Purpose
Support the development and implementation of national policies, strategies, plans and programmes on Sexual and Reproductive Health and Rights (SHRH); importantly, during the period, these include support with the implementation of SRHR guidelines.
Objectives
Assist in the harmonization of national efforts for Sexual and Reproductive Health and Rights through planning, collaboration, coordination and implementation of WHO's technical and operational support to Sexual and Reproductive Health at the Ministry of Health and Sanitation, taking into account the constraints and opportunities posed by the COVID-19 pandemic/health emergencies/humanitarian situation.
Summary of Assigned Duties:
Under the overall guidance of the WHO Representative, direction by the HSS Lead, and the Technical Officer β Sexual and Reproductive Health, to undertake the following:
- Β Coordination,
- Β Strengthen coordination platform for SRHR at national
- Β Establish and strengthen coordination platform for SRHR in every district
- Β Support the dissemination of SRHR guidelines and policy documents to stakeholders
- Β Support capacity building on SRHR
- Β Support capacity-building training workshop for District Health Management Teams (DHMT) on SRHR (Self-care, PAC, PAC, FP, MPDSR etc.)
- Β Support the Piloting of self-care intervention for Family Planning in Western Area Urban and Rural (SAYANA PRESS)
- Β Support districts to conduct integrated supportive supervision of SRHR facilities (COVID-19 measures adherence, EHS and SRHR)
- Β Support the Pilot alert system to monitor stock out and facilitate last-mile distribution of SRHR commodities in three districts
- Β Support the expansion of SRHR services to facilities
- Β Establish skills lab for SRHR in each district hospital
- Β Support the development, printing and distribution of Information, Education and Communication (IEC) material
- Β SRHR Advocacy and Policy Dialogue
- Β Develop policy brief in consultation with partners and stakeholders
- Β Support popularization of a self-care intervention to relevant stakeholders
- Β Support Quarterly Performance Review Meeting
- Β Support the annual SRHR summit
- Β Monitoring, evaluation and Research (including Health Information System for SRHR).
- Β Participate in development and formulation of appropriate national and district level indicators for tracking progress in the implementation of planned activities.
- Β Work with MoHS and other stakeholders to ensure effective monitoring and evaluation of SRHR activities;
- Β Ensure monitoring & evaluation of project activities, including compiling and analyzing documents and preparing regular reports of results achieved against plans.
- Β Support the documentation of best practices on SRHR
- Β Support Alert system on stock monitoring and mitigation of stock rupture for SRHR commodities
Methodology
- Β The Consultant will work under the day-to-day guidance of the Programme Manager of Reproductive Health and Family Planning Programme of the MoHS and closely coordinate with the BPEHS Coordinator and Technical Officer for Sexual and Reproductive Health at WHO.
- Β The main instrument of delivery will be the WHO biennial work plan
- Β S/he will be in regular contact with the various SRHR TWG and other stakeholders and work towards regular meetings to execute, monitor and report back on the WHO workplan.
- Β S/he will coordinate periodically with the Technical Officer for SRH at WHO to facilitate joint monitoring of the work plans.

Technical Supervision
Under the overall guidance of the WHO Representative to the Sierra Leone Country Office and direct supervision of the WHO Country Office, the Basic Package of Essential Services Coordinator and Reproductive Health Team Lead, and in close collaboration with the Technical Officer SRHR, the incumbent will work with the national authorities and other relevant stakeholders.
Required qualifications
Education
Essential:
- Β First University Degree in Public Health or a related field such as Community Health, Social Sciences
Desirable:
- Β A clinical background. Formal training and/or experience in Sexual and Reproductive Health

Experience
Essential:
- Β At least 5 years experience developing/designing and implementing public health programmes at national and/or decentralized levels
Desirable:
- Β Previous experience working on SRHR interventions
- Β Experience working with the MoHS at national or decentralized levels, WHO or other UN entities, Health NGOs or CSOs
