1.) PROJECT MANAGER
Baptist Convention of Sierra Leone (BCSL), a faith-based organization which is committed to inclusive development and community transformation. In partnership with CBM and other stakeholders, BCSL implements projects that promote disability inclusion, health, education, and livelihoods.
The Convention also oversees the Baptist Eye Hospital Lunsar (BEHL), a specialized secondary facility providing essential eye care services in Sierra Leone. Through its linkage with BEHL, BCSL integrates clinical expertise with community-based programming, ensuring that eye health interventions are both accessible and sustainable.
BCSL is looking to recruit an individual to fill in the post of Project Manager in their Lunsar Office.
JOB SUMMARY
The Project Manager oversees the coordination and implementation of the project, ensuring goals and activities are achieved. Based in Lunsar, He/she collaborates with the project team, partners, and stakeholders, and report to the BCSL Executive Committee.
- Main Tasks include:
- Lead and coordinate the project’s implementation across macro, meso, and micro levels.
- Plan, manage, and implement all project activities throughout the cycle, ensuring alignment with CBM’s quality standards, donor requirements, and best practices.
- Supervise and support project staff, including performance management and individual development planning.
- Promote team dynamics, skills development, and staff well-being.
- Ensure effective financial and administrative management of the project, including quality reporting and compliance with donor guidelines and timelines.
- Liaise and collaborate with CBM, MHC, government ministries, municipalities, and community stakeholders to foster project ownership and sustainability.
- Conduct regular field visits to monitor activities and provide technical support to partners.
- Strengthen partner staff capacity for quality project implementation.
- Represent the project and BCSL in steering committee meetings and external forums.
Qualifications and Requirements
- Nationality : Sierra Leonean.
- Master’s degree in public health, Social Sciences (e.g., Sociology, Anthropology), Economics, Development Studies, or a related field.
- At least 5 years of experience managing donor-funded development projects, particularly with institutional donors (e.g., BMZ, EU, USAID).
- Proven experience in project coordination or management within national or international NGOs.
- Experience in developing and managing large-scale, consortium-based projects.
- Strong background in results-based management and the project cycle, including assessment, monitoring, evaluation, budgeting, and financial oversight.
- Demonstrated ability to manage internal and external partnerships, especially with government entities.
- Strong leadership, communication, and stakeholder engagement abilities.
- Familiarity with disability inclusion and gender-responsive programming.
- Proficiency in Microsoft Office (Outlook, Word, PowerPoint, Excel, Access).
- Professional proficiency in English (mandatory).
- Knowledge of local languages such as Temne and Krio (required).
- Category B driving license (an asset).
- Demonstrates alignment with CBM and BCSL values in daily work.

2.) MEARL OFFICER
BCSL is looking to recruit an individual to fill in the post of MEARL Officer in their Lunsar Office.
JOB SUMMARY
The Monitoring, Evaluation, Accountability, Research, and Learning (MEARL) Officer monitors and evaluates the project activities to measure their progress and ensure the effectiveness of the measures. She/he develops monitoring and evaluation strategies, conducts data collection and prepares reports to enable continuous improvement of the project. The MEARL Officer will be based in Lunsar and reports to the project Manager.
- Main Tasks include:
- Develop and implement a comprehensive M&E framework and tools tailored to the project’s objectives.
- Set up and lead systems for effective monitoring, evaluation, and learning (MEL) strategies.
- Ensure M&E plans align with donor requirements and organizational standards.
- Monitor project indicators regularly and ensure high standards of data quality and integrity.
- Lead routine M&E activities including data quality assurance (DQA) and ensure timely data collection and analysis.
- Train and mentor project staff and stakeholders on data collection, analysis, and use of M&E tools.
- Build capacity in knowledge management, monitoring, evaluation, and learning.
- Lead the implementation of knowledge management strategies, including research, documentation, and dissemination of lessons learned.
- Plan, implement, and document learning activities to inform adaptive project management.
- Ensure learning processes are inclusive, especially of persons with disabilities.
- Prepare high-quality M&E reports for internal use and donor reporting.
- Support the integration of learning into project planning and decision-making.
- Collaborate with project staff, partners, and stakeholders to ensure effective communication of findings and recommendations.
- Track and report on the project’s contributions to policy change
- Ensure that evidence and learning are appropriately shared with relevant stakeholders to support advocacy efforts.
- Perform other duties as assigned to support the M&E function and overall project success.
Requirements
- Bachelor’s degree in Statistics, Social Sciences, Health, Biostatistics, International Development, or a related field is acceptable with relevant experience. Having a Master’s degree in this related filed will be an added advantage
- Minimum of 5 years of relevant experience in Monitoring & Evaluation and/or Knowledge Management roles.
- Proven expertise in Designing and implementing M&E systems for complex projects. – Quantitative and qualitative data analysis – Research design and project management cycles – Documentation and dissemination of learning – Promoting social inclusion in programming.
- Experience reporting to international donors.
- Experience in health, education, or livelihoods sectors is an advantage.
- Proficiency in data analysis tools such as Excel, SPSS, and Kobo Toolbox.
- Familiarity with Washington Group question sets is an asset.
- Strong command of Microsoft Office Suite: Outlook, Word, PowerPoint, Excel, and Access.
- English: Working knowledge (mandatory).
- Knowledge of local languages such as Temne and Krio (required).
- Valid Category B driving license is an added advantage.
- Demonstrates alignment with CBM values in daily work and professional conduct.

3.) HOSPITAL ADMINISTRATOR
BCSL is looking to recruit an individual to fill in the post of Hospital Administrator in their Lunsar Office.
JOB SUMMARY
The Hospital Administrator will lead the strategic and operational management of Baptist Eye Hospital Lunsar. This includes overseeing daily hospital operations, financial planning, human resource leadership, compliance, and stakeholder coordination. The role is central to ensuring high-quality patient care, efficient resource use, and alignment with national health standards and donor expectations. He/she will report to BCSL Executive Committee through the President.
- Responsibilities
Hospital Operations
- Lead and oversee daily operations across outpatient, diagnostic, and inpatient services.
- Implement hospital policies and procedures in alignment with national health standards and internal protocols.
- Manage hospital infrastructure, equipment, and ensure emergency preparedness.
- Conduct routine inspections to ensure compliance and guide corrective actions.
- Maintain a clean, safe, and secure environment for staff, patients, and visitors.
- Financial & Resource Management
- Prepare and manage capital and operational budgets in line with financial objectives.
- Monitor expenditures, implement cost control strategies, and ensure financial sustainability.
- Oversee procurement of medical supplies and equipment.
- Ensure accurate financial reporting and compliance with donor and organizational guidelines.

- Maintain strong relationships with medical professionals, health institutions, and community stakeholders.
- Report performance metrics and strategic updates to governing bodies and hospital boards.
- Support and coordinate with visiting mission teams to enhance service delivery.
- Leadership & Governance
- Represent the hospital in board meetings and external forums.
- Provide strategic direction and operational updates to the BCSL Executive Committee and partners.
- Perform additional duties as assigned to support hospital operations and development.
Qualification & Requirements
- Degree in Administration and Management with strong financial management background.
- Minimum of 5 years’ experience in hospital or health facility management.
- Proven leadership and staff supervision skills.
- Knowledge of healthcare regulations, hospital operations, and donor compliance.
- Strong communication, decision-making, and organizational abilities.
- Proficiency in financial reporting and computer applications.
- Fluency in English; knowledge of Temne and Krio is an asset.
- Alignment with BCSL and CBM values.
