Job Title: 

WASH Adviser

Contract Duration:

12 months with possible extension based on performance

Job purpose:

The WASH Adviser will provide technical advice and support to management and project staffs of the partner organisation, WASAP, that ensures high quality technical implementation of the charity water funded project, mainstreaming of country and WHH standards and guidelines at partner project level, and facilitating experience-sharing and learning across Welthungerhilfe and partner projects. The incumbent will also deliver trainings to the partner - WASAP regarding water supply technologies, water quality and hygiene / sanitation approaches as well as related WASH project approaches at community level. She/he will adapt and developed MEAL tools in consultation with National WHH MEAL officer, monitor and evaluate technical aspects of the charity water project implementation. Coordinate and network at a senior level with national and regional authorities, clusters, and other NGOs, support the partner and WHH in championing best practices in the charity water project.

Main Responsibilities:

  • Ensuring compliance with Welthungerhilfe's and charity water’s WASH quality standards when the partner prepares project planning documents,

  • Supporting the implementing partner in achieving high standard WASH infrastructure implementation,

  • Assuring that WASH infrastructure and/or water use at the point of consumption meets WHO water quality standards,

  • Carrying out training on hydro-geological assessments and training the partner on the topic,

  • Supporting site selection for WASH infrastructure, selection of best technology for the specific sites, designing of site selection plans with special focus on prevention low water quality due to aquifer contamination,

  • Strengthening sanitation and hygiene approaches and their implementation at partner organization level,

  • Ensuring the sustainability of safely managed water, sanitation and hygiene facilities,

  • Support the partner WASAP in defining appropriate policies, guidelines and protocols for its WASH programme, in consultation with other field managers and in line with relevant government policies and Sphere standards,

  • Monitoring the implementation of the charity water project as per Welthungerhilfe quality standards,

  • Networking with the WHH WASH expert at HQ level, other WHH country programmes and WHH SLE head of projects for experience exchange to strive for improving of the project standards,

  • Represent Welthungerhilfe in project related WASH sector activities such as meetings with stakeholders such District Council, WASH Committee, Ministry of Water Resources, NGOs at district level etc.,

  • Ensuring WASH project reporting occurs with quality and in time to the WHH SLE country office,

  • Quality control of narrative reports from partners and self-implemented WASH projects including preparing and providing information about projects, project holders etc. within own area of responsibility for internal and external purposes such as head office and donor visits, journalist visits etc.,

  • Making intervention if deviations from planning document/ logframe/ envisioned technologies occur and informing of WHH SLE country director and head of programme,

  • Advising partner organization on organizational and conceptual matters and regarding the introduction and implementation of instruments to ensure the quality of WASH projects,

  • Working in agreement with the Country Director and the Head of Programme,

  • Continuously evaluate and report on the operating environment citing both external and internal factors that significantly affected implementation of planned project activities and how these will/were addressed to overcome the challenges,

  • Involvement in the planning and implementation of PR activities (journalist trips, media, publications, etc.) in consultation with the CD,

  • Taking on other duties that are part of the job.





Experience:

Minimum 3 to 4 years’ professional experience in a similar position

Languages:

Excellent command of spoken and written English, Mende is an additional advantage.

Personal Skills:

  • Professional experience and background in water supply technologies and implementation approaches, sanitation and hygiene technologies and approaches; WASH Self Supply and / or Sanitation Marketing is an added value,

  • Experience in hydro-geological assessments and water quality management,

  • Professional experience in technical and financial project management,

  • BSc or MSc in the related topics,

  • Coordination and organisational skills,

  • A high level of resilience and readiness to travel and work in remote areas,

  • Ability to take initiative and work independently,

  • Good written and oral communication skills,

  • Creative, flexible and capable of working in a fast-moving environment,

  • Team player, able to work in a multi-cultural environment.
