Job Purpose:About the Program:

Concern Worldwide is recruiting District based project officers for the Saving Lives 3 program in Sierra Leone based in Western Area Urban, and Kambia. The project officers will work under the oversight of the Programme Manager-Health & Nutrition in the respective districts. This position is contingent on funding.

Main duties & 

Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the Programme Manager

Project specific; 

Oversee and ensure quality of activities and outcomes for the gender equality, inclusion and nutrition activities under Saving Lives phase 3

Increased access to quality Health services 

  • Facilitate trainings and workshops in areas of responsibility ensuring all paperwork are properly filled and procedures followed (such as attendance list, payment receipt etc.);
  • Support other project officers in quality health service activities where needed/appropriate;
  • Coordinate with local partner where needed on activities.
  • Facilitate with CHC colleagues regular cooking demonstrations to improve household dietary diversity.
  • Support the roll out of activities relating to nutrition behaviours including rolling-out of training modules on nutrition through community animators; promoting community vegetable gardens; supporting participatory nutrition message creation and dissemination through different channels including media, drama, community structures, e.g. CHW, mother and father’s groups, Influential Women etc;

 

Programme Cycle Management:  

  • Oversee, manage and ensure quality implementation of activities and achievement of Saving Lives Project 3 outcomes coordinating with district counterparts in DHMTs as well as community stakeholders
  • Prepare regular narrative reports on project activities and submit to Programme Manager-Health & Nutrition
  • Ensure all aspects of project activities under their responsibility adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner;
  • Ensure that the project activities under their responsibility are accurately reflected in the integrated MEAL system, identifying activities to be monitored and data to be collected;
  • highlight areas of the adaptation of District context;
  • Contribute to the designing and delivery of training models, learning processes, resources, materials and workshops in your technical area of expertise;
  • Participate as active participant in relevant project training of trainers;
  • Ensure identification of and documentation of good practices (with PDQ unit);
  • Build and maintain effective professional relationships with community leaders, Chiefdom, District stakeholders, project animators and implementing partners to aid successful programming;
  • Participate in project planning and review meetings with staff, partners and stakeholders and ensure that key recommendations and learning are incorporated into day to day project implementation;
  • Submit weekly work plans aligned with the overall programme implementation plan and monthly reports to Programme Manager-Health & Nutrition;
  • Contribute to the development of monthly, quarterly and annual reports;
  • Preparation of documentation (ToR, SRs, training curriculum, budget, float request, transport request…) for a programmatic and logistical preparation to implement agreed field activities – trainings, workshops, coaching and monitoring visits;
  • Participate and support project inception activities in district

To be added for non-managers:

  • All staff are required to participate and contribute as necessary towards Concern’s emergency response as and when required.
Person specification:
  • University degree in relevant area; Nutrition, Health (CHO, Midwife, SECHN), gender, community development, human rights, social studies, or accepted equivalent professional experience;
  • Minimum of 4 years’ experience working in project implementation ideally integrated nutrition projects and/or gender empowerment and transformation;
  • Minimum 3 year working with NGOs or CSOs;
  • Field experience in community based projects working directly with communities, partners and government officials;
  • Strengths in community mobilization, fostering multi-stakeholder networks and platforms and knowledge of participatory approaches.

Special Skills, Aptitude or Personality Requirements: 

  • Excellent interpersonal and communication skills including report writing;
  • Initiative and ability to work with minimal supervision; ability to work both as part of a team & independently;
  • Enthusiastic, energetic and motivated;
  • Ability to motivate and inspire others;
  • Ability to work as part of a team for shared results and learning;
  • Strong analytical skills;
  • Excellent supervision skills;
  • Good MS Office skills (Word, Excel);
  • Experience in working with district sector offices (such as gender WASH, Nutrition, health…), local NGOs and INGOs;
  • Strong spoken skills in Temne and Krio;
