The MEL Specialist assures the quality of the Project M&E and KML practices in accordance with donor standards and in accordance with ChildFund global systems and processes. He/she also supports global program strategic initiatives when needed. The MEL Specialist will provide technical leadership and guidance and support in the process of continuous design, management and improvement of M&E/KML practices, processes and systems. He/She will provide data processing and analysis support and formulate conclusions and recommendations for decision-making. He/she supports the design of MEL frameworks for the project's models

Required Experience & Education

  • Β Minimum 5 years of work experience in monitoring and evaluation
  • Β Expertise in both qualitative and quantitative methodologies, operations research, management of information systems, data quality assessment and data analysis as well as presentation.
  • Β Demonstrated strong teamwork and planning skills.
  • Β Strong technical skills including ability to process and analyze data using one or more statistical software packages, e.g. SPSS, Epi-info, Stata, MS Access. Advanced Excel skills.
  • Β Expertise in research to practice - identifying and adapting best practices.

Education

  • Β Lead and guide MEL Officers to track project progress, collect and analyze quality data

Primary Responsibilities

  • Β She/he will be responsible for community-based planning, coordination, mobilization, coaching, mentoring, training, supportive monitoring, and reporting among other duties.
  • Β Serve as first point of contact for the Teachers, Assistants and Cooks during the project implementation.
  • Β Supervise the refurbishment of ECCE centers
  • Β Represent ChildFund International - Sierra Leone at any related district level and chiefdom level coordination meetings as and when required.
  • Β Acts as liaison between ChildFund and other stakeholders, and between participants and communities at the district and chiefdom levels.
  • Β Ensures project plans are executed in a timely manner and share updates on progress and challenges.

About This role

The Finance officer will w ork closely with the Finance and Programs Departments of the Country Office to ensure smooth implementation of the project. He/She will be responsible for the application of donor financial requirements and ChildFund's financial procedures and the effective and transparent use of financial resources in accordance with established provisions for proper project management. He/She will ensure financial information is properly and regularly recorded/documented and shared with the relevant parties.
