UNICEF

If you are looking for UNCDF jobs in Sierra Leone 2026, a technical consulting opportunity is currently available in Freetown with the United Nations Capital Development Fund (UNCDF).

UNCDF is recruiting an IC Technical Supervisor Engineer under reference UNCDF-00700. The assignment is based in Sierra Leone and is scheduled to run for 150 days.

This opportunity may interest civil, water infrastructure, engineering and project supervision professionals who have experience working with contractors, government institutions and development projects. The deadline for applications is 9 October 2026 at 23:59 GMT-4.

Unlike a standard permanent vacancy, this is an individual consultancy assignment, so applicants should pay close attention to the required technical proposal, qualifications and procurement instructions.

About UNCDF

The United Nations Capital Development Fund (UNCDF) supports development initiatives by providing financing, investment and technical assistance designed to help countries achieve sustainable development.

For this assignment, the consultant will work in connection with UNCDF's Blue Peace initiative in Freetown. The role involves coordination with organisations and professionals connected to a water-related infrastructure project.

The assignment requires someone who can work professionally with multiple stakeholders, understand technical project requirements and provide effective supervision and coordination.

Available Position

  • IC Technical Supervisor Engineer

1. IC Technical Supervisor Engineer

What You’ll Do (Simplified)

The Technical Supervisor Engineer will provide technical oversight and coordination during the project assignment.

The successful consultant is expected to:

  • Work closely with UNCDF's Blue Peace investment officer in Freetown.
  • Coordinate with the designated focal point of Freetown City Council.
  • Work with the Guma Valley Water Company focal point.
  • Engage with the project's design experts.
  • Coordinate with contractors and their representatives.
  • Communicate with other relevant parties involved in the project.
  • Participate in meetings requested by UNCDF.
  • Respond to technical questions and requests for clarification.
  • Help ensure that technical activities are properly coordinated among the different stakeholders.
  • Provide professional input throughout the 150-day assignment.

This means the position is not simply about engineering knowledge. Strong coordination, communication, project monitoring and stakeholder-management skills are also likely to be important.

Who This Role Is Best For

This opportunity is particularly suitable for an experienced engineering professional who has worked on infrastructure or construction-related projects.

It may be a good fit for candidates with experience in:

  • Engineering supervision
  • Water infrastructure projects
  • Construction or civil engineering
  • Project management
  • Contractor supervision
  • Technical consultancy
  • Infrastructure development
  • Working with government or development organisations

Candidates who have previously worked with several stakeholders on large projects should be prepared to demonstrate this clearly in their application.

Estimated Salary

Negotiable based on experience.

The vacancy information does not provide a specific salary figure. Because this is an individual consultancy assignment, applicants should review the official negotiation and procurement documents carefully for the complete financial and contractual requirements.

How to Apply

Applications must be submitted directly through the relevant UNDP/UNCDF Quantum procurement portal.

Applicants who already have a Quantum supplier profile should use their existing account rather than creating another one. If you have never registered, you will need to complete the supplier registration process before submitting your proposal.

Supplier Registration Portal

The procurement notice is available through the UNDP procurement system:

UNDP Procurement Notice for UNCDF-00700

The deadline is 9 October 2026 at 23:59 (GMT-4). Do not wait until the final day to register or upload your documents because supplier registration and proposal submission can take time.

For questions about the procurement process, the notice provides uncdf.procurement@uncdf.org as the contact email. Clarification requests should also be submitted through the messaging functionality in the portal where required.

How to Increase Your Chances

1. Make your engineering experience easy to identify.
Do not simply list previous employers. Explain the infrastructure projects you worked on, your responsibilities and the technical decisions you were involved in.

2. Highlight supervision experience.
If you have monitored contractors, inspected works, reviewed technical deliverables or supervised construction activities, make these achievements prominent.

3. Show stakeholder-management skills.
This assignment involves UNCDF, government representatives, a water company, designers and contractors. Demonstrate that you can coordinate effectively with different organisations.

4. Tailor your proposal to the assignment.
Avoid submitting a generic consultancy proposal. Address the specific requirements of the UNCDF-00700 assignment and explain how your experience matches them.

5. Review the official negotiation documents.
The procurement notice contains links to the relevant documents. Read them carefully before preparing your submission because important eligibility, technical and submission requirements may be contained in the detailed documents.

6. Submit early.
Technical problems, account-access issues or incomplete registration can become serious problems when you leave an application until the deadline.

Common Mistakes to Avoid

  • Submitting a generic CV without highlighting relevant engineering and infrastructure experience.
  • Treating the opportunity like a normal permanent job instead of an individual consultancy assignment.
  • Ignoring the detailed procurement and negotiation documents.
  • Failing to demonstrate experience supervising contractors or coordinating technical stakeholders.
  • Creating a second supplier profile when an existing Quantum account is already available.
  • Waiting until the deadline to register, prepare documents or submit the proposal.
