Background: EMERGENCY is an independent, neutral and non-political Italian organization that provides free, high quality medical and surgical treatment to the victims of war, landmines and poverty. EMERGENCY promotes a culture of peace, solidarity and respect for human rights.
EMERGENCY established the Surgical Centre in Goderich, Freetown, in 2001, along with a Paediatric Centre until February 2020.
When Ebola arrived in 2014, the organisation activated two Ebola Treatment Centres and two research projects. Furthermore, the Surgical Centre managed two First Aid Posts between September 2015 and June 2020 in Lokomasama and Waterloo.
Presently, the Surgical Centre offers high quality and free of charge surgical and orthopaedic care to children and adults.
Position: Field Procurement Officer
Duration: 6 Month with possibility of extension
Location: Goderich, Freetown
Working hours: Full time

Reporting to: Field Procurement Manager / Hospital Director
Scope of the position: The Field Procurement Officer provides comprehensive support to the Field Procurement Manager in all administrative and operational procurement activities. The position may function autonomously under the direct supervision of the Hospital Director, ensuring seamless coordination with all departments involved in the procurement process while maintaining productive supplier relationships.
Duties and Responsibilities:
The Field Procurement Officer is responsible for the strategic implementation of the Country Acquisition Plan for local projects, ensuring full compliance with EMERGENCY's Administrative and Financial Manual. Primary duties include:
· Market Intelligence: Conduct and participate in comprehensive Local Market Assessments.
· Vendor Management: Maintain up to date Vendor List, oversee data collection and entry processes.
· Monitor and update the Country Acquisition Plan.
· Documentation Support: Assist in the preparation and review of procurement documentation.
· Supplier Relations: Arrange and facilitate meetings with suppliers as required.
· Bid Management: Coordinate reception as well processing of vendor quotations and offers.
· Compliance Verification: Ensure all submitted documentation is complete and meets requirements.
· Procurement Execution: Support evaluation and award processes for procurement procedures.
· Contract Administration: Assist in contract preparation and management.
· Translation Services: Provide document translation as needed.
· Records Management: Maintain organized filing and document archiving systems.
Job Requirement:
· Bachelor's degree or equivalent qualification in procurement, supply chain, or a closely related field.
· Minimum of two years' experience in procurement/supply chain roles or equivalent positions.
· Prior exposure to NGO or corporate environments, along with team management experience, is highly advantageous.
· High level of professional integrity, dedication to task completion, attention to detail, effective time management, adherence to procedures, and proven problem-solving abilities.
· Proven expertise in negotiation and excellent interpersonal communication skills.
· Strong computer skills including advanced proficiency in Microsoft Office applications.
· Excellent command of English language, with strong written and spoken abilities.
