The AATI, co-founded by the Bill & Melinda Gates Foundation (BMGF), the International Fund for Agricultural Development (IFAD), the Alliance for a Green Revolution in Africa (AGRA), and McKinsey & Company, is committed to reinforcing national delivery mechanisms to support agricultural transformation policies and programs in Sub-Saharan Africa. This collaborative effort translates into the establishment of an Agriculture Transformation Office (ATO) in Sierra Leone.

Within this framework, the ATO in Sierra Leone, a pivotal component of the AATI, will play a crucial role in advancing the implementation of the government's agriculture transformation plan. The ATO's mandate encompasses facilitating the transfer of knowledge and learning through daily interactions with government personnel, strengthening policy formulation, providing evidence-based decision-making advice, and contributing to resource mobilization efforts.

Job Role

The Head of Programmes is a leadership position within the ATO. This role involves overseeing and coordinating the activities of the five pillar leads and ensuring that each pillar's initiatives are effectively integrated and aligned with the overall strategic objectives of β€œFeed Salone” and with the Minister’s priorities.

Work Relationships

The Head of Programmes will report to the ATO Coordinator. He/She will work closely with other pillar leads, Ministry staff and other partners.

Objectives:

  • Β Guide the successful delivery of the agriculture transformation agenda through effective coordination of the five pillars, supported by the ATO.

Work Relationships

The Mechanization and Irrigation Pillar Lead will report to the Head of Programmes. He/She will work closely with other Pillar Leads, Ministry staff and other partners.

Objectives:

  • Β Contribute to the efficiency and productivity of agricultural operations through mechanization and improved irrigation systems, with a special focus on rice.
  • Β Support the expansion of cultivation areas, particularly for staple crops such as rice, through effective mechanization and irrigation to increase production and yield.
  • Β Support the development of large-scale irrigation strategies that optimize water usage and enhance resilience to climate variability, with a focus on rice.
  • Β Promote sustainable agricultural practices through the adoption of efficient and environmentally friendly mechanization and irrigation technologies, in collaboration with the Climate Specialist.
  • Β Decrease the reliance on rainfed agriculture by supporting the expansion of irrigation infrastructure, thus mitigating the risks associated with weather variabilities and climate change.

The Mechanization and Irrigation Pillar Lead will perform the following tasks:

  • Β Support the development of a detailed mechanization plan, costed with timelines. Review the existing mechanized services (Machine Rings), including the use of tractors and other machinery, to enhance agricultural productivity, particularly in the key rice production clusters.
  • Β Contribute to the development of strategies which supports the expansion and improvement of irrigation infrastructure across Sierra Leone. This includes supporting projects for centralized, large-scale irrigation systems such as the Inland Valley Swamp (IVS) cluster.
  • Β Advise the Ministry staff in the management and the execution of mechanization and irrigation projects, ensuring they are completed on time, within budget, and in accordance with technical specifications and environmental standards.

The AATI, co-founded by the Bill & Melinda Gates Foundation (BMGF), the International Fund for Agricultural Development (IFAD), the Alliance for a Green Revolution in Africa (AGRA), and McKinsey & Company, is committed to reinforcing national delivery mechanisms to support agricultural transformation policies and programs in Sub-Saharan Africa. This collaborative effort translates into the establishment of an Agriculture Transformation Office (ATO) in Sierra Leone.

Within this framework, the ATO in Sierra Leone, a pivotal component of the AATI, will play a crucial role in advancing the implementation of the government's agriculture transformation plan. The ATO's mandate encompasses facilitating the transfer of knowledge and learning through daily interactions with government personnel, strengthening policy formulation, providing evidence-based decision-making advice, and contributing to resource mobilization efforts.

To ensure effective organizational structure and reporting lines, it is mandated that all staff within the ATO have their supervisors adhering to the established organizational chart.

Job Role

The Access to Finance Pillar Lead, within the ATO is tasked with supporting and advising on access to finance for the agricultural sector, especially for women and youth, in close collaboration with the Ministry staff.

Work Relationships

The Access to Finance Pillar Lead will report to the Head of Programmes. He/She will work closely with other pillar leads, Ministry staff and other partners, as required.

Objectives:

  • Β Contribute to enhancing the availability and accessibility of credit for agricultural stakeholders, especially marginalized groups like women and youth.

Work Relationships

The Seeds and Inputs System Pillar Lead will report to the Head of Programmes. He/She will work closely with other pillar leads, Ministry staff and other partners, as required.

Objectives:

  • Β Support crop yields development and quality enhancement.
  • Β Contribute to seed and input supply chain, capable of responding to the needs of Sierra Leone's agricultural sector.

The Seeds and Inputs System Pillar Lead will perform the following tasks:
