PROGRAMME OVERVIEW

The Child Health and Mortality Prevention Surveillance (CHAMPS) site aims to determine and track the causes of under-five mortality and stillbirths through epidemiologic surveillance, including reporting within 24 hours, clinical sampling, and use of advanced laboratory testing and diagnostics across a network of international sites. The area selected for CHAMPS in Sierra Leone is Bombali Sebora and Bombali Siari chiefdoms in Bombali district (population 606,544). The site area has a population of 161,383 and is mostly urban, including the city of Makeni (population 125,970).




CHAMPS employs the Minimal Invasive Tissue Sampling (MITS) procedure for post-mortem diagnosis. MITS was developed to reduce the uncertainty regarding causes of death. The data collected from the CHAMPS Sierra Leone site will be added to that collected from other sites and will help reduce child deaths in LMICs by providing detailed evidence on the cause of death to influence policy of funders and stakeholders.

For the last three years, the CHAMPS project has collected MITS and Verbal Autopsy data and analysed these to inform policies and interventions by key stakeholders. To fulfil one of the key objectives of the CHAMPS network, the CHAMPS Sierra Leone site is now embarking on Data-to-Action activities, aimed at individuals, communities and the health system, to drive down under five deaths in Sierra Leone.

Data-to- Action Coordinator (National Post)

This is a 12 months’ position based in Makeni and will be reporting to the CHAMPS Site Director. In this role, the incumbent will be responsible for coordinating CHAMPS Data-to-Action activities across stakeholders and implementing partners, especially in coordinating with the Ministry of Health and Sanitation (MoHS). You will establish a monitoring and evaluation plan for the project and report against pre-determined indicators. You will lead baseline and periodic evaluations of the project for effective ongoing monitoring and for reporting to donors. Ensure that implementing partners provide timely and high-quality reports on the project delivery, Liaise with project managers of other implementing partners and stakeholders for effective and efficient project delivery. You will ensure that project activities operate within established policies and procedures and comply with all relevant legislation and professional standards. The incumbent will work to see that projects are managed to a high standard and meet internal compliance requirements (workplan, risk register, asset register, change tracker, etc). You will be responsible to facilitate relationships between implementing partners and MoHs to ensure efficient delivery of Data-to-Action goals and objectives. Monitor the project activities on a regular basis, including monitoring and reporting of any changes and risks in the project, Identify and evaluate the risks associated with project activities and take appropriate action to control any identified risks.

To achieve these results, must have a Bachelor’s’ degree in a Clinical related field or its equivalent, Project management, Monitoring & Evaluation, Business or Finance related field. Masters level in above fields is an advantage.
At least five years progressive working experience, managing health programs in challenging context or related development field. Experience working in Sierra Leone preferable, regional expertise, track record of

project inception is key, Monitoring & Evaluation, facilitation of training, and reporting project outcomes.

Great knowledge of Project and grant management, report writing skills, fluent in written and spoken English. Ability to work in a team, management responsibility for both operational and research levels. Ability to speak local languages is desirable.
