GIZ GmbH is supporting the Ministry of Planning and Economic Development of theΒ Government of Sierra Leone in the implementation of the Employment PromotionΒ Programme (EPP). The overall objective is to create employment for the younger generationΒ through business development in the agricultural and other sectors and to enhance theΒ employability of young people in the but not limited to rural areas of Kailahun, Makeni andΒ Bo. Responsibilities:
The Accounting Specialist provides support in
- Is responsible for internal EPP operational accounting in Bo district officeΒ β’Β Assisting the Accounting Specialist and Finance Manager in all aspect of Β accounting and financial transactions.
- Preparing vouchers for final processing in the Country Office.
- Assisting the Accounting Specialist in Freetown to follow-up on liabilities andΒ ensuring the safe keeping of all receipts, contracts, invoices, and bank Β statements for audit purposes.
- Supporting and supervising implementing partners to comply with GIZ Β accounting procedures and financial reporting.
- Assisting EPP staff in Freetown and the District Offices with the preparationΒ of, budgets, vouchers and disbursement requests.
The accounting professional performs the following tasks:Β
TasksΒ :
The accounting professional
- Liaising / Contact person with GIZ Country office for all financial matters andΒ support with their banks
- Prepare and validate all Project income and expenditure vouchers ensuringΒ account coding is correct, approved budget exist, balances outstanding on theΒ budget lines is sufficient and that all financial documents are correct
- Preparation & follow up of monthly budgets to receive funds from Country Office.Β β’Β Prepare accurate bank reconciliation with the bank statements of EPP journals inΒ Bo district office, ensuring complete supporting documents are properly filed inΒ the correct journal.
- Carries out bank book and cash book (petty cash) accounting on the basis ofΒ winpaccs programme, responsible for all payments to suppliers by bank, cash and transfer.
- Follow up and clearing of receivable, payable by the project.
- Preparing vouchers for final processing.
- Calculations and disbursement of project staff & Partners for travel claim payments in the designated district
- Verifies correction of vouchers in compliance of GIZ finance proceduresΒ β’Β Maintain proper and confidential filing of all project bank statements andΒ vouchers
- Signature of arithmetically correctness on the voucher stamp.
- Contact person for Bank accounts of the project in Bo office and receiving creditΒ advise
- Working closely with District Coordinator/Advisor and Office ManagerΒ β’Β Guiding procurement and liaising with suppliers for payments and assurance ofΒ right payment methods and document.
- Responsible for IC and Error sheet feedback and contact person forΒ IC/Internal/External audit.
Other duties/additionalΒ Β
- Performs other duties and task at the request of the Supervisor
- Required qualifications, competences, and experience QualificationsΒ
- A bachelorβs degree in accounting/banking and finance or financial services.
- Proven experience working as an Accountant/Finance officer in NGO orΒ Development sector for at least 3 years
- Additional certification in the field of Accounting and Finance will be givenΒ advantage
- Good working knowledge of ITC technologies (accounting software) andΒ computer
applications (e.g., MS Office, especially in MS Excel, Outlook and Teams)Β Other knowledge, additional competencesΒ Β
- Willingness and ability to work in remote areas of Sierra Leone
- Good communication skills in English
- Team player that can coordinate with other staff members.

Leadership:Β
Management of the staff in the Facility and Fleet Management Department of GIZ includingΒ drivers, housekeeping, IT staff according to the GIZ leadership principles and in accordanceΒ with HR requirements, ensuring performance reviews and personnel development of staff
Participate in management meetings and liaise with senior management to get feedback onΒ the facility and fleet management
Develop and implement facility and fleet management strategies supporting GIZs objectivesΒ and ensuring cost-effective operations.
Ensure compliance with all laws and regulations in Sierra Leone and GIZs regulatoryΒ framework, including health and safety standards, environmental regulations, andΒ transportation and facilities laws.
Collaborate with other departments, such as procurement, Finance, HR other projects toΒ ensure seamless coordination of logistics activities.
Facility Management:Β Β
- Inspect facilities to identify maintenance needs and ensure they are addressedΒ promptly.
- Coordinate and schedule maintenance and repairs with internal staff or externalΒ contractors.
- Ensure that the facility complies with health, safety, and environmental regulations.
- Β Conduct regular safety inspections in close cooperation with the Security RiskΒ Manager, including fire drills and emergency procedures.

- Monitor facility budgets and track expenses related to maintenance, utilities, andΒ services.

- Track vehicle usage, performance, and fuel consumption
- Analyze data to identify trends, inefficiencies, or issues.
- Review and manage budgets for fuel, repairs, and maintenance.
- Monitor expenses and identify areas for cost savings.
- Ensure all drivers fulfil their Certificate of Professional Competence (Driver CPC)Β regulatory requirements.
- Communicate with drivers about schedules, routes, and vehicle needs.
- Β Address driver concerns and resolve any issues that arise.
- Ensure all vehicles comply with regulations of GIZ and in Sierra Leone.

Oversee the IT unit in country and support to ensure timely resolution of user supportΒ requests and technical issues.
Implement and enforce IT data and information security policies to protect sensitive data andΒ information and ensure compliance.
Oversee the installation, configuration, and maintenance of IT infrastructure, includingΒ servers, networks, and hardware.

Required qualifications, competences, and experience.Β Β

βͺΒ BA/BSc in Logistics, supply chain management and/ or business administration and/Β or related field
