General Description of GOALās Work in Sierra LeoneĀ
GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty andĀ vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primaryĀ focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) specificallyĀ addressing teenage pregnancy. GOAL is also improving rural water supply, and urban WASH focusing onĀ faecal sludge management and promoting social inclusion, empowerment, and decent work throughĀ systems-based Programme approaches and community-led social and behavioral change. GOAL currentlyĀ operates in Western Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba and Kenema Districts,Ā with funding from Irish Aid, Charity Water and DFID, and now the Community Foundation Ireland for its newĀ blue economy program that is focused on food security and livelihood improvement.
On this note, GOAL Sierra Leone would like to invite well experienced and professionalĀ applicants for the undermentioned position:Ā

| OVERALL OBJECTIVE: | The overall responsibility is to ensure safe transport of all GOAL authorizedĀ personnel and property, and to ensure the proper handling, use, and upkeepĀ of GOAL vehicles. |
Key Duties and Responsibilities in Functional Fleet/Logistics Areas.Ā
RESPONSIBILITIES OF GOAL DRIVER (Details)Ā
ā¢Ā Transport personnel and goods to their required destination on schedule safely, whilst adhering toĀ national traffic regulations, and to GOAL-specific transport and vehicle policies/regulations.
ā¢Ā Perform daily shift checks on vehicle assigned to him/her and confirm its status by signing the DailyĀ Log sheet.
ā¢Ā Research and plan for traffic, construction and weather delays and use navigation applications toĀ determine the best route
ā¢Ā Maintain general cleanliness of the vehicle, engine, body interior, and undercarriage regularly.
ā¢Ā Complete the vehicle log sheet before and after every trip or stop made by the vehicle. Ensure thatĀ the vehicle log sheets are completed accurately and correctly for fuel, mileage records and repairĀ record each time.
ā¢Ā Always Maintain absolute compliance with ALL traffic regulations: i.e. speed limits, road signs, etc.Ā Show consideration for pedestrians, and other users of the road. Maintain vigilance to all potentialĀ traffic hazards, and adherence to all GOAL safety procedures and regulations.
ā¢Ā Ensure that there is always sufficient fuel in the vehicle and ensure that fuel runs are made at theĀ proper times mandated by the transport supervisor.
ā¢Ā Assume responsibility for the security of the vehicle, and all items inside the vehicle, while on duty
Report any deficiencies or problems with the vehicle as soon as possible to the transport supervisor 1. Maintenance:
ā¢Ā Observe the periodic maintenance schedule for the vehicle; inform the immediate lineĀ manager in advance, when any maintenance or service is coming due.Ā Ā
ā¢Ā Of any faults or problems are encountered, report them immediately to the lineĀ manager.

ā¢Ā When the vehicle is in the garage for repair and/or maintenance, observe and monitorĀ all repairs, and ensure that all work done on the vehicle is properly documented.
ā¢Ā Check to verify that all mechanical servicing conforms to GOAL service andĀ maintenance regulations, as per the GOAL Sierra Leone Logistics manual.Ā
- In the event of an accident, ensure that GOAL Sierra Leone rules and regulations are duly adhered to.Ā Immediately report the accident to the nearest GOAL office, and follow all instructions given by thatĀ office. If witnessing any breaches of this regulation, report them immediately.
- Check that all relevant vehicle documentation is safely always stored in the vehicle: i.e., registrationĀ papers, insurance certificate, accident report forms, daily logbook, and any other necessaryĀ documents. Also ensure that the vehicle has an up to date first aid kit.
GOAL anticipates that in the performance of daily activities there will be some tasks requested of theĀ employee that are not stated in this job description. It is therefore an additional responsibility of theĀ employee to be flexible regarding itsā interpretation.Ā
Driver RulesĀ
Reporting Requirements to Line Manager
Each Day: Daily log sheet checks from previous day
Every Monday: Shift vehicle checks from previous week
As Needed: Maintenance request form
Accident report form
ā¢Ā Upon daily inspection, it is the obligation of the driver to report any problems immediately to theĀ transport supervisor through a maintenance request form which will be signed by the transportĀ manager.
ā¢Ā Drivers must also inspect the vehicle after any 50-50, 100, or long journey.
ā¢Ā National speed limits must be adhered to strictly. Drivers must travel at speeds appropriate to theĀ road and weather conditions, and at which the vehicle can be safely controlled. Speed should notĀ exceed 40km/hour in town and 80km/hour outside of town. Driver will be issued with warning lettersĀ and reprimanded if they exceed the speed limit.
ā¢Ā Drivers must always maintain safe and courteous driving and ensure that all passengers use their seatĀ belts. All drivers are responsible for their vehicles, and they always represent GOAL when driving aĀ GOAL vehicle.
ā¢Ā Anyone found to be under the influence of drugs or alcohol while driving will be dismissedĀ immediately.
ā¢Ā Drivers must always respect the road signs and the zebra crossings.
ā¢Ā Drivers must ensure that all communications equipment is turned on and in working order and thatĀ they are knowledgeable in the use of such equipment. Drivers should never use any type ofĀ communication device while the vehicle is moving.
ā¢Ā Drivers must never leave the vehicle unattended, except in exceptional circumstances.
ā¢Ā Drivers must only start the vehicle moving in first gear,Ā notĀ in second gear. Do not rev the engine atĀ any time.
ā¢Ā Drivers must use the hand brake when appropriate and not the clutch.
ā¢Ā Drivers are responsible for ensuring that all vehicles are facing the exit to the compound.
ā¢Ā Drivers must ensure that the appropriate equipment is in the vehicle for the trip and liase with theĀ transport supervisor to ensure that their vehicle is properly equipped.
ā¢Ā Drivers must wear GOAL visibility items when at work. If available a GOAL t-shirt is required, but at aĀ minimum driverās should have a GOAL identification card.

ā¢Ā Per the communications policy, if in the field, drivers must check in at 10:00 and 16:00 hours with theĀ transport supervisor. The first choice of communication is VHF or HF radios with the back-up beingĀ mobile phones.
ā¢Ā Drivers will receive a ālunch per diemā agreed in the contract/GOAL per diem scale for all 50-50 trips.
ā¢Ā Drivers are to receive a float of Le 50 for emergency repairs on the road. This float must be returnedĀ to the Transport Officer if it isĀ notĀ used; if it is used, then the drivers must submit proper receipts forĀ the expenses incurred, plus any remaining balance change.
ā¢Ā All drivers (according to normal GOAL HR policy) are required to provide their own transport to work.Ā This includes all shifts, day, night, and weekend ā including those occasions on which the night driverĀ is requested to report to work directly at the office.
ā¢Ā Drivers that are covering the night shift should not spend most of the day at the GOAL office, as theyĀ need time to rest. Likewise, drivers that are off duty should not spend excessive extra time at theĀ residence, unless requested to do so by the transport officer.
ā¢Ā Drivers must ensure that the driverās phone is always with them and fully always charged and eitherĀ on CUG or a minimum of Two Hundred &Fifty Units (250).
ā¢Ā When not driving the vehicle, drivers should assist the transport supervisor in refuelling or minorĀ maintenance.
ā¢Ā Drivers must not repeat or discuss any GOAL business that may be discussed in their vehicle. As perĀ HR manual confidentially applies to drivers and desertion always is expected from the driver.
ā¢Ā Drivers should never carry any unauthorized passengers in GOAL vehicles. Unauthorized passengersĀ are passengers with No GOAL member of staff has approved of.
ā¢Ā Drivers should not use a hose to wash the vehicle but rather a damp cloth.
ā¢Ā Drivers must ensure that all service mileage is recorded and highlighted on the vehicle log sheet. TheĀ Transport Officer is responsible for ensuring that the next mileage due for services is written on paperĀ and affixed to the dashboard of the vehicle.
ā¢Ā All long trips and journeys must be authorized by the Transport Supervisor.
Accident ProceduresĀ
In the event of an accident the following steps must be adhered to:
- Report to the fleet team immediately
- Seek medical attention as soon as possible, if anyone is injured
- Drivers must not accept responsibility for any accidentāthe police will examine the accident site. Drivers must obtain:
ā¢Ā Name and address of the third party
ā¢Ā Type, model, plate number, etc. of the vehicle or vehicles involved
ā¢Ā Insurance details of the third party, including name of insurance company, the branch and type ofĀ insurance
ā¢Ā Details of the damage to the third-party vehicle
ā¢Ā Details of the road and weather conditions at the time of the accident
ā¢Ā All accidents must be reported to the police before leaving the scene. The driver must obtain the rank,Ā name, number, and station of the police officers attending the scene.
ā¢Ā The driver must inform the Transport Officer or Country Director of the accident immediately. TheseĀ two individuals will be responsible for contacting others.
ā¢Ā The driver must complete the Vehicle Accident Report Form immediately on returning to the office.Ā Ā Safety EquipmentĀ Ā
- To ensure that the GOAL Fleet and any other vehicles used by GOAL are road-worthy and safe.
- Track vehicle toolboxes and first aid kits to minimize loss and replenish as necessary
- To make sure that all safety and security procedures and measures as according to GOAL manual areĀ exercised and those which are specifically required for a certain location
- Ensure that all vehicles have the following safety equipment in the event of an emergency or breakdown.
