and job aids.

Qualifications

  • Bachelor’s Degree in Agriculture/Health/Environmental Science or related field.
  • Three years of relevant experience.
  • Valid motorbike rider’s license.
