General Mission

Under the supervision of the National Logistician, the Logistics Assistant is responsible for the daily coordination of fleet, stock, and office operations. A key focus is the rigorous monitoring of vehicle usage, compliance, and archiving to ensure operational efficiency and transparency.

Therapeutic Solidarity and Initiatives for Health (SOLTHIS) is an international health NGO dedicated to strengthening health systems and improving access to quality care in resource-limited settings and vulnerable populations. Operating in Sierra Leone since 2011, SOLTHIS provides technical support at national, community, and health facility levels, focusing on HIV, TB, MPox and Sexual and Reproductive Health care quality. The organization has its main office in Freetown and a field office in Bo, currently implementing three key projects.

SPECIFIC TASKS AND RESPONSIBILITIES

1. Fleet & transport management
• Conduct daily fleet inspections, ensuring vehicle cleanliness, safety compliance, and sufficient fuel levels.
• Verify and initial driver logbooks daily, and scan/upload logs to SharePoint weekly.
• Verify daily logbooks for completeness; report anomalies to National Logistician promptly.
• Maintain a Compliance Tracker for vehicle insurance, licenses, and driver permits. Alert the National Logistician 30 days prior to expiration.
• Coordinate driver schedules, manage rental services, and review overtime claims against logbook data.
• Monitor fuel consumption, track fuel stock levels, and support procurement processes to avoid service disruptions
• Inform the National Logistician immediately of any vehicle or facility breakdown.

2. Supply chain & inventory management
• Implement and manage a First-In, First-Out (FIFO)/Last In, First Out (LIFO) systems for consumables and supplies.
• Maintain and reconcile physical stock cards with digital inventory on a weekly basis.
• Collect vendor quotations in line with procurement policy. Support delivery of documentation while ensuring procurement transparency and separation of duties.

3. Operational & administrative support
• Coordinate logistics for events and workshops including venue booking, catering, and accommodation.
• Prepare Mission Orders and manage check-in communications for field staff.
• Act as the primary contact for utility providers, ensuring timely resolution of issues (electricity, water, internet, ACs).
• Follow up with vendors to retrieve missing receipts and invoices in support of the Finance Team.
• Support the National Logistician in creating a local supplier database by collect standardized information for each supplier
• Ensure timely and quality facility repairs in coordination with approved suppliers, and tracking of repair completion

4. Archiving & compliance
• Ensure consistent and timely scanning and digital filing of all logistics documentation, using standardized naming conventions on SharePoint.
• Scan and file logistics documents per naming convention; flag missing/incomplete files for supervisor validation.Maintain the logistics SharePoint folder, ensuring all files (contracts, reports, receipts) are complete and current.
• Conduct monthly self-audits to maintain audit readiness and compliance with data retention policies.

SKILLS REQUIRED

Skills and resources needed to perform the function

Education & experience
• Education: Bachelor’s Degree in Logistics, Supply Chain Management, or Business Administration.
• Experience: Minimum 3 years of experience in logistics, fleet management, or a similar administrative role.
• Licensing: Valid driver’s license (Category B minimum).

Know-How (Technical Skills)
• Operations: Strong knowledge of logistics, fleet management, and Sierra Leone Road Safety Rules.
• IT Proficiency: Advanced skills in MS Excel (for tracking), Outlook, and SharePoint.
• Reporting: Proven ability to analyze vehicle data (fuel/mileage) and write clear concise reports.
• Compliance: Knowledge of basic vehicle maintenance and procurement tracking.

Know-How to Be (Soft Skills)

• Rigour: Highly detail-oriented with a focus on accuracy in record-keeping and archiving.

• Anticipation: Proactive in identifying risks, tracking deadlines (renewals), and planning contingencies.
• Communication: Excellent verbal and written English; ability to communicate clearly with vendors and staff.
• Efficiency: Capable of managing multiple tasks independently under tight deadlines.

Therapeutic Solidarity and Initiatives for Health (Solthis) is an international solidarity NGO whose objective is to  improve the prevention diseases and increase access to quality health care by strengthening the health systems and  services of the countries where it operates. Solthis’ action is part of a sustainable development approach to face the  long-term challenges of public health in countries with limited resources.

2 PRESENTATION OF PROJECTS

 

2.1 Background and objectives of the project 

Solthis is an international health NGO dedicated to strengthening health systems and improving access to quality  care in resource-limited settings and vulnerable populations.

Operating in Sierra Leone since 2011, Solthis has its head office at 7 The Maze, off King Street, Wilberforce, Freetown  and a regional office at 15 Old Railway Line, Bo. It provides technical support at national, community, and health  facility levels, focusing on HIV, paediatric TB, Mpox and Sexual and Reproductive Health care quality.

Context of the call for tenders 

To ensure safe, secure, and swift running of the day-to-day office functions, Solthis Sierra Leone is inviting reputable  private security companies in Sierra Leone to submit bids for the provision of Day and Night shift manned guard  security services for its two (2) offices as specified below:

3 TECHNICAL SPECIFICATIONS AND CUSTOMER EXPECTATIONS

 

3.1.1 Technical specifications

3.1.2 Customer expectations 

To protect its premises and assets in Freetown and Bo offices, Solthis Sierra Leone is seeking the services of reliable  and reputable security agency to provide both day and night shifts manned guards’ services in both offices as  quantified in the table above. Prospective agencies are required to share proof of their eligibility and a proven track  record of their experiences in providing satisfactory security services to at least three (3) clients (preferably INGOs) in  Sierra Leone. Solthis will conduct a reference check and the selection of a successful agency for a long-term contract  will be influenced by the outcome of those checks. Potential applicants are required to provide a clear payment term, including payment method, due time and any other related terms.

4 TERMS OF DEPOSIT

 

  • The bid will present: 

Potential bidders must submit Administrative, Technical and Financial offers in a sealed envelope with reference  “CALL FOR TENDER FOR THE PROVISION OF DAY AND NIGHT SHIFTS MANNED GUARDS – SOLTHIS SL” and must be  clearly detailed. No external information identifying the bidder should appear on the envelope.

✓ Administrative documents in force for the bidder:

▪ Certificate of business registration

▪ Recent and updated certificates clarifying regulatory tax declarations, Tax Identification Number (TIN) and  proof of tax payment for the previous year.

Please note that administrative documents are mandatory; bidders who fail to present any of these two (2) documents will be eliminated from this call for tenders.

✓ A synthetic technical proposal showing:  

▪ The mandate of the bidder

▪ Documents attesting that the bidder can practice in the field requested: a minimum proof of registration in  the required Trade Register.

▪ The bidder’s references for similar services, at least three (3) recommendation letters from current clients.

✓ A detailed financial offer specifying in particular:

▪ Month unit costs per guard, amount per location before tax, overall cost after tax (fixed prices, non reversible for the entire offer validity period)

▪ The validity period of the financial offer should be at least one year.

▪ Terms of payment: due date, payment method, etc.

All the documents mentioned are very useful in the evaluation process and failure to submit any of these documents  will reduce bidders’ chances of selection.

  • Deadline for receipt of offers: before 14:00 GMT on 6th March 2026.  
  • Sending method: both technical and financial documents should be sent in a sealed envelope and dropped in the  tender box at Solthis office – 7 The Maze, off King Street, Wilberforce, Freetown. Offers received via other means  and after the submission deadline will not be considered.

5.1 Criteria 

The proposals received will be evaluated by the internal selection committee on the following criteria:
