Location: MSF Hangha Hospital, Kenema
Main Purpose
Carrying out assessments and ensuring the implementation, maintenance and monitoring of the technical work in the projects within a certain area of specialization (HVAC – Heating_ Ventilation_ Air Conditioning) according to MSF protocols and standards in order to ensure an optimal running of the project and its infrastructures and the efficient use of the systems and equipment.
Main Responsibilities:
- Defining procedures and ensures the implementation, monitoring, maintenance and correct functioning of the technical work within his/her area of specialization.
- Managing the technical activities in support to and in close collaboration with the field responsible of the sector of activity (s)he is primarily in support.
- Carrying out assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions to infrastructure challenges in the area of specialization e.g. installing / building / implementing. Liaising directly with the staff to identify the project needs and managing response and prioritization of requests.
- Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot tests to ensure its functioning as well as defining functioning standards and monitoring systems.
- Ensuring the proper documentation, filing and the compilation of the installation and maintenance done or required
- Acting as a technical referent, providing technical advice and oversight of quality and strengthening knowledge of the team. Providing training sessions to technicians, the managers and supervisors in the overall set-up, use and maintenance of new installations
- When required, acting as Flying expert in a mission and providing deep technical advice to managers
- Performing delegated tasks specific to her area of specialty and as defined in his/her job description.
Context Specific Responsibilities
- Performing autonomously and following up on the maintenance and corrective repair of HVAC equipment in the mission in order to ensure the equipment is in perfect running conditions.
- Ensuring the day-to-day implementation of all HVAC service and maintenance
- Ensuring that the MSF procedures and protocols are followed by the HVAC team to guarantee the operational quality of the project
- Performing and carrying out all necessary maintenance and repairs of HVAC equipment with the HVAC technician(s) and ensuring that as few items are out of service at any given time
- Supervising the HVAC technician(s) and ensuring proper follow-up of all the assigned tasks
- Following up on the different maintenance contracts (propose renewal before they expire)
- Main point of contact with HVAC referent and/or contractors for remote support and visits
- Managing inventory of spare parts and backup equipment at mission level and checking and advising on international orders for consumables and spare parts
- Defining and organizing the HVAC maintenance schedule to ensure that proper maintenance gets done on all equipment as defined by MSF protocols
- Coordinating with the medical teams to ensure that the HVAC activities will lead to the least amount of disturbances of the patients and staff. This includes:
- Communicating the HVAC maintenance schedule to the medical teams to make them aware of planned maintenance tasks
- Support the medical teams to clear out and install back any space needed for the HVAC maintenance
- Wear the necessary PPD as recommended by the medical team
- Respond to HVAC issues reported by the medical teams
- Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
- Training of HVAC technician on the servicing of air conditioning and refrigeration equipment.
Requirements
Education: Essential technical diploma or technical university degree, preferably as an engineer or air condition technician.
Experience: Experience conducting equipment maintenance (minimum 5 years’ experience)
Team management (minimum 2 years’ experience)
Knowledge and experience installing and servicing Air Conditioning systems, and inverter ACs is required.
Experience servicing refrigerators.
Experience installing and servicing VRF systems is highly preferable.
Experience servicing Air Handling Units is highly preferable.
Language: English
Knowledge: Computer literacy
