Project Overview and Role:
The objective of the CELGA Activity is to build upon both the Sierra Leone Election Dialogue Series (SLEDS) and the Women Empowered for Leadership and Development (WELD) projects. USAID/Guinea and Sierra Leone anticipates awarding a projected five-year activity that will support democracy and governance objectives in Sierra Leone. The project aims to (a) Increase effective and informed citizen and civil society participation in local government and political processes, and (b) bolster the capacity of local governance institutions to provide critical services and be more transparent in their processes.
Palladium seeks a Senior Governance Advisor to support project objectives of the USAID-funded Civic Engagement in Local Governance for Accountability project. S/he will report directly to the Chief of Party. This position will be based in Sierra Leone and is contingent upon contract award to Palladium.
Duration: 5 years (anticipated start in January 2022) Location: Sierra Leone
Primary Duties and Responsibilities:
- Provide technical support and analysis for project governance programming which includes political systems strengthening, peace building, social accountability, civil society strengthening, and city government technical assistance; - Liaise with local and state government agencies in Sierra Leone, consortium partners, and other Sierra Leonean governmental and non-government stakeholders to support project objectives; - Support Chief of Party in implementing programmatic, strategic development, and quality control duties; - Assess technical needs at the district level and propose interventions that respond to those needs; - Design program methodologies, approaches and tools that will improve citizen and CSO engagement in political sphere and strengthen governance structures at the sub-national level; - Comply with USAID and Palladium reporting requirements on program impact and implementation; - Provide training, guidance and oversight to team members to ensure consistency and quality of delivery; - Support continuous learning and adaptation, working closely with the COP and other team members; - Perform other related duties and responsibilities as assigned
Required Qualifications:
- Master's degree in International Development, Public Administration, Political Science, International Relations, or related area, with 10 years of relevant experience or a bachelor's degree and 12 years of experience - At least ten (10) years of progressive relevant international development programming experience - at least five (5) years of experience in the implementation and management of international donor- (including USAID-) funded projects that focus on innovative governance improvement methodologies, government capacity development, decentralization, or institutional strengthening programs, preferably in Africa - At least three (3) years of experience working in Sierra Leone - Demonstrated capability to lead/supervise a diverse team with different development partners, donors, CSOs and host country government counterparts - Broad knowledge of key government, civil society, private sector, faith-based and media actors who are potential allies for the project's goals. - Reputation for professional excellence including outstanding facilitation, strategic planning, and management skills (as evidenced by references and achievements). - Experience working in gender, vulnerable populations (including children) and/or human rights desired - Fluency in English.
