Urgent Recruitment at International Federation of Red Cross and Red Crescent Societies (IFRC) – Delegate, Community Epidemic and Pandemic Preparedness (CP3)-Roving
Job Purpose
To provide support technical support around roll out of training packages, KAP surveys, and community level activities for the implementation of the IFRC community epidemic and pandemic preparedness programme (CP3) To ensure operational and technical support to country teams in the roll out of community preparedness and institutional preparedness activities linked to health in support of the National Society and contribute to learning and development of the tools. Act as CP3 focal point for epidemic preparedness benchmarks, and health support within the PER processes
Job Duties and Responsibilities
Ensure the Implementation of the Epidemic and Pandemic Preparedness Initiative and technical support to countries as requested
Technical
- Provide M&E support to Africa CP3 teams, including KAP survey rollout and analysis, as well as mid-line and end line evaluation planning.
- Support expansion of programming across CP3 countries, including trainings and expansion planning.
- Provide technical support to Africa CP3 country teams to build capacity of community, and National Society preparedness including, key areas for early detection, early action, social behaviour change and organisational capacity as part of preparedness for epidemic and pandemic response.
- Support the ongoing development and roll out of community health activities, including community-based surveillance in relevant countries, and support integration and expansion of the activity in partnership with relevant stakeholders.
Programme management
- Monitoring of programme activities undertaken by the Africa CP3 teams, including monthly M&E reporting.
- Monthly reporting to CP3 team in Geneva/Nairobi; contribution to 6-monthly GHSA reporting and quarterly donor reports
- Support programme communication, and knowledge sharing.
- Establish structure for internal knowledge sharing across CP3 countries.
Coordination and Partnership Development
- Collaborate with all parts of the Red Cross movement, key government officials, NGO partners, donors on policies, strategies and best practices and approaches on global health security and related issues to support program development planning, management, implementation and delivery of results.

Education
- Master’s in public health / Epidemiology -
Required
- An Advanced University Degree in public health, global/international health, epidemiology or other health related sciences is required. -

Experience
- A minimum of 3 years of professional experience in public health with specific experience in health systems strengthening or surveillance, and relevant areas of community-based programming in a developing context. -

- Relevant experience in health program/project development and management in the Red Cross is an asset. –

- Experience with health M&E systems, including KAP surveys. –

- 2 years management and supervisory experience including budget management. –

- Experience working in a RC/RC National Society and/or Federation/ICRC.-
