JOB TITLE: Peripheral Health Unit (PHU) Officer

REPORTS TO: Adolescent Sexual and Reproductive Health (ASRH) Manager

LIAISES WITH:
All project team members especially the Integrated Safe Learning Model project comprising of the FIM integrated, Safe Learning Model education team and the Adolescence Sexual Reproductive Health staff
All sector Programme Managers, Coordinators, Director of Programmes, Country Director, Systems and HR staff
Ministry of Social Welfare, Gender and Children’s Affairs, District Health Management Team, School heads, teachers and other partner agencies

JOB LOCATION:

It is a field base position in Tonkolili District, but shall travel to Magburaka field office for meetings and trainings when required.

JOB PURPOSE:
The PHU Officers will be responsible for providing support and delivering training to PHUs and CHWs on adolescent friendly reproductive health services in conjunction with the DHMT and National Adolescent and School Health Unit. They will conduct monitoring and supportive supervision visits and organise mystery client visits.

 

Main duties & Responsibilities:
General Responsibilities:
Promote accountability and ensure compliance with Concern’s Programme Participants Protection Policy, Anti- Fraud Policy and Humanitarian Accountability Partnership (HAP) standards, including the complaint and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
Promote Equality, especially gender, within the organisation and across programmes, in line with Concern’s Equality Policy and, and ensures targeting and project implementation is informed by How Concern Understands Extreme Poverty (HCUEP).
Promote and protect the reputation of Concern in external settings, ensuring that the organisation’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organisation, guided by organisational policies and Concern’s Code of Conduct

SPECIFIC RESPONSIBILITIES:

Work in collaboration with the DHMT and National Adolescent and School Health Unit to deliver the training of PHU staff in adolescent-friendly sexual and reproductive health (AFSRH) services using a standard curriculum
Support the DHMT to deliver training and certification for PHU staff on the insertion of contraceptive implants
Support the implementation of a Chiefdom-level mentorship programme, including a training plan, and the identification of Chiefdom master trainers and supervisors to supervise implant insertion at PHU level.
Roll out a checklist to aid PHU staff in adhering to key protocols
Support the execution of mystery client visits to check PHU staff compliance with protocol
Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe and provide weekly progress reports as requested by the PHU Team Leader
Carry out routine monitoring and supervision at PHU level and ensure standard protocols of AFSRH services are being upheld and provide critical and constructive feedback to PHU staff
Build and maintain effective professional relationships with DHMT and PHU staff to aid successful programming.
Participate in project planning and review meetings
Effectively obtain, allocate and utilise resources.
Any other task assigned to you by your supervisor
OTHER:
Actively participate in collective exercises under the integrated Safe Learning Model Project
Be aware of, understand and comply with all of Concern’s policies and procedures (P4, the child safe guarding, Anti-trafficking in Persons, concerns Code of Conduct, finance, logistics, HR, security management etc).
Contribute to ongoing security management and planning as necessary.
Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
Undertake other related duties as may reasonably be assigned by the line manager or other managers and coordinators within the Safe Learning Model project
