Solthis is an international health NGO which contributes to the strengthening of health systems to improve the access to quality care in countries with limited resources and/or with the vulnerable populations. Solthis is registered and has been operating in Sierra Leone since 2011 where our teams have been providing comprehensive technical support at both health facility, national and community levels to improve quality of HIV care.
From 2022, Solthis will support the implementation of the New Funding Model 3 (NFM3) to accelerate the achievement of 95-95-95 targets in Sierra Leone by 2024.
The intervention through quality-oriented capacity building approaches, will complement the national healthcare workers’ capacity building activities such as on-site training, clinical mentorship, supportive supervision and coordination planned by the NACP & NAS in the NFM3. It will focus on strengthening the capacity of healthcare workers (HCW) (at Health Facilities (HF) and Key Population Drop-In Centers (DIC)) levels and DHMT staff to provide quality of HIV services delivery including prevention, HTS, ART, eMTCT, DSD, EID, Viral Load, TB/HIV etc. It will also strengthen the Supply chain management and

laboratory component to improve the accessibility and availability of HIV commodities at health facilities and DICs, and to support DHMT to allocate the available resources in the best possible way to minimize service provision disruption. Finally, the intervention will support Data management system and usage of data to improve HIV related indicators. The intervention will be implemented in seven districts including Western Area (Rural and Urban, Port Loko, Bombali, Tonkolili, Bo and Kenema Districts)
Based in Bo or Makeni and under the supervision of the Medical Officer , the HIV technical Officer main responsibilities are:
(1) Provision of capacity building to health care workers (HCW) involved in HIV services in order to improve the quality of HIV services to PLHIV.
(2) Implementation of other medical-related and transversal activities in the Districts of intervention in line with Solthis strategy, policies and principles.
He/She maintains effective working relationship with the other Medical Team members to ensure coherence and proper coordination of medical activities.
He/She facilitates cohesive and supportive collaboration between the health facility teams and Solthis teams, building confidence and teamwork among those involved.
Specific Tasks and responsibilities
• Technical Support to district coordination bodies Provide support to District Health Management Team (DHMT) to ensure the integration of HIV in their routine activities
• Represent Solthis and attends coordination and partners’ meetings relevant to the project within the district of intervention and at national level whenever needed.
• Maintain a good relationship with other implementing partners in the district. • Contributes to Solthis’ advocacy based on a right-based approach, in favour of free access to quality HIV care & services for all, free of stigma and discrimination
Capacity building of healthcare workers in order to improve the Quality of HIV Care
Conduct Participatory Assessments at health facilities and develop roadmaps accordingly to guide action points implementation for improvement of service delivery
Ensure Implementation by HCWs/DHMT and follow up of the road map for improved quality of care by the health facilities.
Include health facilities management teams and DHMT representatives in quality improvement & monitoring
Provide onsite guidance and support to improve quality and organization of care and promote involvement of all stakeholders
Support for the organization of care: ART dispensation based on Differentiated Care Model, organization of the patient flow, involvement of peer educators/CHWs, organization of the
system of consultations and file archiving, implementation of Post Exposure Prophylaxis System.
• Build the capacity of the Health Care Workers with respect to counselling, testing, diagnosis, prophylaxis, care and treatment of HIV, OI management, TB/HIV co-infection, dispensing & adherence support, data management & analysis:
Conduct trainings needs assessment of HCWs and develop on-site training plan Participate in the evaluation of training and reporting activities
• Provide clinical mentoring including support for data management and analysis • Conduct Joint-supportive supervision with District Management Teams
• Work closely with District Mentors identified and trained by NACP.
• Participate in training with other actors according to identified needs (associations, community, District Management teams…)
• Ensure integration of HIV services in various units by all HCWs at the supported sites (Maternity, Labour, Pharmacy, TB, nutrition, under 5 clinics…)
Monitoring and Evaluation/ Project Reporting
• Participate in defining, follow-up and reporting of project indicators related to medical activities: contribute to the designing of monitoring tools, quality data-collection and data-analysis • Elaborate project monthly report
• Participate in the annual reporting as well as to donor reporting
Other activities
• Provide support to other team members when required.
• Coordinate activities between the different team members with respect to implementation of HIV activities.
• Maintain effective working Relationships with all members of the team.
Skills required

The intervention will be implemented in seven districts including Wester Area (Rural and Urban, Port Loko, Bombali, Tonkolili, Bo and Kenema Districts)
Under the supervision of the Health Information System Manager, the Health Information System Officer will support HCWs and DHMTs for the proper use of national data collection tools, and supervision/analysis tools and methodologies, at facility and district levels. Some of the main responsibilities will be:
Mission 1: capacity building of HCWs and DHMTs for data collection, management and analysis
• Assess the HIS gaps, identify data quality challengesand design interventions to strengthen capacities, including knowledge and skills of professionnals involved in data collection and management of HIV care services
• Facilitate trainings to strengthen healthcare and M&E workers capacities on data collection and reporting tools use and data analysis and visualization in collaboration with national stakeholders and DHMTs
• Conduct mentoring, on the job training and supportive supervision focusing on record & documentation, reporting and data usage, in collaboration with DHMTs
• Support the Solthis Medical Teams and HCW in the monthly and quarterly data collection process at the facility level
• Provide support to health care workers during reporting period to ensure summary reports are of accurate and of quality and reported on time
Mission 2: coordination with and technical assistance to DHMTs
• Liaised with DHMT and NACP to ensure the availability of patient registers and monthly reporting tools at health facility.
• Randomly attend monthly in charges and coordinating partners meeting to support HIV focal person
Mission 3: Data management, monitoring, evaluation and learning
• Analyse data collected and contribute to data quality withaudit
• Ensure feedback on the data collected at the different levels of the health pyramid in order to improve pratices
• Support project team members in the use of the M&E tools and in the organization of data collection activities, particularly with regard to the scores adapted,
• Provide support to DHMT M&Es and HIV focal person to analyze reports coming from health facility and data entry into the DHIS2.
Mission 4: project management,
• Contribute to the update of project management documents (action plan, project narratives, etc.) and to other programming exercises
• Contribute to the internal monthly reporting process as well as donor reports • Participate in the knowledge and experience capitalization process
