CRS/ Sierra Leone and Program Background

Catholic Relief Service (CRS) started work in Sierra Leone in 1963 carrying out the commitment of the Catholic bishops and the Catholic community of the United States to assist the poor and vulnerable overseas. For over 57 years, CRS has been on the front lines in responding to emergencies and promoting health, education, agriculture, and urban resilience in Sierra Leone.

 

To date, the Country Program has a robust portfolio built around several major programs in Health, Agriculture, Nutrition, Education and Urban Resilience such as the USDA/McGovern Dole Food for Education and Nutrition (All Pikin for Learn) Program, Global Fund Malaria Program and COVID-19 Response Mechanism Project. In addition, the country program is working on several high-profile opportunities to improve water security in Freetown and support Freetown City Council to deliver its Transform Freetown strategy through slum regeneration.

1.) School Liaison Officers (x12)

Job Title: School Liaison Officers x 12

Department :MGD/FFE Project Unit

Reports To: Senior Project Officers

Country:CRS-Sierra Leone.

Duty Location:CRS Field Office, Kabala with travel up to 40 % of the time in often difficult terrain.

 

Job Summary

As a member of the McGovern-Dole International Food for Education and Child Nutrition project-All Pikin For Learn IV (APFL IV) and Lan 4 U Future project team, you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.




Roles and Key Responsibilities:

  • Oversee all CRS project activities in their area of work and lead community engagement effort for sustainability

  • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.

  • Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.

  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

 

Specific Responsibilities:

  • Supervise the Field Monitors working within the communities/clusters assigned to him/her and provide technical and other support as required.

  • Review all data submitted by Project Officers under his/her supervision

  • Ensure effective linkages with all sectoral actors in communities under his/her supervision to enhance effective collaboration and knowledge sharing as well as efficient use of resources

  • Work with project staff to monitor and collect appropriate indicators for project success such as attendance and enrolment records and develop systems for collecting and analysing data

  • Work with teachers, SMCs and local stakeholders to troubleshoot problems for each project school related to project implementation

  • Ensure that beneficiary schools provide the necessary resources to prepare and serve daily meals and adhere to food preparation, hygiene and sanitation standards established by the project.

  • Support cascading of training of communities, teachers and students on proper use and maintenance of school infrastructures

  • Conduct regular visits to schools to monitor project activities and prepare reports and success stories

  • The School Liaison Officer will support strategic partnerships by providing top-quality advice, facilitate effective knowledge management, and provide technical assistance to project planning, coordination, monitoring and reporting at all levels.

  • Act as contact points for each Chiefdom where CRS intervenes and oversee the activities of the field coordinators in the respective chiefdoms.

  • Keep lists of agencies or personnel representing CRS in Project schools Communities and build on the partnerships to facilitate project implementation

  • facilitate meetings and cooperation between CRS and its stakeholders in the chiefdom




 

Typical Background, Experience & Requirements:

Basic Qualifications

  • Bachelor’s degree in social studies or equivalent.

  • Minimum of 4 years of work experience in project support. Experience in the field of Food-Aid programs with a focus on education, Health and Nutrition, WASH, Agriculture, and experience with INGO and USG programs would be a plus.

  • Additional education may substitute for some experience.

 

Preferred Qualifications

  • Experience in participatory action planning and community engagement.

  • Experience monitoring projects and collecting relevant data preferred.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint)

Knowledge, Skills and Abilities

  • Observation, active listening and analysis skills with ability to make sound judgment

  • Good relationship management skills and the ability to work closely with local partners and community members

  • Attention to details, accuracy and timeliness in executing assigned responsibilities

  • Proactive, results-oriented and service-oriented

Required Languages – English Language and Krio

Travel- Must be willing and able to travel up to 40 % of the time in often difficult terrain.

Supervisory Responsibilities: All field monitors in his/her assigned chiefdom

Internal: Senior Project Officers Health and Nutrition & Education and Literacy; Program Managers, SPM and other technical program leads

External: SMCs, Local authorities in each chiefdom, project stakeholders in the chiefdom under his/her supervision

2.) Field Monitors (x40)

 

Job Title:Field Monitor x 40

Department:   MGD/FFE Project Unit

Reports To:      School Liaison Officers – MGD/FFE

Country:CRS-Sierra Leone.

Duty Location: CRS Field Office, Kabala with 75% (Could be stated as Must be willing and able to travel up to 75 %of your work time).

 

Job Summary:

You will assist project implementation by working directly with local partners and community members, coordinating various project activities and events in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable. Your service and community relations skills ensure that the local partners and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact.

 

Roles and Key Responsibilities:

  • Support the coordination and monitoring of project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened.

  • Assure regular monitoring of MGD project beneficiary school activities and keep records of such in the MGD project register in each school

  • Follow up on the implementation of recommendations made by project technical and management staff at each school level

  • Support continuous advocacy for and engagement of community members to support the implementation of the project sustainability strategy

  • Coordinate communication and facilitate information sharing among the project team, implementing partners, and project beneficiaries at the community level to assist local partners in strengthening the community interest, involvement and support networks.

  • Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project activities.

  • In coordination with the project team support capacity building events for community representatives.

  • Coordinate, monitor, and report on volunteer activities.

  • Compile data provided at the community level as per project requirements and contribute to the preparation of reports.

 

Typical Background, Experience & Requirements:

Basic Qualifications

  • High School diploma required. Bachelor’s degree a plus.

  • 2 years of work or volunteer experience in community development and mobilization.

  • Additional education may substitute for some experience.

  • Computer skills required.

3.) Savings and Internal Lending Community Project Officer

 

Job Title: Savings and Internal Lending Community Project Officer

Department: MGD/FFE Project Unit

Reports To:      Savings and Internal Lending Community Project Manager

Country:CRS-Sierra Leone.

Duty Location: CRS Field Office in Kabala with Frequent travel to field project sites (50%).

 

Job Summary:

As a SILC officer, you will work under the supervision of the SILC Manager and provide support to the Field Agent supervisors , enabling them to successfully implement the CRS’ SILC model . In line with the SILC program quality guidelines developed by CRS, you ensure that trainings adhere to standards and that supervisors consistently and correctly monitoring and reporting tools. You regularly monitor field activities and support staff and agents to deliver high-quality services to groups.  You maintain effective lines of communication with CRS SILC Manager and other regional experts to ensure alignment with agency standards and agency best practices. Your thorough and service-oriented approach ensures that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

Job Responsibilities:

Roles and Key Responsibilities:

  • Support the coordination and implementation of the FFE project SILC activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

  • Participate in trainings and workshops delivered by CRS SILC experts, with a view to replicating them at the community level.

  • Support data quality collection, quality control, and entry into the SAVIX software

  • Build capacity of Field Supervisors by delivering training of trainers and conducting regular field visits for monitoring and supportive supervision.

  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist Field supervisors and consultants in their efforts to reflect on project experiences.

  • Support accountability through coordinating project MEAL activities and assisting field based staff in their efforts to collect and analyze project data per specified mechanisms and tools.

  • Support implementing field supervisors to prepare reports and necessary supporting documentation per established reporting schedule, and to analyze

  • Aggregate field supervisor reports and prepare periodic project report for CRS

  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports.

 

Typical Background, Experience & Requirements:

Basic Qualifications

  • Bachelor’s degree in Social Studies, Statistics, Economics, Management or related field.

  • Minimum of 2 years of work experience in NGO project management.

  • Experience working in rural communities

  • Experience in participatory action planning, community engagement, and designing and delivering trainings

  • Experience monitoring projects and collecting relevant data preferred

  • General knowledge of technical principles and concepts in savings led microfinance and financial education.

 

Preferred Qualifications
