GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and  vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a  primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH)  specifically addressing teenage pregnancy. GOAL is also improving rural water supply, and urban WASH  focusing on faecal sludge management and promoting social inclusion, empowerment, and decent work  through systems-based Programme approaches and community-led social and behavioral change. GOAL  currently operates in Western Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba and Kenema  Districts, with funding from Irish Aid, Charity Water and DFID, and now the Community Foundation Ireland  for its new blue economy program that is focused on food security and livelihood improvement.

OVERALL OBJECTIVE:The overall responsibility is to ensure safe transport of all GOAL  authorized personnel and property, and to ensure the proper  handling, use, and upkeep of GOAL vehicles.

 

Key Duties and Responsibilities in Functional Fleet/Logistics Areas. 

RESPONSIBILITIES OF GOAL DRIVER (Details) 

➢ Transport personnel and goods to their required destination on schedule safely, whilst adhering to  national traffic regulations, and to GOAL-specific transport and vehicle policies/regulations.

➢ Perform daily shift checks on vehicle assigned to him/her and confirm its status by signing the Daily  Log sheet.

➢ Research and plan for traffic, construction and weather delays and use navigation applications to  determine the best route

➢ Maintain general cleanliness of the vehicle, engine, body interior, and undercarriage regularly.

➢ Complete the vehicle log sheet before and after every trip or stop made by the vehicle. Ensure that  the vehicle log sheets are completed accurately and correctly for fuel, mileage records and repair  record each time.

➢ Always Maintain absolute compliance with ALL traffic regulations: i.e. speed limits, road signs, etc.  Show consideration for pedestrians, and other users of the road. Maintain vigilance to all potential  traffic hazards, and adherence to all GOAL safety procedures and regulations.

➢ Ensure that there is always sufficient fuel in the vehicle and ensure that fuel runs are made at the  proper times mandated by the transport supervisor.

➢ Assume responsibility for the security of the vehicle, and all items inside the vehicle, while on duty

Report any deficiencies or problems with the vehicle as soon as possible to the transport supervisor 1. Maintenance:

➢ Observe the periodic maintenance schedule for the vehicle; inform the immediate line  manager in advance, when any maintenance or service is coming due.  

➢ Of any faults or problems are encountered, report them immediately to the line manager.

➢ When the vehicle is in the garage for repair and/or maintenance, observe and monitor all  repairs, and ensure that all work done on the vehicle is properly documented.

➢ Check to verify that all mechanical servicing conforms to GOAL service and maintenance  regulations, as per the GOAL Sierra Leone Logistics manual. 

  1. In the event of an accident, ensure that GOAL Sierra Leone rules and regulations are duly adhered  to. Immediately report the accident to the nearest GOAL office, and follow all instructions given by  that office. If witnessing any breaches of this regulation, report them immediately.
  2. Check that all relevant vehicle documentation is safely always stored in the vehicle: i.e., registration  papers, insurance certificate, accident report forms, daily logbook, and any other necessary  documents. Also ensure that the vehicle has an up to date first aid kit.

GOAL anticipates that in the performance of daily activities there will be some tasks requested of the  employee that are not stated in this job description. It is therefore an additional responsibility of the  employee to be flexible regarding its’ interpretation. 

Driver Rules

Accident report form

  • Upon daily inspection, it is the obligation of the driver to report any problems immediately to the  transport supervisor through a maintenance request form which will be signed by the transport  manager.
  • Drivers must also inspect the vehicle after any 50-50, 100, or long journey.
  • National speed limits must be adhered to strictly. Drivers must travel at speeds appropriate to the  road and weather conditions, and at which the vehicle can be safely controlled. Speed should not  exceed 40km/hour in town and 80km/hour outside of town. Driver will be issued with warning  letters and reprimanded if they exceed the speed limit.
  • Drivers must always maintain safe and courteous driving and ensure that all passengers use their  seat belts. All drivers are responsible for their vehicles, and they always represent GOAL when  driving a GOAL vehicle.
  • Anyone found to be under the influence of drugs or alcohol while driving will be dismissed  immediately.
  • Drivers must always respect the road signs and the zebra crossings.
  • Drivers must ensure that all communications equipment is turned on and in working order and that  they are knowledgeable in the use of such equipment. Drivers should never use any type of  communication device while the vehicle is moving.
  • Drivers must never leave the vehicle unattended, except in exceptional circumstances.
  •  Drivers must only start the vehicle moving in first gear, not in second gear. Do not rev the engine at  any time.
  • Drivers must use the hand brake when appropriate and not the clutch.
  • Drivers are responsible for ensuring that all vehicles are facing the exit to the compound.
  •  Drivers must ensure that the appropriate equipment is in the vehicle for the trip and liase with the  transport supervisor to ensure that their vehicle is properly equipped.
  • Drivers must wear GOAL visibility items when at work. If available a GOAL t-shirt is required, but at  a minimum driver’s should have a GOAL identification card.
  • Per the communications policy, if in the field, drivers must check in at 10:00 and 16:00 hours with  the transport supervisor. The first choice of communication is VHF or HF radios with the back-up  being mobile phones.
  • Drivers will receive a “lunch per diem” agreed in the contract/GOAL per diem scale for all 50-50 trips.
  •  Drivers are to receive a float of Le 50 for emergency repairs on the road. This float must be returned  to the Transport Officer if it is not used; if it is used, then the drivers must submit proper receipts for  the expenses incurred, plus any remaining balance change.
  • All drivers (according to normal GOAL HR policy) are required to provide their own transport to work.  This includes all shifts, day, night, and weekend – including those occasions on which the night driver  is requested to report to work directly at the office.
  • Drivers that are covering the night shift should not spend most of the day at the GOAL office, as they  need time to rest. Likewise, drivers that are off duty should not spend excessive extra time at the  residence, unless requested to do so by the transport officer.
  • Drivers must ensure that the driver’s phone is always with them and fully always charged and either  on CUG or a minimum of Two Hundred &Fifty Units (250).
  • When not driving the vehicle, drivers should assist the transport supervisor in refuelling or minor  maintenance.
  • Drivers must not repeat or discuss any GOAL business that may be discussed in their vehicle. As per  HR manual confidentially applies to drivers and desertion always is expected from the driver.
  •  Drivers should never carry any unauthorized passengers in GOAL vehicles. Unauthorized passengers  are passengers with No GOAL member of staff has approved of.
  • Drivers should not use a hose to wash the vehicle but rather a damp cloth.
  • Drivers must ensure that all service mileage is recorded and highlighted on the vehicle log sheet.  The Transport Officer is responsible for ensuring that the next mileage due for services is written on  paper and affixed to the dashboard of the vehicle.
  • All long trips and journeys must be authorized by the Transport Supervisor.

Accident Procedures 

In the event of an accident the following steps must be adhered to:

  • Report to the fleet team immediately
  • Seek medical attention as soon as possible, if anyone is injured
  • Drivers must not accept responsibility for any accident–the police will examine the accident site. Drivers must obtain:
  • Name and address of the third party
  • Type, model, plate number, etc. of the vehicle or vehicles involved
  • Insurance details of the third party, including name of insurance company, the branch and type  of insurance
  • Details of the damage to the third-party vehicle
  • Details of the road and weather conditions at the time of the accident
  • All accidents must be reported to the police before leaving the scene. The driver must obtain  the rank, name, number, and station of the police officers attending the scene.
  • The driver must inform the Transport Officer or Country Director of the accident immediately.  These two individuals will be responsible for contacting others.
  • The driver must complete the Vehicle Accident Report Form immediately on returning to the  office.

Safety Equipment  

  • To ensure that the GOAL Fleet and any other vehicles used by GOAL are road-worthy and safe.
  •  Track vehicle toolboxes and first aid kits to minimize loss and replenish as necessary
  •  To make sure that all safety and security procedures and measures as according to GOAL  manual are exercised and those which are specifically required for a certain location
  • Ensure that all vehicles have the following safety equipment in the event of an emergency or  breakdown.

2.) Site Operations Manager

GENERAL DESCRIPTION OF THE PROGRAMME 

GOAL SL has planned to operationalize two (2) transfer stations in Freetown with support from the FCDO  funding. This project is complex and involves operating these transfer stations as material Recovery facilities  (MRF’s) where the waste collected from several households by tricyclists, waste trucks are disposed at these  facilities for further processing. Since most of the household wastes collected are generally not sorted into  the different waste categories i.e. organics, plastics, infectious,

GOAL is undertaking a Faecal Sludge Management Project (‘FSMP’, with the support of Water share Ireland,  funded by the UK Department for International Development (DFID). This is a complex technical project  which involves development of a transformational step-change in how latrine sludges are managed in the  City of Freetown, Sierra Leone. This city of 1.2 million inhabitants has almost no public sewerage  infrastructure and relies for sanitation on local latrines.

The first step in any project to rehabilitate Kingtom landfill is to remove the sludge deposition by developing  a sludge management plant. The FSMP is the first step in developing a formalized arrangement, initially on  a pilot basis, to put in place a treatment process for the tankered sludge. The process requires the  construction, commissioning and taking into operation by Freetown City Council (‘FCC’) of a plant comprising  sludge reception, dewatering, treatment of filtrate runoff and pilot sludge stabilization (composting) for re use.

Overview of the role 

The main role of the Materials Recovery Facility (MRF) Site manager at the transfer station is to manage all  the operations at the transfer station. The Site Manager will be responsible for the general operations of the  site managing a team of labourers at the site. The site Manager will work with contractors, Engineers and technicians who may be required to give technical expertise at various levels of the operations especially  where infrastructural improvements are required or maintenance operations of the transfer station  equipment and infrastructure. The Site manager will work with the transporters who discharge the waste to  the transfer station, ensuring there is efficiency in waste discharging sequences, waste data collection and  management at the point of discharge and later during the value chain of the waste management process  at the site. The site manager is responsible for the volarization of the waste been recycled for other uses  ensuring minimal residues for final disposal land field site.

The Site Operations manager will work with the Urban WASH PM and the Assistant WASH & CC Coordinator  in developing Standard Operating procedures (SOP’s) to be adapted at the site. The SoP’s will be validated  by the Solid Waste Management (SWM) Team and enforced at the Transfer Stations (TS). The Site Operations  Manager will be well conversant with the technical issues of operations at solid Waste sites and ensure  equipment and tools required for the waste volarization are well installed, used as per existing SoP’s and  maintained as per the routine maintenance schedule. The equipment and Tools will be maintained to high  efficiency and conditions of operations to minimise down time

MAIN RESPONSIBILITIES 

  1. Coordinate monitor and supervise the treatment process of sludge at the Kingtom faecal sludge  facility which entitles the following specific actions/tasks 
  • Efficient and effective use of the transfer station limited space to optimize all operations  including the equipment used for the recycling.
  • Maintain high quality operations processes at the transfer station ensuring the standard  operations procedures are up to date and adhered to by the transfer station operations team.
  •  Monitor qualitative and quantitative data of all processes at the transfer station using the  digital applications as per GOAL’s guidelines/protocol on applications.
  • Technical oversite on the treatment process of solid waste right from discharge/unloading at  the TS, sorting, and other preprocesses before actual treatment of the Solid Waste. Make  clear decision on what can be volarized based on the guiding protocols and dispose the other  products as recommended by protocol.
  • Monitor quality of floc formation in the treatment process and take remedial decisions in  consultation with site operations manager in the event of inadequate process to avoid  environmental contamination from pollutants such as smoke and other gases
  • Process the Solid Waste delivery tricycles/trucks by taking preliminary processing data as per  the SoP’s data collection format and requirement.
  • Document every process of the treatment and record key data required as per the data  collection form

Support in Laboratory tests with the following specific tasks 

  • Support the required lab tests on the treated products from the solid waste to ensure quality  in Collection of samples corresponding tests from the Lab for the various treatment process  stages using recommended lab procedures as per SoP’s
  • Document Lab results and report to the site operations manager for further handling.

Work from Monday to Saturday from 8:30 am to 5:00 pm with a lunch break of 1 hour (1:00 pm – 2:00 pm)

• The site must have always at least 6 labourers during the working hours to ensure that the  site operates effectively with the efficiency designed.

  • When discussed with the site operations manager, labourers may work on sites as deemed  necessary should the need arise. The Site Operations manager shall be notified in writing  regarding this before consideration or rejection.

 

Any other duties requiring technical input/contribution as may be deemed fit and necessary as the need arises. 

  • Conduct on-site supervision of borehole construction in the assigned operational areas.  Strictly

Reporting and compliance  

  • Submit Weekly Summary reports to the Urban WASH PM.
  • Carry out any other duties and responsibilities as assigned by the Urban WASH Manager as  related to the treatment plant

Requirements (Person Specification) 

Essential

  • The candidate must have a minimum of technical Higher diploma/degree in Water /civil  Engineering/hydraulics and pumps or related field of study, or third level city and guilds  qualification.
  • Have a minimum of two years working with Solid Waste Management including treatment  systems and various technologies available.
  • Have a minimum of two years working on WASH programmes with an International NGO or  related training or experience.
  • Previous experience in Water/waste treatment of similar type or other types
  • Ability to Work independently following all the SoP’s set in the operational manual for the  plant.
  • Experience working with local labourers/communities who will be hired to evacuate the filled  Geobags during the project.

Desirable 

  • Ability to Manage labourers and workers effectively is an advantage.
  • Good English language skills
  • Basic computer skills with ability to use Microsoft Excel, Word, and email communications.
  •  Ability to speak to interact with the local labourers in the local English and give actionable  instructions.

General Description of the Programme 

GOAL is working with the stakeholders and is focusing on the support to DHMTs and Freetown City Council, Water directorate in  planning and management to improve reproductive health and WASH outcomes.

GOAL Sierra Leone is delivering programmes in 6 districts particularly in WASH, Adolescent sexual reproductive health, health system strengthening and inclusion. In Freetown and Kenema, GOAL implements WASH programming (FSM project utilising the  systems approach in Freetown funded under Gates Foundation & Irish Aid and rural WASH with a focus on sanitation marketing,  water points sustainability in Kenema funded under CW and IA).

In Freetown, Kenema, Kambia, Bombali, Koinadugu and Moyamba GOAL is implementing health system strengthening including  clinical mentorship pilot in Kenema funded by DFID and Irish Aid and an Inclusion Programme focusing on the promotion of decent  work through advocacy particularly on the situation of informal sector workers, anti-human trafficking and child labour in collaboration  with the World hope International and Sierra Leone Labour Congress funded by the European Union.

The Senior Procurement officer is responsible for ensuring all standard GOAL procurement policies and procedures are strictly  adhered to. The SPO will oversee all procurements for the GOAL program team in receiving and servicing their orders for  implementation. This involves liaising with departmental heads to ensure orders for goods, setting up and managing service contracts  are completed on-time in support of their respective program.

The Senior Procurement officer will work under the supervision of the Procurement Manager and will work in close cooperation  with program, finance, audit and logistics departments.

 

Main responsibilities :

➢ Responsible for procurement activities of GOAL adhering at all times to the organization’s purchasing rules. Ensure “value for  money” by considering price, quality, back-up service, availability etc. and maintenance of related computerized records.  ➢ Ensure all necessary documents such as Goods-in Docket, Delivery Docket, Store related documents, purchase requests as  well as any other documents & forms which are in use by GOAL are used and produced as indicated in purchasing manual and  procurement chart.

➢ Receive and review procurement requests in accordance with the program procurement plans and budgets. Enquire immediately  or return to the requester if the purchase requests are not clearly specified with budget details or need any further clarifications.

➢ In charge of all procurements related to Health, Wash and Inclusion program from order receiving to delivery/ completion of  procurement cycle.

➢ Maintain soft and hard copies of all tender analysis & procurement committee recommendations.

➢ Maintain & check on a weekly basis that the Order tracking System (OTS) is updated with the current status of each  procurement.

➢ Respond adequately and timely to audit queries.

➢ Maintain all copies of contract agreements, ensure the proper implementation of these contracts; notify and advice in writing next actions at least before two months of the expiry of any such contracts.

➢ Work closely with the store’s unit alerting them of the supply pipeline and issue copies of the POs for them to verify with the  vendor supplies

➢ Alert requestors on the projected lead time on their purchase requests and inform them when the goods requested are delivered for them to verify and confirm on the specifications.

➢ Share draft contracts with requestors for review and inform requestors when contracts have been signed off and conduct  contractor inception meetings with the requestor.

➢ Ensure that purchase requests from departments, program areas/projects are filed on the shared drive properly and classified  systematically.

➢ Check and verify all purchase & relevant documents are correct in accordance with GOAL procurement guidelines before the  final approval.

➢ Ensure that the payment request forms (PRFs) properly capture the Withholding (WHT), NHI and GST taxes.

➢ Follow up on aged invoices and ensure proper reconciliation with complete documentation.

➢ Ensure that necessary procurement documents are filed and are accessible when required. This includes filing and archiving on the procurement shared drive of all procurement files following the proper file naming protocol.

➢ Prepare bid analysis, follow up purchase orders, and participate in market surveys.

➢ Perform order related duties as assigned by the procurement manager

Compliance Issues 

➢ Familiarize self to GOAL Donor Compliance requirements and understand the terms and conditions of each donor and comply  with the same.

Mainstreaming Issues 

➢ The employee must read, understand, and implement, according to area of responsibility, GOAL’s policies, and procedures on  mainstreaming of Gender, HIV/AIDS, and Child Protection.

Safeguarding :

➢ Maintain safe working environment for all staff/beneficiaries.

➢ Ensure risk mitigation measures are in place and adhered to.

➢ Ensure staff/beneficiaries fully understand Safeguarding reporting procedures.

➢ Ensure Safeguarding measures are implemented within areas of responsibilities

➢ Ensure do-no-harm to children and vulnerable adult we meet.

➢ Follow-up, and address, Safeguarding issues appropriately.

Requirements (Person Specification) :

➢ Degree in Business Administration / Procurement and supply management or related field.

➢ 5 years’ experience working with INGOs in procurement management for humanitarian programs

➢ Familiar with donor guidelines; USAID/OFDA, DFID, EU, IA, etc.

➢ Management and team building skills.

➢ Attention to details

➢ High integrity and transparency on procurement procedures

➢ Able to work with minimum supervision

➢ Good computer skills, including familiarity with Microsoft Word and Excel and excellent database management skills Essential 

➢ Self-initiative and able to follow through on tasks from inception to completion

➢ Computer literate with proficiency in Microsoft Excel ,Word and Power Point

➢ Fluent in written and spoken English and Krio

Desirable 

➢ Excellent inter-personal skills with people from different backgrounds, businesses, and education levels

➢ General understanding and ability to recognize quality, durability, and value

➢ Well versed in process and procedure adherence to ensure procurement compliance.
