1.) Technical Advisor

VACANCY ANNOUNCEMENT

 

Doctors with Africa CUAMMĀ has been operating in Sierra Leone since 2012. Its mission is to strengthen health systems and improve access to primary and secondary health care, with specific attention to maternal and child health. Its interventions include prevention, screening, and treatment programmes; strengthening of referral systems at the community level; training of health staff; field research, and management support and technical assistance to local health institutions.

PURPOSE OF THE ROLE:

Doctors with Africa CUAMM, together with local and international partners, is currently implementing multiple projects aimed at promoting inclusive and equitable access to higher education and sustainable employment development in the healthcare sector and related services for young people in Sierra Leone.

In support to the implementation of the projects, the Technical Advisor will provide:

  • Strategic and technical leadership in the design, methodology, coordination, and drafting of a national study on healthcare higher education programs and of a labour market study in the public and private healthcare sectors.
  • Technical advice and support to the Project Manager and project team concerning higher education programs, internship, job placement, and employment development in the healthcare sector and related services, in line with project activities and objectives.

 

RESPONSABILITIES AND TASKS

National study on healthcare higher education and labour market study:

  • Design the methodological framework for a national study on healthcare higher education programs and the labour market in the public and private healthcare sectors, ensuring coherence between objectives, methodology, and research tools.
  • Coordinate the full implementation of the research, ensuring compliance with quality standards and timely progress in line with the expected implementation period.
  • Engage with relevant government directorates, ministries, higher education institutions, health facilities, private sector actors, and key stakeholders, fostering dialogue and collaboration to collect relevant qualitative and quantitative inputs.
  • Supervise the Research Assistant and provide technical guidance as needed
  • Oversee and validate all phases of data management, including data collection, cleaning, and analysis, ensuring reliability and accuracy of findings
  • Coordinate and support the drafting of the study report, ensuring internal consistency, analytical accuracy, and the clarity and relevance of the findings
  • Coordinate and support the drafting of a brief guide for high school students, providing key information on higher education institutions and the health-related programmes they offer
  • Support the presentation and dissemination of the study to relevant Ministries, institutional actors, project partners, and other key stakeholders

Technical advice on higher education and employment development:

  • Provide technical advice to the Project Manager and project team on higher education and employment development components within the healthcare sector and related services (including electrical and solar, carpentry, plumbing, tailoring, computer sciences, and food management)
  • Contribute to the design and implementation of sectoral forums, roundtables, and coordination platforms to engage public and private healthcare sector actors, to facilitate the signing of MoU and agreements for internship and job placement opportunities
  • Support informed decision-making to enhance effectiveness of project activities, ensure coherence with project objectives, and alignment with labour market needs

The collaborator is expected to demonstrate flexibility and adaptability in response to changes or additions to activities that may arise based on local or project needs.

 

EXPECTED RESULTS

The following results are expected:

  • A comprehensive national study on healthcare higher education programs and the labour market in the public and private healthcare sectors is produced, and a dissemination meeting with partners and key stakeholders is held.
  • Technical advice and strategic support are provided to the Project Manager and the project team on higher education programs, internship opportunities, and job placement to foster the effective implementation of project activities

 

Position Requirements:

 

  • Master’s degree in Education, Public Administration, International Development, or related fields
  • At least 8 years of professional experience working with international NGOs or government institutions on higher education, health or employment development
  • At least 4 years of professional experience in developing, coordinating, and drafting of policies, research, sectoral studies, or technical documents
  • Solid knowledge of national higher education system and its draft policies
  • Familiar with national health care system and its organization
  • Strong analytical and methodological skills
  • Excellent communication and writing skills
  • Proficient in Microsoft Excel
  • Fluency in English

PURPOSE OF THE ROLE:

Doctors with Africa CUAMM, together with local and international partners, is implementing the projectĀ S.K.I.L.L.E.D – Strategic Knowledge and Inclusive Learning in Health Sector for Youth Employment and Developmentā€Ā (AID 013244/04/2), supported by the Ministry of Foreign Affairs and International Cooperation (MAECI) through the Italian Agency for Cooperation and Development (AICS), with the overall objective of promoting inclusive and equitable access to higher education and sustainable employment development in the healthcare sector and related services for young people in Sierra Leone.

Under the supervision of a Technical Advisor, the Research Assistant supports the design and implementation of a national study on higher education programs in the healthcare sector and labour market analysis of the public and private healthcare sectors. The research aligns with national policies and priorities and aims to generate up-to-date data to support ​​evidence-based decision making and strategic planning. The Research Assistant will be responsible for data collection, management and analysis, literature and policy documents review, and stakeholders engagement. The staff will be in charge of the drafting of research reports and other deliverables, ensuring methodological coherence,

high-quality outputs, and timely completion.

 

DUTIES AND TASKS:

  • Conduct a national study on healthcare higher education programs and the labour market analysis in the public and private healthcare sectors, under the supervision of a Technical Advisor
  • Perform quantitative and qualitative data collection, cleaning, and management from multiple sources, including higher education institutions and public and private health sector stakeholders
  • Conduct literature reviews and analysis of national policies, strategies, and regulatory frameworks
  • Perform mapping of healthcare education and training programs offered by higher education institutions and of public and private health systems stakeholders
  • Support the design and implementation of research tools (surveys, interviews, stakeholder consultations, others), under the guidance of the Technical Advisor.
  • Lead the assessment of current and projected labour market needs, including required professional profiles, skills gaps, and workforce demand in the healthcare sector
  • Prepare data visualization for the research report and other project deliverables
  • Perform the drafting of the study report, and guide for high school students, ensuring internal consistency, analytical accuracy, and the clarity and relevance of the findings
  • Support the presentation and dissemination of the study to relevant Ministries, institutional actors, project partners, and other key stakeholders
  • Coordinate the implementation activities with CUAMM M&E National Coordinator
  • Perform any other related tasks as assigned by the Technical Advisor and Project Manager in support of project objectives

  • Solid knowledge of national higher education system and its draft policies
  • Familiar with national health care system and its organization
  • Excellent organizational and analytical skills
  • Excellent communication and writing skills
