Concern Worldwide is a nongovernmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern Worldwide’s integrated programming approach aims to tackle all dimensions of poverty, focusing on the overlapping areas of health, education and livelihoods while maintaining our response to emergencies. Concern fully integrates equality in all its work, with emphasis on a gender transformative approach. Concern Worldwide has been operational in Sierra Leone since 1996. We currently operates in the Districts of Western Area Urban (Freetown), Western Area Rural, Tonkolili and Port Loko, Kambia, as well as remotely in Koinadugu, Falaba, Bombali and Karene.

Job Title: Human Resource Officer

External:   Relevant Local Government Departments; other NGO’s; Agencies

Location: Freetown with travel to the province as maybe needed
Contract Details: One (1) year contract with possibility of extension
Job Purpose:
  • The main purpose of the position is to contribute to country strategy and ensure support to all programs. The purpose is associated with supports strong human resource development systems, developing, reviewing policies, and appraising their effectiveness and adherence.
  • Assist in providing comprehensive Human Resources support to all departments as requested by the HR Coordinator or the Operations Director:
Main duties &  

Responsibilities:

Human Resources Management 

  • Assist in the management of all Contracts for permanent staff, temporal staff and service providers and ensure these are renewed/updated and meet Concern World Wide minimum standards.
  • Assist in the recruitment process of staff this includes drafting job advertisements, coordinating the interview process and follow-up on references.
  • Assist the Human Resources Coordinator in the preparation of monthly payroll process.
  • Ensure all national staff (all the offices) have registered with NASSIT and regularly follow up with NASSIT

Capacity Building:   

  • Assist in the coordination of induction schedule and process including online insuctions.
  • Assist in the development and process of staff development plans, this includes follow-up of staff training needs. Follow up on trainings for staff on the Learn 365
  •  Ensure health & safety standards in the office are met and in line with minimum standards.

People Management: 

  • Assist in updating the Organization’s Policies & Procedures when required and with assistance from the Human Resources Coordinator and the Operations Director ensure that all staff are aware of the policies of the Organisation.
  • Assist the Human Resources Coordinator in ensuring that all staff receives appraisals from their Line Managers as scheduled.
  • Provide support to the Field Human Resource/Admin Officers.
  • Maintenance of personnel files for employees and other employment related documentation in an orderly manner.
  • Ensure high level of confidentiality regarding personnel data and ensure that all employee information are filed and kept in a secure place.
  • Monitoring and maintaining the staff register and attendance.
  • Follow up the leave tracker and
  • Prepare and submit monthly reports on staff information – attendance, holidays, sickness records and other relevant documentation to the Human Resources Coordinator.
  • Preparing and amending documents including letters, reports etc and typing and drafting own simple documents using Microsoft Office Applications.
  • Attend meetings as requested and take minutes as required and support in the submission of reports. 

Representation: 

  • Ensure coordination with the relevant government authorities (Ministry of Labor, NRA, NASSIT) in relation to Concern World Wide’s operations in Sierra Leone and assist in the facilitation of registration process of the Organization.

Person specification:
  • Education, Qualifications & Experience Required

Qualifications:  

  • Bachelor’s Degree in social Sciences or should have attained a Higher National Diploma in Human Resources duties

Essential:

  • Must have at least 3 to  5 years working experience preferably with an INGO, but have a solid HR/Administrative background
  • High quality written and verbal communication skills; excellent networking  and negotiating skills; the ability to maintain confidentiality & discretion whilst dealing with HR issues; good attention to detail and demonstrated ability to deliver on work objectives to a high quality and on a timely basis are all essential competencies for this role
  • Knowledge of MS Office (high proficiency in Excel); comfortable working with computers with minimal IT support.
  • Excellent spoken and written English

 

Job related Experience and Skills

  • Excellent Computer Skills in Microsoft Word & Excel.
  • Excellent Secretarial/Organizational Skills including file management.
  • Good writing and verbal skills.
  • Must be able to type a minimum speed of 40 wpm accurately.
  • Must be able to demonstrate a high level of literacy in English and numeracy.
  • Experience of undertaking simple research/investigation tasks requiring the use of personal initiative.
  • Professional networking ability.
  • Experience of organising and coordinating events.
  • Experience of maintaining diaries for other people, coordinating schedules and dealing with complex and sensitive issues when they are absent.
  • Experience in human resource management.
  • Sound knowledge of Sierra Leone local labour laws.
