1.) Senior Procurement Officer

Our work focuses on producing the highest quality data in  the health field, ensuring it reaches the right stakeholders, to inspire meaningful actions and  interventions. In Sierra Leone, in collaboration with the Ministry of Health, the ARC country team  implements the CHAMPS program on behalf of the Program Office at Emory University.

Position Overview: 

The Senior Procurement Officer is responsible for managing the end-to-end procurement of goods  and services to meet the organization’s quality, cost, and delivery objectives. This role involves strategic sourcing, supplier relationship management, contract and purchase agreement negotiations, and  continuous improvement of procurement practices in compliance with applicable policies and regulations.

Role Responsibilities 

  • Lead the development and implementation of a detailed procurement plan aligned with organizational goals.
  • Develop and apply sourcing strategies to drive cost savings, supplier performance, and value for  money.
  • Identify, evaluate, and select suppliers based on price, quality, and delivery capabilities.
  • Conduct regular supplier performance reviews.
  • Maintain strong relationships with suppliers to ensure continuous improvement and innovation.
  • Draft, review, negotiate, and manage contracts with suppliers to ensure compliance with terms  and conditions.
  • Monitor and analyze procurement costs to identify opportunities for cost savings and efficiency  improvements.

  • Ensure all procurement activities comply with legal and regulatory requirements, as well as internal policies.
  • Conduct market research to identify trends, pricing, and availability of goods and services. Pro vide insights to support decision-making.
  • Gather quotes, proposals, and purchase terms and conditions.
  • Proactively identify and mitigate risks associated with procurement activities, including supply  chain disruptions and compliance issues.
  • Continuously evaluate and improve procurement processes to enhance efficiency and effective ness.
  • Collaborate with inventory management teams to ensure optimal stock levels and minimize excess inventory.
  • Work closely with internal stakeholders to understand their needs and ensure procurement activities align with organizational goals.
  • Prepare and present reports on procurement activities, including spend analysis and supplier  performance metrics.
  • Execute the purchase of goods or services approved by management
  • Initiate corrective actions on unsatisfactory supplies and following through on the resolution  with suppliers

Educational Requirements 

A degree in Procurement, Supply Chain Management, Accounting, Finance, or related discipline is  required.

Professional Requirements 

Membership in a recognized professional body (e.g., CIPS, ISM) is strongly preferred.

Experience Requirements 

  • A minimum of 5 years of relevant experience preferably in a mid to senior-level role.
  • Demonstrated success in supplier negotiation, contract management, and procurement process optimization.
  • Hands-on experience working with ERP procurement modules (e.g., SAP, Oracle).
  • Experience in the health sector or with an NGO is an added advantage
  • Strong understanding of procurement laws, regulations, and ethical standards.
  • Experience in QuickBooks is an added advantage

We are seeking a highly organized and experienced Senior HR Officer to lead the seamless  integration and execution of our Human Resources and Payroll functions. This critical role is  responsible for ensuring accurate and timely payroll processing for all employees while managing  core HR operations, compliance, and employee relations. The ideal candidate will be a strategic  thinker with meticulous attention to detail, extensive knowledge of payroll regulations, strong HR  generalist skills, and a passion for fostering a positive employee experience.

Role Responsibilities 

Human Resources Management (Approx. 70%): 

  • Assist in talent acquisition and recruitment processes.
  • Co-create an internal national staff salary scale to accommodate current and future staff  grades and levels, to be approved by senior management
  • Adapt current JDs to reflect current roles and responsibilities on the organization
  • Conduct employee onboarding and help organize training & development initiatives and  terminations.

  • Provide support to employees in various HR-related topics such as leave and compensation  and resolve any issues that may arise.
  • Promote HR programs to create an efficient and conflict-free workplace.
  • Assist in development and implementation of human resource policies.
  • Undertake tasks around performance management.
  • Gather and analyze data with useful HR metrics, like time to hire and employee turnover  rates.
  • Organize employee performance reviews.
  • Maintain accurate and confidential employee files and records in electronic and paper form.
  • Enhance job satisfaction by resolving issues promptly, applying new perks and benefits and  organizing team-building activities.
  • Manage workflow to ensure all payroll transactions are processed timely and accurately.
  • Provide excellent customer service to employees: in the areas of compensation, taxes,  benefits, how to request time off and how to change benefits.
  • Process employee data i.e. new hires, role changes, promotion and exits.
  • Oversee the employees’ employment contracts
  • Develop ad hoc financial and operational reporting as needed.
  • Administer employee benefits programs (such as health insurance and social security),  including enrollment, changes, communication, and liaison with vendors.
  • Manage and ensure compliance with government employment laws and regulations.

Payroll Management (Approx. 30%): 

  • Process accurate and timely monthly payroll for National and International Staff employees
  • Ensure strict compliance with all government payroll tax regulations (including withholding,  reporting, remittance and filings).
  • Oversee and administer employee deductions
  • Reconcile payroll accounts and resolve discrepancies promptly.
  • Maintain and audit employee payroll records for accuracy and completeness.
  • Serve as the primary point of contact for all employee payroll inquiries and resolve issues  efficiently.
  • Stay current on changing payroll laws and regulations, implementing necessary updates to  processes and systems.
  • Prepare and distribute payroll reports for management and finance.
  • Any other duties assigned 

Experience & Qualification 

  • A Bachelor’s degree with a minimum of a second class upper in Human Resources, Business  Studies, Management, Finance or Business Administration.
  • Advanced Degree in a related field is an added advantage
  • Professional qualification from CIHRMP, CIPD, HRCI or SHRM or other relevant and  recognized HR professional bodies will be an added advantage.
  • Minimum of 5+ years of progressive experience in both HR generalist functions and hands on, end-to-end payroll processing
  • Proven expertise in payroll tax regulations and compliance requirements
  • Demonstrated proficiency with major payroll processing software
  • Strong understanding of core HR principles, employment law and benefits administration
  •  Knowledge and experience in Human Resource Information Systems

Essential Qualities 

  • Candidate must be highly attentive to detail, and meticulous in action.
  • High level of integrity and ability to handle highly confidential information discreetly.
  • Able to deal with difficult and sensitive information.
  • Excellent people service skills.
  • Strong interpersonal (verbal and written) communication skills.

Desirable Qualities 

  • Strong knowledge of local and state regulations and laws on employment and  compensation.
  • Data-driven, able to tell stories with the data and advise senior management on best  actions.
