Save the Children Sierra Leone is looking for a dynamic and versatile consultant or a consulting firm/team to conduct livelihood profiles of selected coastal communities using the Household Economy Approach (HEA), and to identify opportunities for enhancing the climate resilience of existing livelihoods and for developing alternative livelihoods that are sustainable, market-linked, and compatible with mangrove conservation and other ecosystem-based adaptation strategies.

 

Objective

The overall objective of this consultancy is to conduct livelihood profiles of selected coastal communities using the Household Economy Approach (HEA), and to identify opportunities for enhancing the climate resilience of existing livelihoods and for developing alternative livelihoods that are sustainable, market-linked, and compatible with mangrove conservation and other ecosystem-based adaptation strategies.

 

The specific objectives of this consultancy are to:

  • The assessment will target 75 coastal communities across Kambia, Port Loko, Moyamba, Bonthe, and Pujehun districts.
  • These communities are situated within coastal livelihood zones that are primarily characterized by fishing, agriculture, and mixed livelihood systems. Three livelihoods’ zones will be targeted:
  • The coastal food crop zone (Pujehun, Moyamba and Bonthe Districts)
  • Rice and Bowl zone (Pujehun and Kambia Districts)
  • Cash crops, food crops and trade (Pujehun)
  • The data collection must include at least 50% respondents as women and girls, and at least 30% youth respondents (both sexes).
  • SLCRP Project Management Unit (PMU).
  • Community-Based Organizations, local authorities, and traditional leaders.
  • Private sector and market actors, to align with Output 2.2
  • Review existing information
  • Gather and analyze secondary data on coastal livelihoods, household income sources, and vulnerability to climate change.
  • Review relevant project documents, including Output 2.2 market assessment and Component 3 mangrove livelihood strategies.

REQUEST FOR NATIONAL AND DISTRICT OR SIGN LANGUAGE INTERPRETERS FOR THE SIERRA LEONE COASTAL RESILIENCE PROJECT

BACKGROUND:

The Sierra Leone Coastal Resilience Project (SLCRP), supported by the Green Climate Fund (GCF) is implemented by Save the Children International and Environmental Protection Agency as executing entities and Concern Worldwide, KADDRO, Conservation Society of Sierra Leone, Environmental Foundations as implementing partners. It is a five (5) years project committed to enhancing the resilience of vulnerable coastal communities through inclusive climate adaptation and ecosystem-based solutions. Key to this commitment is deliberate strategy of using Gender Equality and Social Inclusion (GESI) lens, ensuring equal representation, including persons with disabilities.

As part of our inclusive programming approach, the SLCRP acknowledges the barriers that hinder inclusive participation of persons with disabilities especially people with hearing impairments or non-verbal in community consultations, awareness sessions, trainings, and other project-related activities. Recognizing the unique challenges faced by these individuals, the project is seeking the service of a sign language interpreter at district level. This is a practical mechanism to promote accessible and equitable participation.

This Terms of Reference outlines the scope of engagement for selected national and district based sign language Interpreters, their responsibilities, and the terms of facilitation to support SLCRP’s implementation in the implementation districts i.e Pujehun, Bonthe and Moyamba including the national office, Freetown.

 

PURPOSE AND JUSTIFICATION OF REQUEST

The purpose of engaging Sign Language Interpreters is to ensure that persons with hearing or speech impairments are meaningfully included in SLCRP activities at national, district and community levels. This engagement is not a formal employment but a facilitative support measure to promote social inclusion and equitable participation in project planning, implementation and MEAL processes.

The exclusion of persons with disabilities directly undermines their rights and limits the effectiveness and equity of project outcomes. As part of SLCRP’s GESI strategy, this initiative will:

  • Ensure non-discrimination and equal access to information and participation for all, regardless of ability.
  • Build community trust and ownership through inclusive communication.
  • Contribute to the accountability and transparency of SLCRP activities by ensuring all voices are heard and documented.
  • Align with national and international frameworks promoting the rights of persons with disabilities, including the UN Convention on the Rights of Persons with Disabilities (CRPD).

 

SCOPE OF WORK AND RESPONSIBILITIES

Community Sign Language Interpreters will be called upon as needed to support the following:

  • Interpret discussions during meetings, stakeholder dialogues, trainings, and consultations.
  • Facilitate two-way communication between project teams and community members with hearing or speech impairments.
  • Work closely with SLCRP staff and community structures to identify persons who may need interpretation services.
  • Maintain confidentiality, neutrality, and professional conduct during interpretation.
  • Assist in creating a welcoming and respectful environment for persons with disabilities.
  • Provide feedback to the project team on challenges or improvements to strengthen inclusive communication.

 

WHEN: The process of engaging the service providers is expected to be completed by the 30th of September 2025

 

ENGAGEMENT MODALITY 

This will be a non-contractual, voluntary support arrangement.

  • Interpreters will be engaged on an as-needed basis depending on the availability of activities requiring their service.
  • They will not be paid a monthly salary.
  • Upon engagement, interpreters will be provided with:
  • A transport refund to and from the venue of the activity.
  •  A modest facilitation fee for their time and effort.
  • Meals and refreshments as provided to other participants (where applicable).
  • All payments will be processed in line with SCIs financial procedures.

 

NUMBER OF SIGN LANGUAGE INTERPRETERS REQUIRED:

To ensure effectiveness of service required, the project is requesting two (one male and one female) sign language interpreters per districts and at national level.

 

SELECTION CRITERIA

Prospective Sign Language Interpreters should meet the following criteria:

  • Be a resident of the project intervention area.
  • Have basic to intermediate proficiency in local sign language used by persons in the area.
  • Demonstrate strong ethical conduct, neutrality, and confidentiality.
  • Be trusted and accepted by community members, including persons with disabilities.
  • Be available upon request and willing to travel within their locality.
  • Has a clean record of criminal activities meeting SCIs standards

Preference will be given to women, caregivers of persons with hearing impairment and individuals with a disability background, to further promote inclusive representation.

 

MONITORING

The interpreters will work under the supervision of the Project Managers and GESI Specialist of SLCRP. They will coordinate closely with:

  • Stakeholders
  • Community Adaptation Committees (CACs)
  • Mangrove Steering Committee
  • School Clubs
  • Youth Groups
  • Other relevant community working groups and project staff

 

DURATION

The engagement is open-ended for the duration of the SLCRP implementation period in the respective districts although service providers will be assessed bi-annually (subject to need and performance). The actual frequency and duration of service provision will depend on activity schedules.

 

SAFEGUARDING AND ETHICS

All interpreters must adhere to safeguarding procedures when working with community members. Any form of exploitation, discrimination, or breach of trust will result in immediate termination of engagement.

 

CONCLUSION

By facilitating the inclusion of Sign Language Interpreters at the community level, the SLCRP reaffirms its commitment to equity, participation, and dignity for all, especially the most marginalized. This initiative is a vital step in creating an environment where every voice can contribute to building resilience, regardless of ability or communication barriers.

CHILD SAFEGUARDING:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

Save the Children Sierra Leone country programming “Strengthening Adolescent girls' sexual and reproductive health project” is a 6 years' project funded by the Global Affairs Canada in Sierra Leone, Mali and Niger to ultimately increase decision-making by in-school and out-of-school adolescent girls on their SRH and rights and the use of SRH services.

The Community Project Officers are responsible for the day-to-day direct implementation for the out of school adolescents' girls' components of the project within targeted communities in Kailahun district. S/he will be responsible for establishing and developing informal adolescent girls' groups, outside of the school setting; Women Action Groups (WAGS). The Community Project Officers will be responsible for the on-the-ground facilitation of the Adolescent girl's group and the women action groups (WAGs). She/he will be involved in community mobilization, sensitization and advocacy programmes, and interface with traditional institutions, religious leaders, community leaders, and local government authorities towards ensuring quality implementation of all Foundation components at the community levels. CPOs would be expected to work closely with all other staff and partners in the project, and with all other SCI departments and programmes.

SCOPE OF ROLE:

Reports to: Senior Project Manager

Partnership Management: Joint monitoring/ support to the community Health and protection service providers and local partners

Budget Responsibilities: None

KEY AREAS OF ACCOUNTABILITY:

Project Coordination

    •  Coordinate and work on the start-up and implementation of the girls-only and Women Action groups and activities, ensuring groups are formed in a safe, comfortable, and confidential manner and environment
    •  Work directly with groups and communities across all aspects of programming, including:

 

 

  •  Capacity building - training, workshops and mentoring
  •  Community engagement and mobilization
  •  Awareness raising and behaviour change
  •  Work with adolescent girls and women
  •  Psychosocial support and well-being
  •  Economic empowerment
  •  Women and girls' leadership, voice and solidarity building
  •  Work with implementing partners PPASL and Ndomakeh including Rainbo Centre, Family Support Units/One stop Center and the Ministry of Health's Peripheral Health Units etc.
  •  Collaborate with child protection service providers including the family support unit of the police force, Legal Aids board, District chapter of NSRTP and the child protection committee in the community to identify and response to SGBV cases.
  •  Support continuous quality improvement of adolescent sexual reproductive health and protection services.
  •  Ensure implementation of Foundation's activities in line with the National Adolescent Sexual and reproductive Health policies
  •  Develop and adapt all relevant ASRH IEC materials with support from SCI Advocacy team and project partners for publications and dissemination to stakeholders.
  •  Support the facilitators in the delivery of SRH section of safe space curriculum/ girl shine curriculum etc.
  •  Participate in internal and external technical meetings/working groups to contribute to learning on ASRH intervention outcomes in the districts of operation.

Budget and Financial Management

    •  With directives from Senior Project Manager develop activity budget and concept notes for implementation
    •  Ensure familiarity with all SCI and donor regulations and compliance requirements for spend and retirement

 

 

  •  Ensuring that all available resources i.e. safeguarding risk assessments are completed; and that all procurement/ logistical needs are planned well in advance.

MEAL: Monitoring, Evaluation, Accountability and Learning

  •  Work with the MEAL team and project team to adapt MEAL package, with data collection and reporting tools on SRH services
  •  Ensure that monitoring and evaluation, and documentation of ASRH interventions and activities are carried out and reported to on a timely basis
  •  Ensure that all project/programme reports, and other documents are completed in a timely manner, and in line with reporting requirements and SC/donor guidelines.
  •  Help coordinate all programme review meetings, lessons learned activities, and other monitoring and review/evaluation activities as relevant.

Other Duties

  •  Prepare and submit regular weekly/monthly plans and reports of activities.
  •  Participate in and represent Save the Children in external events/meetings as requested.
  •  Undertake any training required to meet the objectives of the post or as relevant to SCI.
  •  Ensure all project activities are implemented in line with safe programming procedures/protocols.

  •  Experience leading the development and delivery of trainings, coaching and supervision of healthcare workforce.
  •  Advanced training/experience in Adolescent sexual health and community development programming
  •  Strong computer skills (i.e. Word Excel, Outlook).
