Background:

In October 2021, Ministry of Health, Sierra Leone together with German Doctors (GD) started a specialized paediatric training program (PTP) for clinical officers at the School of Clinical Sciences in Makeni (SCSM). German Doctors and the SCSM closely collaborate in this project with two other international NGOs: CapaCare and Partners in Health (PIH), respectively responsible for the specialties surgery/obstetrics and internal medicine.

 

For the Bsc Paediatric Training Programme (PTP) together with the Ministry of Health (MoH) and Makeni School of Clinical Sciences (SCSM) in Sierra Leone, German Doctors (GD) e.V. is looking for a Medical Doctor for the Paediatric Training Program (MD)

Position within the organisation

As a Medical doctor for the PTP program you will supervise and train the paedicatric training students in Lion Heart Medical Center, Yele, Sierra leone. You will work closely with the medical team on the ground, the GD medical program coordinator (based in Masanga), GD country representative in Sierra Leone and the GD administrative coordinator in Sierra Leone as well as the voluntary short-term paediatricians coming to Lion Heart Medical Center for short term missions.

Key Responsiblities

  • Evaluate and monitor students’ progress and the training programme, support and supervise them as the contact in place (the medical doctor is responsible for daily supervision and clinical work, supported by short-term pediatricians if available).
  • Support the medical coordinator for the curriculum development/review, organise short-courses, support the selection of new students, and host international and national trainers. Supported by a medical core group.
  • Support short-term deployment unit in Bonn with selection of voluntary short-term pediatricians
  • Joining the on call schedule in Lion Heart Medical Center and providing supervision on the wards
  • Any other duty as assigned by the project officer in charge

Additional responsibilities, if required:

  • Provide and support theoretical courses and skills training
  • Patient care (e.g. outpatient clinic and ward rounds, performing operations)

We are looking for

  • A Medical Doctor with medical education in tropical medicine and paediatrics, preferably with maternity experience (able to perform complicated deliveries and caesarean sections)
  • A minimum of three years of clinical work and previous relevant experience in working in low-resource settings is highly appreciated.
  • Experience in a supervisory role
  • Excellent (intercultural sensitive) communication, organisational and interpersonal skills
  • Stress resilience, flexibility and ability to multi-task in a challenging environment
  • Fluency in English, both written and spoken

Position OverviewThe Nurse Anesthetist will be responsible for leading the provision of anesthesia services at KGH/MCOE and other PIH Supported Health facilities. She/he will be responsible for maintaining the records related to anesthetic drugs and supplies, tracing usage and supporting quantification process. She will also be responsible for providing preoperative, Intraoperative and Postoperative care and maintaining records on anesthetic procedures.  Teaching training and mentoring staff on safe anesthetic procedures and pre/post of care of clients. He/She will also play a lead role in caring for critically ill patients in the High Dependency Unit, Emergency Wards, Maternal Critical Care Unit at the MCOE and other areas of the hospital as required. Provide anesthesia/analgesic options for all procedures within MCOE/KGH Campuses as required. Maintaining a safe and clean work environment that will ensure the highest standard of care and support to the clients and staff.Essential Duties and Responsibilities: 

  • Provide oversight and Leadership role for junior team members, supporting with the duty coordination and overall running of the Anesthetic Department
  • Develop SOP’s, Policies and Procedures for the Anesthetic Team in conjunction with the Lead Anesthetist and the Maternity Team
  • Provide teaching and training on these SOP’s and ensure that the Anesthetic Department meets International Standards in preparation for the MCOE Opening

  • Carry out post-operative rounds on different surgical wards and provide post-anesthetic care.
  • Support the theatre teams and other surgical teams in all aspects of daily surgical care.
  • Support to implement and maintain the infection Prevention Control protocols by directly supervising care the care in surgical wards, minor, main theatres and wound care clinic

Position Overview

PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

Through the project, Partners in Health, in the leadership of Ministry of Health and Sanitation, will be supporting 3 health facilities in the district (Jojoima, Buedu and Bandajuma) through comprehensive health systems strengthening approaches to develop these sites as sites for comprehensive Reproductive, Maternal, Neonatal, Child Adolescent Health and Nutrition services.

The positions will be based in one of the health facilities in Kailahun: Jojoima CHC, Buedu CHC or Yawei Bandajuma CHC

The assistant nutritionist will work under the supervision of facility in charge and will support in delivering high quality nutrition services to the patients. She/ he will also be responsible for monitoring the standards of food being provided at the birth waiting home. The incumbent will also be responsible for providing counselling on Maternal, Infant and young child nutrition and providing nutrition support to clients identified with under nutrition.

Main duties and responsibilities 

  • Ensure the standards and operational procedures regarding the delivery of nutrition services are adhered to.
  • Collate individual and monthly reports on nutrition support provided through the facility.
  • Monitor the availability and usage of food supplies and develop a system for reordering so as to avoid stock out of nutrition commodity
  • To assist in maintaining dietetic standards and provide diet counselling to patients at the health facility.
  • To monitor the standard of food being prepared at the birth waiting home.
  • Provide counselling to clients on maternal, infant and young child feeding practices.
  • Ensure appropriate nutrition specific behaviors are being promoted at the Postnatal wards and in the OPDs
  • Support growth monitoring OPD and provide appropriate counselling to the mother.

Position Overview

A Community Health Officer (CHO) generally applies his/her medical knowledge and skills to the diagnosis, prevention and management of patients that flows into the Wellbody Clinic or Koidu Government Hospital and any of the Wellbody Alliance/Partners in Health affiliated health facility.

He/she does this thoroughly following the principles of inspection, palpation, percussion and auscultation where ever applicable to find out the actual cause of disease, and also utilizing the appropriate laboratory work. He/she should consult the medical officers for discussion on patient’s care plan in some critical cases, respecting patient’s privacy and confidentiality as much as possible.

Main duties and responsibilities 

  • Responding to medical/health problems presented by patients including proper history taking, investigations, diagnosis, treatment and referral as appropriate.
  • Maintaining confidentiality and impartiality.
  • Promoting continuous medical education and provide mentorship to other junior clinical staff.
  • Admitting patients requiring special care followed by investigations and treatment with coverage of the wards based on the roster.
  • Carrying out specific procedures as lumbar puncture, paracentesis, intubation, incision and drainage, and other minor surgical tasks and thoracentesis when necessary under the supervision of the Internal Medicine Consultant.
  • Give lectures and participate in clinical education sessions about specific topics related to the medical pathology of patients.
  • Ensure and maintain the medical database in collaboration with the MEQ team.
  • Covering the NCD clinic and the TB/HIV clinic if it is required.
  • Liaising with other medical and non-medical staff in the hospital to ensure quality treatment is giving to the patients, and promotes health education.
  • Ensures that all emergency cases are prioritized and seen appropriately regardless of the time of the day.
  • Be willing to work long and unpredictable hours dictated by the needs of the patients.
  • Perform other duties related to the role, department or project as may be required by the Medical Director or Clinician in Charge.
  • Administer and interpret diagnostic tests such as X-rays, lab tests, and ultrasound scans.
  • Assist in emergency care, including stabilizing patients and preparing them for referral to higher-level care when needed.
  • Provide counseling to patients and families on health conditions, treatment options, and preventive measures.
  • Educate patients on lifestyle modifications, vaccinations, and other preventive healthcare measures.
  • Maintain accurate medical records, including patient history, diagnoses, treatment plans, and outcomes.
  • Complete and submit regular reports on patient care and health statistics to relevant authorities. Participate in public health campaigns, including vaccination drives, disease surveillance, and health education outreach.
  •  Collaborate with other healthcare professionals and community health workers to promote health within the community.
  • Work closely with other healthcare professionals, including nurses, pharmacists, and specialists.
  •  Participate in multidisciplinary healthcare teams to improve patient outcomes.
  • Provide first-line emergency care in cases of trauma, acute illness, or sudden medical conditions.
  • Coordinate patient referrals and transportation to specialized care facilities when necessary

POSITION SUMMARY: 

Project HOPE seeks an HIV Consultant to support the GF-funded KP Program. In collaboration with other technical staff, the consultant will provide technical support in the implementation and expansion of integrated quality HIV services to key populations (KPs) at program supported drop-in centers (DICs).

 

S/he will provide strategic support, oversight, and technical assistance to the implementation of comprehensive HIV services including PrEP, differentiated HTS, care and treatment, STI, and viral load testing. S/he will work collaboratively with the various DICs supporting different KP typologies. S/he will contribute to the improvement of access and quality of HIV services including the optimization of HTS, referrals/linkages with HIV/AIDS care and treatment other services (including lab) and the implementation of QI approaches.

 

PRINCIPAL RESPONSIBILITIES:

 

Program Support:

  • Work in collaboration with the HIV team to implement and coordinate of HIV-related activities.
  • Support the development and distribution of educational materials on HIV prevention, treatment, and care.
  • Help with the organization and execution of workshops, training sessions, and community activities.

Data Management:

  • Support in collecting, entering, and managing data related to HIV services, including weekly and monthly performance data.
  • Support in validation data reported by KP CSOs and health facilities relevant to program implementation.
  • Assist in analyzing data to track program outcomes, identify trends, and support program improvement efforts.
  • Prepare reports and presentations summarizing data findings and program activities.

 

Fieldwork and Outreach:

  • Participate in field visits to support the delivery of HIV services and outreach efforts.
  • Gather feedback from clients and stakeholders to assess program impact and areas for improvement.
  • Support with Help with logistics and coordination for program-related events and activities.

 

Qualifications

POSITION SUMMARY: 

The RMNCH Intern will assist in supporting the Reproductive, Maternal, Newborn, and Child Health (RMNCH) program by providing administrative, research, and field support. Qualifications

The M&E Consultant will support the Monitoring and Evaluation team in assessing the effectiveness and impact of various programs and projects. This role involves assisting with data collection, analysis, and reporting, as well as contributing to the development of M&E frameworks and tools. Duties:

Duties

 

The job holder serves as a senior Public Health Specialist supporting Division of Global Health Protection activities for the implementation, coordination, monitoring and evaluation of assigned public health program activities and studies.
Job holder plays an essential role in developing annual program strategies, budgets, and drafts regular progress reports related to program activities. Job holder’s duties include technical support, advice and guidance, day-to-day program and administrative management and coordination and collaboration with colleagues of other agencies and public health entities that administer similar public health programs in Sierra Leone. Job holder leads strategic public health activities as assigned. Serves as the subject matter expert (SME) in their own technical areas to provide guidance and insight to the team. Job holder engages with key stakeholders within and outside USG (mid to high level) to ensure alignment and support for organizational goals and to identify the opportunities and improvement for programs. Job holder coordinates funding, report compliance and administrative recordkeeping with the implementing partners to assure projects are conducted in accordance with the implementing agreement and that USG funds are appropriately utilized. The position requires public health technical knowledge, results-oriented analytical skills, advocacy, and constant and clear communication with implementing partners, non-governmental organizations (NGOs), and host country ministries responsible for public health Surveillance programs.

FOR POST-POLIO OUTBREAK RESPONSE AND STREGTHENING OF VPDs SURVEILLANCE 

 

1) CONTEXT 

The strategy for Polio eradication in Africa involves GPEI partners hiring consultants to provide technical support and assist with in-country capacity building for polio outbreak response, AFP surveillance and other polio special programs (e. g. e-Surveillance, Multi-Disease Monitoring tool) in African countries in collaboration with the Ministries of Health, WHO, UNICEF, CDC, and other PEI partners. These efforts will take place at the national, provincial, and district levels, as needed.

The cVDPV2 outbreak response activities are implemented by the Africa Rapid Response Team (RRT) and overseen by the RRT coordinator based at the WHO AFRO Regional office. Consultants working on surveillance specifically in non-outbreak countries as well as those working on special projects (e.g. e-Surv.) will be coordinated by relevant teams at the regional office.

While consultants supporting outbreak response in countries remain independent from the institution they were contracted from, they will all be under the responsibility of the country GPEI coordinator for Polio outbreak response and surveillance. Consultants will report to him/her through the accountability framework put in place in the country and at each provincial and district levels.

The main role of the consultants to be deployed at the district level in Sierra Leone is to ensure that post-Polio response interventions and activities are implemented on time and of good quality and that polio surveillance is of sufficient quality as per the GPEI standards.

Activities may include the following:

Improving the quality of the Polio or other Vaccine Preventable Diseases (VPDs) outbreak response

  • Preparation-Coordination-Supervision of the response
  • Sitting at the district public health authority premises and being a full-time member of the district immunization/VPDs (Polio) team
  • Participate in all VPDs outbreak response planning meetings
  • Enhance sensitivity and quality of Polio/other VPDs and AEFI to detect events.

 

  • SIAs planning, implementation, and monitoring for VPDs outbreak response 
  • Provide information to the Polio/VPDs Provincial teams for the Risk assessment and the response scope definition
  • Actively follow up the Planning of SIAs using the official preparedness dashboard (including for HR and financial items)
  • Ensure that GIS and micro plans data are used at districts levels for the SIAs planning especially in high-risk populations, especially nomadic, displaced, and migrant populations at border crossings, marketplaces, IDP/refugee camps and the islands, and for estimation of target population and coverage.
  • Prepare high quality SIA High risk operational plans (HROP) and monitor implementation of these plans including through pre-implementation SIA dashboard.
  • Conduct the preparedness assessment at 3 weeks, 2 weeks, I week and 2-3 days to the campaign and institute corrective measures to address identified gaps
  • Supervise the implementation of campaigns and ensure Independent Monitoring and use of IM data for appropriate remedial action including revisits/refusals
  • Work closely with district teams to ensure micro plans are updated at team and sub-district levels at least 7 days before the campaign starts
  • Participate in all pre-campaign activities (training, microplanning, logistics) and regularly report to the District EOC on the implementation status
  • During the SIAs, daily monitoring of the vaccinator’s teams and team supervisors and conduct household surveys (in process monitoring)
  • Conduct daily review meetings at the district level to review administrative, monitoring, and vaccine management data, discuss challenges and propose solutions for subsequent days’ activities
  • Careful monitoring of vaccine vials distributed and retrieved; ensure reporting of any missing vials immediately to the provincial level
  • Analyze the SIAs quality data during the campaigns to propose immediate corrective actions (e.g. mop-up), ensuring proper documentation and follow-up of missed children are done.
  • Contribute to the consistent implementation of the SIAs monitoring tools
  • Review monitoring data (in-process, end-process, LQAS…) and propose corrective actions
  • Conduct post-campaign review meeting where investigation of LQAS failed lots should be discussed

 

Strengthening Polio Surveillance

  • AFP Surveillance 
  • Provide support to ensure rapid AFP/other VPDs case investigations and distribution of report to district and national levels.
  • Conduct regular review of surveillance data (including from eSurv, ulti-Disease Tool, and NGOs…)
  • Provide feedback, supervision, mentorship, and training on surveillance to the health care centers staff.
  • Actively follow up that VPDs/AFP cases samples to ensure they are shipped to the provincial capital or National level respecting the time limits recommended by international standards.
  • Relating to eSURV, ensure that all priority reporting sites have been mapped/prioritized and are available to the Regional GIS Centre

 

  • Environmental surveillance (ES) 
  • Regularly supervise and monitor activities of Environmental Sites within districts of assignment.
  • In case of expansion, ensure selection of sampling sites meets international requirements and verify that samples are taken on a regular basis respecting the processes
  • Ensure that the country is using the AFRO eData tools for site characterization, blue line collection, and specimen collection
  • Provide feedback to ES sample collectors and provide them with lab results

 

Routine Immunization 

  • Provide technical support and guidance to the District Health Management Teams (DHMTs) to plan, implement and monitor activities related to Immunization supply and cold chain management.
  • Undertake field visits to health facilities for monitoring and supervision of project activities for improved immunization services, through capacity building of health facility staff. Prepare reports on the results of the field visits and progress.
  • Support coordination, planning, implementation, supervision, and monitoring of new vaccine introduction and PIRIs.

– Others

  • Check on vaccine management and communications-related issues and alert the UNICEF teams as needed.
  • Any other surveillance or programme-related activities as may be assigned by the GPEI Coordinator/EPI Team Lead.

The cVDPV2 outbreak response activities are implemented by the Africa Rapid Response Team (RRT) and overseen by the RRT coordinator based at the WHO AFRO Regional office. Consultants working on surveillance specifically in non-outbreak countries as well as those working on special projects (e.g. e-Surv.) will be coordinated by relevant teams at the regional office.

While consultants supporting outbreak response in countries remain independent from the institution they were contracted from, they will all be under the responsibility of the country GPEI coordinator for Polio outbreak response and surveillance. Consultants will report to him/her through the accountability framework put in place in the country and at each provincial and district levels.

4. Deliverables

Activities may include the following: Improving the quality of the Polio or other Vaccine Preventable Diseases (VPDs) outbreak response

Preparation-Coordination-Supervision of the response

Sitting at the district public health authority premises and being a full-time member of the district immunization/VPDs (Polio) team

Participate in all VPDs outbreak response planning meetings

Enhance sensitivity and quality of Polio/other VPDs and AEFI to detect events.

SIAs planning, implementation, and monitoring for VPDs outbreak response

Provide information to the Polio/VPDs Provincial teams for the Risk assessment and the response scope definition

Actively follow up the Planning of SIAs using the official preparedness dashboard (including for HR and financial items)

Ensure that GIS and micro plans data are used at districts levels for the SIAs planning especially in high-risk populations, especially nomadic, displaced, and migrant populations at border crossings, marketplaces, IDP/refugee camps and the islands, and for estimation of target population and coverage.

Prepare high quality SIA High risk operational plans (HROP) and monitor implementation of these plans including through pre-implementation SIA dashboard.

Conduct the preparedness assessment at 3 weeks, 2 weeks, I week and 2-3 days to the campaign and institute corrective measures to address identified gaps

Supervise the implementation of campaigns and ensure Independent Monitoring and use of IM data for appropriate remedial action including revisits/refusals

Work closely with district teams to ensure micro plans are updated at team and sub-district levels at least 7 days before the campaign starts

Participate in all pre-campaign activities (training, microplanning, logistics) and regularly report to the District EOC on the implementation status

During the SIAs, daily monitoring of the vaccinator’s teams and team supervisors and conduct household surveys (in process monitoring)

Conduct daily review meetings at the district level to review administrative, monitoring, and vaccine management data, discuss challenges and propose solutions for subsequent days’ activities

Careful monitoring of vaccine vials distributed and retrieved; ensure reporting of any missing vials immediately to the provincial level

Analyze the SIAs quality data during the campaigns to propose immediate corrective actions (e.g. mop-up), ensuring proper documentation and follow-up of missed children are done.

Contribute to the consistent implementation of the SIAs monitoring tools

Review monitoring data (in-process, end-process, LQAS…) and propose corrective actions

Conduct post-campaign review meeting where investigation of LQAS failed lots should be discussed

Strengthening Polio Surveillance

AFP Surveillance

Provide support to ensure rapid AFP/other VPDs case investigations and distribution of report to district and national levels.

Conduct regular review of surveillance data (including from eSurv, ulti-Disease Tool, and NGOs…)

Provide feedback, supervision, mentorship, and training on surveillance to the health care centers staff.

Actively follow up that VPDs/AFP cases samples to ensure they are shipped to the provincial capital or National level respecting the time limits recommended by international standards.

Relating to eSURV, ensure that all priority reporting sites have been mapped/prioritized and are available to the Regional GIS Centre

Environmental surveillance (ES)

Regularly supervise and monitor activities of Environmental Sites within districts of assignment.

In case of expansion, ensure selection of sampling sites meets international requirements and verify that samples are taken on a regular basis respecting the processes

Ensure that the country is using the AFRO eData tools for site characterization, blue line collection, and specimen collection

Provide feedback to ES sample collectors and provide them with lab results

Routine Immunization

 Provide technical support and guidance to the District Health Management Teams (DHMTs) to plan, implement and monitor activities related to Immunization supply and cold chain management.

 Undertake field visits to health facilities for monitoring and supervision of project activities for improved immunization services, through capacity building of health facility staff. Prepare reports on the results of the field visits and progress.

 Support coordination, planning, implementation, supervision, and monitoring of new vaccine introduction and PIRIs.

5. Qualifications, experience, skills and languages

Educational Qualifications:

  •  Essential: A University Degree in public health or Health related field such as Community Health etc.
  •  Desirable: A master’s degree in public health, training in epidemiology, implementation of SIAs (e.g. Polio NIDs, MR), training on AFP surveillance or AVADAR would be an advantage.

Experience

  •  Essential: Minimum 5 years of experience in EPI/PEI activities or similar roles in a government or non-governmental organization concerned with public health management eWBXkxP BIpnb

  • Record all dressings done on daily bases in the dressings register.

Our Work In Sierra Leone: Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview

The home based care community health worker has a big role to play in supporting patients and communities, including: educating patients and community members, providing psychological and social support, serving as the link between the clinic and the community, and performing home visits. He/she works as part of a large clinical team of doctors, nurses, pharmacists, and social workers. A CHW should seek information from other team members when necessary. He/she notices the needs of his/her patients, patients’ families, and other community members and makes referrals to appropriate clinic staff when necessary. It is important to record information accurately on the CHW’s Form

Essential Duties and Responsibilities:

  •  Increase level of awareness about TB/HIV and available services with the aim of addressing stigma through the community sensitization activities to leaders, community members, etc.
  •  Contact tracing (social and household contacts), screening and referral of presumptive TB cases to DOT sites for diagnosis and communicate test results to patients with in three days.
  •  Follow up patients in their respective homes, through home visits and ensure patients education on side effects, TB and HIV issues, adherence counselling and prevention including community ART refills
  •  Tracing of patients who have interrupted treatment, defaulters and bringing them back into care in collaboration with in-charges at DOT/ART sites
  •  Refer / Escort TB and HIV patients on treatment for follow – up medical appointments including sputum smears, Gene x-pert, collection of medication, viral load testing and CD4 count tests and adverse side effects
  •  Collect and label all specimen alongside with traditional healers and transport specimen to DOT Sites with support from field supervisors.
  •  Use Commcare and forms for data collection when doing home visit, sync Commcare data and submit forms (Referral Tickets, Contact Tracing Forms and Treatment Calendar) at any giving time.
  •  Update patient’s information into Commcare when there are changes with Age, medication, Pregnancy status etc for quality data collection.
  •  Work closely with EHealth team and CHW Operation and Training Coordinator.
  •  Work closely with HIV/ TB Clinicians, facility officers, in- charges at DOT /ART sites for quality care of all HIV and TB patients.
  •  Maintain patient’s confidentiality and be empathetic toward patients and families. . eVdJbhS BIpnb
  •  Work closely with Acute Need Program staff to address the social needs of vulnerable HIV/TB Patients.
  •  Attend all meetings and trainings organized by the Community Based Program and HIV/TB clinical team.

Essential Duties and Responsibilities:

  •  Act as a main liaison between the facility, patients and community, including CHWs.
  •  Serve as main representative of PIH and PIH values at facilities.
  •  Receive community-based referrals of presumptive cases as well as referrals from other facilities with proper paperwork and accompany patients throughout clinical process
  •  Keep track of all positive and presumptive patients and their sputum, including ensuring that tests are coordinated and tests results communicated back to patient through CHWs and supervisors, that positive patients are initiated on t reatment, linked to CHWs and their contacts are being traced, that positive patients show up for their clinical follow-up appointments
  •  Ensure accurate and up-to-date information on HIV/TB on patient files, CommCare, registers, log books
  •  Provide counselling and support to patients, including advocating for them where necessary
  •  Assist facilitation of TB /HIV drugs orders and supply chain with CHW Program Officer and TB /HIV District Supervisors.
  •  Attending all HIV/TB clinics
