Summary of Responsibilities:Β
The GESI Officer is responsible for ensuring that GOAL Sierra Leone Programmes and projects address the differential needs andΒ capacities of women, men, boys and girls as well as tackling discrimination and addressing issues of social exclusion on the basisΒ of disability, age, HIV-status, or other such characteristics. The role is designed to support the Safeguarding & SBCC coordinatorΒ (GESI focal Point for GOAL SL) in delivering the GOAL SL programme and project activities in ways that are at least gender-sensitiveΒ and, ideally, gender transformative as well as promoting the inclusivity agenda.
The GESI Officer will support technical program staff to integrate gender and inclusion of marginalized groups throughout projectΒ implementation. The GESI Officer will work with the previously developed Gender and Inclusive Development Action plan. The GESIΒ officer will assists other staff members to assess where gender gaps exist, define the different risks and vulnerabilities of men,Β women, and other vulnerable groups; and implement specific approaches and strategies to mitigate social discrimination in theΒ programmes and projects of GOAL SL.
GOAL SL closely works with Global advisors based in HQ. The GESI officer will be supported technically by the global GESI AdvisorΒ as well as other relevant advisors like the SBCC advisor. The selected candidate will work closely with the GOAL Sierra Leone Assistant WASH and CC Coordinator, FCC team, SLRA team, SLRSA team, Sierra Leone Police, and various other stakeholders toΒ implement the project objectives.
Key Responsibilities:
- Based on the strategic guidance and leadership from the S&SBCC Coordinator, Providing support to ensure that all projectΒ activities consider gender and related power dynamics, and that the projects maximise opportunities to empower women andΒ other marginalized or socially excluded groups;
- Collaborate with monitoring, evaluation, and learning staff and program staff to ensure monitoring systems appropriately captureΒ GESI outcomes, monitor potential unintended consequences, and assist program staff and partners to take corrective action,Β as needed;
- Ensure that GESI activities are planned and implemented in a gender sensitive and inclusive manner and that all implementingΒ partners are sensitized and trained in gender and social inclusion;
- Support the identification and selection of beneficiaries of the project, ensuring that the most vulnerable people, including socially, economically and politically excluded women are benefiting from the project activities;
- Support M&E and Learning Officer and other project staff in the development of monitoring and evaluation systems and toolsΒ (including baseline and end line tools) to ensure that appropriate indicators that measure gender related dynamics, socialΒ inclusion and womenβs empowerment are used by staff and partners;
- Using relevant approaches like the rights based approach, ensure that all project beneficiaries receive key messages andΒ information on their rights, especially with relation to GOALβs code of conduct, procedures and policies on gender based violence.
- The GESI officer will collaborate at all times with the M&E staff to ensure that all information captured is sex-disaggregated andΒ that monitoring is done taking gender differentials into account;
- Developing and nurturing excellent relations with key government and CSO stakeholders at district level in relation to promotionΒ of gender equality and social inclusion;
- Ensure the quality of activities aimed at supporting gender and social inclusion are executed in accordance with acceptableΒ quality standards;
- Document experience and impact in relation to gender equity, womenβs empowerment and social inclusion with particularΒ attention to documenting lessons learnt, what works, what needs to improve and the evidence of change;
- Undertake capacity development activities in the area of GESI for project beneficiaries especially those involved in livelihoodΒ actions /Micro entrepreneurs (MEs), associations and Business Service Providers;
- Promote sharing of knowledge and experience, and actively works towards continued personal learning and development;
- Participate in development of detailed project implementation plans and related budgets to ensure gender is taken intoΒ consideration throughout the project life-cycle;
- Under the management of the Safeguarding and SBCC Coordinator, lead activities identified in Gender and InclusiveΒ Development Action
- Support staff to effectively integrate a gender equality and social inclusion framework within programme and project activities,Β budgeting, communications, and M & E;
- Support other project staff, stakeholders, and partners to streamline GESI considerations in all project activities in collaborationΒ with Community Mobilization & SBCC officers and others;
- Contribute to gender integration into all training materials, public awareness, and outreach strategies, project communications,Β and other key activities;
- Contribute to work plans, success stories, progress reports, research evaluation panels and reports, communications materials,Β and event planning and facilitation;

Qualifications and Experience:Β

- The candidate must have at least a graduate qualification in a Gender Studies, Social work, anthropology or anyother relevant social science field.

- 0-2 years of experience in mainstreaming gender and social inclusion
- Experience in integrating GESI in the programme cycle
- An understanding of gender and social inclusion in the development discourse
- Ability to learn quickly and adapt

General Description of the Programme/GOALΒ
GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs ofΒ the most vulnerable communities.Β OAL has been working in Sierra Leone since 1999; and have offices in Freetown,Β Bombali, Port Loko, Kambia and Kenema District. GOAL has over 15 yearsβ experience designing and implementingΒ system strengthening and community-based programmes across Sierra Leone including health; water, sanitation andΒ hygiene (WASH); and child protection and we are rapidly scaling-up within and across these sectors.

Job PurposeΒ
- To inform and advise senior management in the field and National Head Office on safety and security relatedΒ issues and ensure that they are kept informed of all security developments and are in a position to takeΒ appropriate action when required.
- To ensure that appropriate systems and procedures are in place to maximize the safety and security of allΒ GOAL staff in the Sierra Leone and that these systems and procedures are adhered to at all times. ThisΒ includes the maintenance & updating of SSEPβs & SOPβs.
- To work with programme managers at all levels to ensure that safety and security is mainstreamed into allΒ areas of planning and operations.
- To carryout regular field visits / assessments.

Reporting LinesΒ
The position holder will ultimately report to the Country Director; however, a dotted line will be maintained inΒ reporting security & safety matters to the Global Safety & Access Department. Further the SO will work to theΒ Regional Safety & Access Advisor / Global Safety & Access Advisor in conjunction with the CD on technical securityΒ matters and will keep them abreast of major security incidents or developments.
Duties and responsibilitiesΒ
Coordination:Β
- Attend safety/access coordination meetings and report back to the CD on relevant information.
- Develop contacts and information gathering systems amongst UN, NGOs, INGOβs, governmentΒ agencies and embassies and share security information with them on a regular basis. (Networking)
- This role will also involve regular field visits, these will enable security audits/ reviews to takeΒ place and security & safety training to be completed.

Security documentation:Β
- Produce written security reports for the Country Director that review any incidents in GOAL sites, summarize relevant external Sitrep, and analyze security/social/political/economic informationΒ from the wide range of information sources available that may impact the operation of GOALβsΒ programmes inSL.
- Ensure that all incidents are reported, analyzed and actions taken where necessary. ImplementΒ incident tracking system.
- Maintain an Emergency Contact database with up-to-date information for all staff.
- Β Ensure that the Country and Field Safety Security and Evacuation Plans (SSEP) and relevantΒ Annexes are reviewed and updated on a regular basis. (Every 3 months)
- In association with the Country team ensure that all Standard Operating Procedures (SOPs)Β relating to safety and access are reviewed and updated on a regular basis. (Every 6 months)
- With the Country team develop contingency plans, ensuring that staff understand their roles inΒ an emergency and that GOAL has the resources to carry out the contingency plans.
- Keep current and provide all staff with Constant Companion Cards, ensuring that the contactΒ information on the card is up to date.
- Ensure that all GOAL staff have valid GOAL Identification and that staff leaving GOAL hand in theirΒ ID as part of the clearance process.
- Provide continuation training to Area Office & Field staff.
- Liaise with external security actors to ensure the safety and security of GOAL staff and property.
- Carryout Security / Risk assessments for new projects (all assessments should be reviewed everyΒ 6 months).
- Provide Liaison with any contract security services, monthly meetings should be held, and anyΒ equipment (panic alarms, vehicle trackers etc) should be monitored & tested.

β’Β Responsible for maintaining Leone cash held in Kenema Office safe

β’Β Completion, recording and filing of Payment Requisition Forms with supporting documentationΒ for all cash and bank transactions in accordance with GOAL SL financial procedures manual.
