ORGANIZATIONAL CONTEXT

The Security Associate reports directly to the Country Director and has a functional reporting line to the Regional Security Officer. The Security Associate demonstrates responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. The Security Associate manages resources. The job may require reporting for duty on short notice.

JOB PURPOSE

To perform tasks related to the implementation and assessment of security measures and maintenance of equipment with a view towards providing updates and recommendations to facilitate informed decision-making and secure WFP staff, facilities and operation s.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Β Support the Country Director in decision-making related to security risk management, ensuring compliance with the United Nations Security Management System (UNSMS).
  • Β Review, assess, and compile detailed reports on security threats, risks, and incidents that could impact WFP operations. Share this information accurately and timely with the Country Director and senior security staff to support decision-making.
  • Β Use corporate or local information management tools to analyse security-related information and produce comprehensive reports, ensuring readily available information for relevant stakeholders.
  • Β Provide routine and ad-hoc security reports in line with security reporting guidelines, informing the Country Office's decision-making in security risk management and ensuring situational awareness.
  • Β Implement risk management mitigation measures, including adherence to Security Risk Management Measures (SRMM), ensuring compliance.
  • Β Keep the Office of the Regional Security Officer informed about security developments with potential implications for WFP operations in Sierra Leone or neighbouring countries.
  • Β Collaborate with WFP security teams in neighbouring countries to share relevant cross-border developments.
  • Β Coordinate with local administration, security and law enforcement authorities, communities, and UN/NGO security staff to facilitate safe programme delivery and risk management.
  • Β Plan field missions, coordinate personnel activities, and perform security assessments to support safe programme delivery.
  • Β Analyse field mission security assessment reports and provide detailed risk management recommendations.
  • Β Maintain security equipment, monitor its performance, and recommend technological enhancements as needed.
  • Β Ensure stringent enforcement of all access control procedures by all personnel and visitors for a safe and secure environment.
  • Β Recommend improvements to emergency and contingency planning documentation, including physical preparations and procedures, enhancing crisis preparedness.
  • Β Identify, review and report personnel's security training needs, provide necessary training, ensuring all are equipped to handle the prevailing security situation.
  • Β Supervise and provide on-the-job training to other personnel, supporting their development and high performance.
  • Β Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Knowledge & Skills:

  • Β Specialised knowledge of the application of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.
  • Β Broad knowledge and understanding of security logistics, security administration, risk assessment and co-ordination with local authorities and local law enforcement agencies.
  • Β Training and experience in fire and related intervention/evacuation procedures.
  • Β Ability to manage emergency situations and remain calm.
  • Β Attention to detail and constant vigilance in order to promptly detect any breach in security measures.
  • Β Ability to interpret information, use judgement and inform supervisors of any incidents which might impact the UNWFP staff and operations.
  • Β Excellent communication skills in order to maintain frequent correspondence with both, internal staff and external authorities with regards to security advisories and security incidents.
  • Β Willingness to attend security trainings and comply with UNSMS standards.

Language:Β General Service (Field): Fluency in both oral and written communication in English.
