OBJECTIVE AND TASKS OF THE CONSULTANCY   

 

  1. a) Purpose of the Consultancy  

 

Korean International Corporation Agency (KOICA), Childfund Korean, and Childfund Sierra Leone are implementing the project titled β€œOut-of-school girls have increased access to secondary education in Western area of Sierra Leone”. The project goal is to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all and is being implemented across six schools (Sierra Leone Muslim Congress Secondary School, Services Secondary School, Government Rokel Secondary School, Sengbe Pieh Secondary School, Fourah Bay College Secondary School, and Forum for African Women Educationalist Secondary School (FAWE)in Western Rural and Urban districts.

 

To achieve the project outputs, particularly output 1.1.1.1 β€œIncrease school classrooms” and 1.1.1.2 β€œImprove school WASH facilities” – classrooms VIP Latrine, WASH services and school furniture, CFSL needs the services of an experienced Consultant Engineer to provide leadership for the ongoing construction work at the Government Rokel Secondary School ( GRSS) and African Women Educationalists Secondary School (FAWE)in Western Rural and Urban districts.

 

ChildFund Sierra Leone’s KOICA Project Manager is responsible for the overall management of the consultancy. Technical support and assistance will be provided by the ChildFund leadership.

 

  1. b) Specific Tasks to be performed by the Consultant   

OBJECTIVE OF CONSULTANCY:

 

To provide leadership for the construction at GRSS and FAWE respectively.

 

SCOPE OF WORK.

The consultancy period spans from 14th April to 30th September 2025. Construction work is being undertaken at two schools, GRSS and FAWE, located at Tower Hill, Central Freetown, and Waterloo, Western Rural district. The consultant is tasked with providing technical leadership for the ongoing construction work and monitoring previous construction works completed in Congress, FBC, Services, and Sengbeh Pieh Secondary Schools.

 

The Consultant(s) will be required to undertake the following tasks

  • Design & Engineering Specifications
  • Ensure architectural and structural classroom designs are adhered to throughout the construction work.
  • Ensure the borehole design is adhered to throughout the construction work and is sustainable and efficient.
  • Ensure the structural and sanitation designs for the VIP latrines are adhered throughout the construction work.
  • Ensure compliance with building codes, safety (including Safeguarding), and environmental regulations.
  1. Procurement & Contractor Selection
  • Vet construction materials for quality to aid the construction work.
  1. Construction Supervision & Quality Control
  • Oversee construction work to ensure adherence to design specifications.
  • Monitor workmanship, materials, and construction techniques.
  • Ensure safety measures and best practices are followed on-site.
  • Conduct quality control tests (e.g., soil tests, concrete strength tests, water quality analysis).
  • Project Management & Coordination
  • Coordinate between CFSL, contractors, suppliers, and stakeholders across the two schools.
  • Inform CFSL on project progress and resolve construction challenges.
  • Ensure the timely completion of the construction work within timeline.
  • Prepare completion certificates and submit to ChildFund

 

  • Compliance & Regulatory Approvals
  • Ensure necessary permits and approvals from Ministry Departments and Agencies (MDAs) and local authorities are shared with CFSL
  • Ensure the construction work complies with national and international building and sanitation standards.
  1. Testing, Commissioning & Handover
  • Conduct final inspections and ensure all structures meet quality standards.
  • Test the borehole for water yield, pressure, and quality.
  • Ensure VIP latrines are well-ventilated, durable, and hygienic.
  • Provide training on facility maintenance and operation.
  • Report on Construction Work
  • Submit weekly narrative progressive report
  • Submit weekly photos and videos report.
  • Submit monthly comprehensive report on the construction work using CFSL appropriate reporting template
  • Prepare and submit completion certificates to CFSL
  • Submit final report of the entire construction on the completion of the construction work.

  • Share all reviews of design drawings & specifications to CFSL before taking any action.

  • Submit Weekly Progress Reports to CFSL project team that covers the following below:

    3. Issue Log & Resolution Reports
    4. Health & Safety Compliance Reports
    5. Stakeholder Meeting Minutes
  1. Borehole Supervision Deliverables
  • Share geo-physics/Hydrogeological Survey Report that Water Resources approved
  • Share Drilling & Installation Inspection Reports to CFSL
  • Share Pump Test & Water Quality Analysis Report to CFSL
  1. VIP Latrine Supervision Deliverables
  • Share Foundation & Structural Integrity Report to CFSL
  • Share Ventilation & Waste Management Compliance Report to CFSL
  1. Classroom Blocks Supervision Deliverables
  • Share Foundation Inspection & Approval Reports to CFSL
  • Share Structural & Finishing Inspection Reports to CFSL
  • Share Electrical & Plumbing Compliance Reports to CFSL
  1. Handover & Closeout Phase
  • Share Snag List & Rectification Report to CFSL
  • Share Final Inspection & Certification Report to CFSL.
  • Share Project Completion Report to CFSL
  • Handover Certificate to CFSL

 

SKILLS AND QUALIFICATION OF THE CONSULTANT    

Qualifications and Requirements

  • Diploma in construction related field.
  • Extensive knowledge of construction best practices, equipment maintenance, and use, and OSH guidelines.
  • Ability to read drawings, bills of quantities, plans, and blueprints and convey this information to others.
  • At least three (3) years’ experience in the management of community projects and preferably in construction projects.
  • Proven organizational, analytical, leadership, negotiation, and communication (oral and written) skills.
  • Knowledge of AutoCAD is an added advantage.
  • Ability to prioritize, focus and deliver quality results within deadlines while meeting conflicting work demands and targets, working with or without teams with minimum supervision.
  • Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, County collaborators and staff at all levels of the organization.
  • Ability to work independently, focus and deliver quality results within deadlines and with minimum supervision.

 

PAYMENT SCHEDULE    

CFSL will make weekly payment based on the charges the successful consultant will ask for. The weekly charges will be accumulated, and payment will be done monthly.

Processing and payment shall be made within 5 days of receipt of the invoice, with a 6.5% of the professional fees will be retained by ChildFund Sierra Leone as the withholding tax and a certificate for the same issued to the Consultant.

The Consultant will be expected to adhere to ChildFund International’s Safeguarding Policy.
