1. Backround

Concern Worldwide is a is an Irish-based nongovernmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards  the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been operational in Sierra Leone since 1996 when it commenced its  operations in emergency response, evolving over time into development activities in the sectors of Health, Education and Livelihoods, while maintaining our  response to emergencies. Concern fully integrates equality in all its work, with emphasis on a gender transformation. Programme implementation is based in  four districts: Tonkolili, Port Loko, Western Area Urban and Western Area Rural, with its head office in Freetown and district offices in Magburaka and Port  Loko City.





2. Objective 

The objective of this partnership mapping consultancy is to gain a comprehensive and up to date overview of the potential for Concern Worldwide in Sierra  Leone to have strategic partnerships across:

✔ Sierra Leonean NGOs operating at national and sub-national level

✔ Private sector companies which might be a fit for Concern and

✔ Research institutions – universities, centres of higher learning, organisations with relevant technical focus/expertise.

The purpose of this exercise is to improve our reach and effectiveness in addressing extreme poverty in Sierra Leone – both in terms of emergency  preparedness and response and longer term development:

(i) Increasing access in hard to reach areas;

(ii) Speed of response;

(iii) Added value (expertise that Concern doesn’t have);

(iv) Capacity development for national partners – related to longer term sustainability as well as scaling and enhancing the Localization Agenda;  (v) Positioning towards new donor opportunities;

(vi) Enhance advocacy and policy influencing.





3. Specific tasks 

In view of this Concern Worldwide in Sierra Leone is looking for the services of a suitably experienced and qualified Sierra Leone based consultant to conduct  this partnership mapping. The final approach and detailed methodology will be finalized with the involvement of the consultant when selected. However, the  methodology should include: Inception meeting and report; A desk review; Key informant interviews; Development of a partner mapping framework with  potential options for Concern WorldWide in Sierra Leone to consider; Presentation of findings.

4. Expected outputs (deliverables) 

∙ A brief inception report

∙ A concise Partnership Mapping Tool/Framework that includes:

⮚ An executive summary (max 2 pages) including key points related to the Partner Mapping exercise, methodology, results, major/ key lessons learnt,  recommendation and partnership options.

⮚ If possible, and depending on the analysis and desk review, discussion on the potential future of partnerships in Sierra Leone with possible/probable  scenarios – will be useful to guide Concern in developing a strategy for Partnership in Sierra Leone.





⮚ Outline of methodology used and recommendations to Concern for future such exercises and for specific identification and selection of partners. ⮚ Main report with the following sections: Introduction, Scope of the exercise, Methodology, Results and Partnership options; proposed methodology  for Concern to identify and select specific partners.

⮚ Relevant Annexes arising from the study – including brief potential partners profile and their key strengths/added value. ∙ Presentation by the consultant on final Partnership Mapping Tool/Framework to Concern Worldwide.

5. Duration 

The entire process for the consultancy expected to take approximately 40 days from the date of contractual agreement and ending with the acceptance of the  final Partnership Mapping Tool/Framework as stipulated in the signed contract. The process should be completed before the end of May 2022.





6. Required experience 

Academic Qualifications 

∙ At least a Bachelor Degree in Business, Economics, and any research or relevant discipline

∙ A postgraduate qualification in any of these disciplines will serve as an advantage

Experience 

∙ At least five years’ experience in leading consultancies

∙ Proven experience working for a Non-Governmental Organization or UN Agency in similar capacity

∙ Strong understand of Sierra Leone history and current status of NGO and private sector including legal requirements
∙ Experience with applied research and translating findings to recommendations and action
∙ Comprehensive knowledge on national and local NGOS working in Sierra Leone and the ability to identify and prioritise those that do align to Concerns  core values and areas of work ∙ Strong analytical skills and presentation skills
∙ Experience in conducting partnership or stakeholder needs assessment as well as capacity assessment
∙ Experience in designing comprehensive monitoring tools ∙ Strong ability of setting out accurate information and analysis, and ability to interpret that information into a meaningful, clear and laid out report





∙ Experience in previous work shall be an added advantage
∙ Excellent verbal and written communication skills in English
∙ Excellent writing skills (Concern will not be providing editing services), ability to deliver product that meets Concern’s standards on time and quality ∙ Ability to communicate effectively in Temne and Krio desirable but not mandatory.
The consultancy is open to Nationals or internationals currently residing in Sierra Leone.

7. Lines of communication The consultant will report to Concern Sierra Leone’s Country Director and will work closely with the Programme Director and other key staff as relevant in  Sierra Leone and Concern Head Office.
